Indonesia's national laboratory network is a critical pillar of its public health system. However, the current landscape is fragmented, with siloed data systems hindering efficient information flow and real-time analysis. This project is essential because:
•    Fragmented Systems: Siloed, non-interoperable systems lead to inefficiencies, data delays, and incomplete information for public health decision-making.
•    Impaired Surveillance: The lack of real-time, integrated data hampers effective disease surveillance and outbreak response.
•    Alignment with National Strategy: This project operationalizes the MOH's Integrated National Laboratory Information System / SILNAS' Grand Design, ensuring laboratory data becomes a reliable, real-time component of the SATUSEHAT (Integrated Health Data) ecosystem.
•    Tier-Specific Needs: A one-size-fits-all system imposed without a thorough assessment will fail. This project is designed to understand and meet the vastly different needs of laboratories from Tier 1 (simple, offline-capable) to Tier 5 (complex, integrated).

UNDP is providing technical assistance to the MoH for this strategic initiative. Based on the Grand Design of SILNAS (2023) and the mandate of the Director General of Public Health (HK.02.02/B/865/2022), as approved by the Global Fund, UNDP will facilitate the Ministry of Health to develop an Integrated National Health Laboratory System (SILNAS), under the C19RM grant funds. This system is a critical pillar in the digital transformation of Indonesia's health system, aiming to integrate and interconnect all health laboratories across the country with the National Health Information System (SIKN/Satu Sehat). The SILNAS, a transformative initiative to create a unified, digital platform for laboratory data management across the nation. SILNAS encompasses 11 core modules, including laboratory examinations for human, environmental, and vector specimens; surveillance; human resources; quality assurance; logistics; and finance, along with critical integrations with national systems like SATUSEHAT. The success of this critical national project hinges on robust technical architecture, advanced security protocols, and seamless integration of existing systems.

To achieve these objectives, we are therefore seeking an IT Associate (Data Engineering) who will ber advancing capabilities in managing and extracting insights from various of datasets, including laboratory information data.

 

Duties and Responsibilities

a)    Data Governance and Standardization:
•    Support the development and implementation of data standards, including the national test catalog for human, environmental, and vector specimens.
•    Collaborate with health terminologists and data engineers to ensure the use of standardized codes (e.g., SNOMED CT, LOINC) and data models across all SILNAS modules.
•    Assist in creating and enforcing data validation rules to maintain data quality and integrity at the point of entry.

b)    Data Pipeline and Integration Management:
•    Support the monitoring of the development of data integration pipelines, particularly for the 11 (SATUSEHAT Integration) and 15 (Integration with other MOH systems like SIMPUS/SIMRS) modules.
•    Work with the vendor's data engineers and backend developers to ensure efficient, secure, and reliable data exchange between SILNAS and external systems.
•    Assist in the testing of data flows, including ETL (Extract, Transform, Load) processes, to verify data accuracy and completeness.

c)    Data Quality Assurance and Reporting:
•    Develop and execute simple data quality checks and queries to monitor the health of the data within the SILNAS development and production environments.
•    Support the generation of data for routine monitoring and evaluation (M&E) reports, working closely with the M&E Officer.
•    Contribute to the development of data analysis for the US (Surveilans) and other dashboard modules to ensure data is accurately aggregated and visualized.

d)    Data Migration and Lifecycle Management:
•    Assist in planning and testing the migration of legacy data from existing laboratory systems into SILNAS.
•    Support the implementation of data archiving and retention policies in line with the Ull
(Kearsipan Data/ Data Archiving) module specifications.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.


Institutional Arrangement
The direct supervision of this position is IT Expert (Technical Management) for SILNAS. S/he will work closely with the broader PMU team of GF-ATM based in the MOH, and the project team of SILNAS, i.e. IT Assistant and M&E Officer. S/he will also work in close coordination with the FMTA Technical Analyst based in the MOH as the liaison officer for UNDP and the MOH. This position will also involve close coordination with the vendor's data engineering team, MOH's Pusdatin (Center for Data and Information Technology), and other technical stakeholders, as well as, the Steering Committee for SILNAS. S/he is required to work full-time and based in the MOH office (at Takel and/or FMTA project office), with potential for travel to regional sites for data-related activities.

Required Skills and Experience

Min. Academic Education    
Secondary education is required with formal training in IT systems, business software and/or web-based applications. Certifications in CCNA, MSCA, MSCE, and/or MCP are an asset.

A university degree (bachelor´s degree) in Computer Science, IT System, Engineering, Mathematics, Statistics or other equivalent fields will be given due consideration, but it is not a requirement.

Min. years of relevant Work experience    
Minimum 6 years (with secondary education) or 3 years (with bachelor’s degree) of relevant experience in the field of informatics technologies, data engineering of relevant related field is required.

Required skills and competencies    
•Advance knowledge of spreadsheet/excel and database packages, Microsoft words, power point, outlook, etc.;
•Relevant experience in data management, data analysis, or database administration.
•Proven experience with documentation management, any briefing/ minutes of meeting, and workshop/meetings documentation and reports, both in Bahasa and English.

Desired additional skills and competencies    
•Proven experience in dealing with health data management within the MOH is more desirable.
•Experience and knowledge in computer programming languages
•Experience in cloud platforms for deploying data solution
•Experience and knowledge of database systems and data warehousing concepts
•Practical experience with SQL and relational database management systems (e.g., PostgreSQL, MySQL)
•Experience in supporting of designing, implementing and optimizing database.
•Familiarity with data integration concepts, ETL processes, and API functionalities.
•Experience in the health sector, especially with health management information systems (HMIS) or laboratory information systems (LIS).
•Understanding of data standards in health (e.g., HL7, FHIR).
 

Required Language(s) (at working level)    Fluency in Bahasa Indonesia and English is required.
