The Ministry of Health (MOH) through its Directorate General of Disease Prevention & Control is the Principal Recipient (PR) for the Global Fund's HIV/AIDS, TB, and Malaria grants. Since 2007, UNDP has partnered with the Ministry of Health of Indonesia to provide technical assistance to the Ministry aimed at supporting successful implementation of The Global Fund grants in the country. Among the critical components of the partnership between UNDP and the Ministry of Health is towards supporting and strengthening the access for affordable health technology, leveraging UNDP international procurement capacity, as well as streamlined the standardized processes through integrated information management system.
Based on the Grand Design of SILNAS {2023) and the mandate of the Director General of Public Health (HK.02.02/B/865/2022), as approved by the Global Fund, UNDP will facilitate the Ministry of Health to develop an Integrated National Health Laboratory Information System (SILNAS), under the C19RM grant funds. This system is a critical pillar in the digital transformation of Indonesia's health system, aiming to integrate and interconnect all health laboratories across the country with the National Health Information System (SIKN/Satu Sehat). The success of this critical national project hinges on robust technical architecture, advanced security protocols, and seamless integration of existing systems.
To achieve these objectives, we are seeking a highly skilled and experienced IT Analyst, that has proven experience in working with the MOH on health digitalization. The Analyst will be responsible for providing technical leadership, architectural guidance, and hands-on expertise throughout the development and implementation phases of the SILNAS project.
Under the supervision of the UNDP Heart cluster lead and working in close collaboration with the FMTA Technical Analyst based in the MOH, the IT Analyst will be working closely with the National Project Directors (Director of Takel-PKP of MOH), and the Technical team within the Data and Information Center of MOH. S/he will also responsible to build good partnership and communication with the Head of the Steering Committee (developed by the MOH), the TA support on SILNAS (i.e. APHL), and the developer of SILNAS (i.e. UNICC and assigned local vendor), to ensure that the SILNAS will be developed based on the needs of the country- instead of private/individual and/or other organization interests (this is to ensure that based on the GFATM Regulation was stated that all national programs have to be based on the country's ownership and tailored to National Strategic Plan).
The IT Analyst will also supervise the IT Assistant and IT Associate to work in close collaboration with programme and operations units in the UNDP CO, technical advisors, experts, Government officials, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP program.
Duties and Responsibilities
Reporting directly to Advisor for Health Governance, and working closely with FMTA Technical Analyst, and relevant National Project Directors (Director of TakeI- PKP MOH), Data and Information Center, MOH (Pusdatin), and Project Management Unit of SILNAS, the Technical (Data Management System) IT team, Head of Unit, and HEART cluster team, in the development and management of the UNDP SILNAS project portfolio.
The IT Analyst will be responsible for the following key tasks:
1. System Architecture & Design:
- Design and document the high-level and detailed technical architecture for SILNAS, including software, hardware, network, and data components.
- Define technology stacks, frameworks, and platforms to be used.
- Ensure the architecture supports high availability, load balancing, and disaster recovery.
2. Software Development & Integration:
- Lead the development of core modules and functionalities of SILNAS.
- Establish and enforce coding standards, development methodologies (e.g., Agile/Scrum), and Cl/CD pipelines.
- Oversee the integration of SILNAS with various legacy systems and external APls, ensuring data consistency and integrity.
3. Cybersecurity & Data Protection:
- Design and implement a comprehensive security framework, including identity and access management (1AM), data encryption, and network security controls.
- Conduct regular security assessments, vulnerability testing, and penetration testing.
- Ensure compliance with national data privacy and protection regulations.
4. Database & Data Management:
- Design a robust, scalable, and normalized database schema.
- Develop strategies for data migration, data warehousing, and business intelligence.
- Implement data governance and data quality management protocols.
5. Technical Leadership & Capacity Building:
- Lead, mentor, and provide technical guidance to the project development team.
- Conduct training sessions and workshops to build the internal capacity of government IT staff.
- Prepare comprehensive technical documentation, including system design, API documentation, and user manuals.

Cross-Functional & Technical competencies:
Information Management & Technology
- IT Research and Development: Regular following new technologies and technical trends, research the technologies that are applicable and beneficial to the organization and develop the systems.
- IT Project Management: Capacity to manage ICT projects, using IT methodologies and approaches such as agile deployment and/or waterfall system development methods. PMP and PRINCE2 certification or equivalent desirable.

The Open Group TOGAF9 or Open CA, ITIL Master certification, or DevOps or similar certification desirable.

Required Skills and Experience
Education:
- Advanced University degree (Masters’ degree) in IT (Information Technology), Computer Science, or other required fields on Development of IT system/ application university is required, or
- A first level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of years of qualifying experience will be given due consideration in lieu of an advanced university degree.
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant professional experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
Required skills and competencies:
- Experience with project management tools (Jira, Azure DevOps) and software development methodologies (Agile/Scrum).
- Experience collaborating with the Government and/or civil society partners, several multi-lateral and bilateral donors, international (development) health partners, and/or any multi-cultural stakeholders.
Desired skills in addition to the competencies covered in the Competencies section:
- Proficiency in modelling tools and methodologies (e.g., UML, BPMN).
- Knowledge of data security, privacy principles, and governance.
- Knowledge of UNDP procedures, MOH and Global Fund/donor requirements.
- Knowledge of database management systems (SQL, NoSQL), API design (REST, SOAP), and cloud architecture.
- Proven experience in writing any concept notes/briefing/minutes of meeting, and high-quality technical documentation & reports, both in Bahasa and English.
- Proven experience in designing and architecting large-scale health information systems (e.g., LMIS, HMIS, EMR) with knowledge of health data standards (HL7 FHIR, LOINC, SNOMED-CT).
- Demonstrated experience in facilitating technical workshops and agile sprint planning sessions.
- Strong experience with API design, cloud infrastructure, data security standards (ISO 27001), and database design.
- Experience working with the government partners, private sector, CSO, universities.
- Experience in working with national and subnational, development agencies (in particular UNDP/UN agencies), and or international agencies in health, economics, and research.
Required Languages:
- Fluency in English and Bahasa is required.
