Background

The RBEC Sustainability Facility is hosted within the Office of the Chief Economist at the UNDP Istanbul Regional Hub (IRH), Regional Bureau for Europe and Central Asia (RBEC). The Facility is a regional, modular policy and investment framework designed to operationalize Article 55 of the UN Charter by accelerating sustainable, inclusive, and climate-informed development across the Europe and Central Asia region. 

The Sustainability Facility responds to mounting structural challenges facing RBEC economies, including high debt burdens, fiscal constraints, demographic decline, climate risks, and slowing progress on the Sustainable Development Goals (SDGs). The Facility provides integrated support to UNDP Country Offices through forwardlooking diagnostics, alignment of national planning and financing frameworks, innovative financing instruments, digital and AIenabled monitoring tools, and regional peer learning. 

The Programme Analyst will provide substantive programme and operational support to the Sustainability Facility under the direct supervision of the RBEC Chief Economist. The role will also support analytical and coordination work related to the Europe and Central Asia Regional Human Development Report (RHDR) 2026, focused on leveraging sustainable finance for human development. The position requires close collaboration with RBEC teams, UNDP Country Offices, UN system partners, IFIs, and other stakeholders, and includes responsibility for operational coordination, monitoring, reporting, and financial and administrative processes using UNDP corporate systems. 

The Programme Analyst will provide integrated programme, analytical, and operational support to the facility, ensuring effective delivery pf both programmativ outcoms and operational processes in compliance with UNDP policies nad prodeduces. The incumbent will focus on the achieving  the following results: 

Institutional Arrangement  

The Programme Analyst will work under the direct supervision of the RBEC Chief Economist, based at the Istanbul Regional Hub. The position aims to remotely support the RBEC Sustainability Facility project, related IRH policy and programme teams, and relevant Country Offices. An organigram indicating reporting lines will be attached as an annex. 

Duties and Responsibilities

Programme and analytical support to the RBEC Sustainability Facility: 

  • Support implementation of the Sustainability Facility workplan, including coordination of diagnostics, policy roadmaps, and pilot activities at regional and country levels.  

  • Contribute to research, data collection, and analytical inputs related to sustainable finance, integrated planning, climatedevelopment linkages, public finance management and SDG financing.  

  • Support development  of technical briefs, concept notes, presentations, and knowledge products. 

  • Support project and programme management in Quantum, including project creation and setup, PPM updates, risk register maintenance, and results tracking and reporting to ensure timely, accurate, and compliant workplan, performance, and progress reporting. 

Support to the Europe and Central Asia Regional Human Development Report (RHDR) 2026: 

  • Provide coordination and analytical support to RHDR preparation, including inputs onsustainable finance, public finance management, private capital mobilization, and human development outcomes.  

  • Support  organization of  consultations, workshops, and peer learning events linked to the RHDR process. 

  • Support consolidation of inputs, comments, and revisions from internal and external stakeholders. 

Monitoring, reporting, and results management:  

  • Support tracking of outputs, milestones, and KPIs under the Sustainability Facility results framework. 

  •  Contribute to preparation of progress reports, donor reports, ROAR inputs, and management responses.  

  • Maintain organized records and documentation for audits, reviews, and evaluations. 

  • Support M&E processes including reviews, evaluations, and results reporting. 

Coordination and partnerships:  

  •  Support coordination with UNDP Country Offices, RBEC teams, UN agencies, IFIs, donors and regional partners involved in the Facility.  

  • Assist in organizing regional meetings, virtual briefings, and peerlearning exchanges. 

  • Maintain stakeholder communication and follow-ups to ensure alignment and engagement. 

Operational and financial management support:  

  • Provide daytoday operational support to the Sustainability Facility.  

  • Monitor and track budgets, committments, and expenditure, ensuring accurate financial reporting and compliance with UNDP rules and procedures.  

  • Initiate and process requisitions, payments, and contracts using Quantum and other corporate systems.  

  • Support procurement and recruitment processes in coordination with IRH operations and RBEC teams. 

  • Maintain structured finnacial tracking for managment, compliance and planning purposes.

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in Economics, International Development, Social Sciences, Business Administration,  or related field is required. 
  • OR A first-level university degree (bachelor’s degree) in the above fied with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Experience:

Up to 2 years of relevant professional experience (with Master´s degree) or minimum 2 years or a minimum of 2 years with a Bachelor’s degree, in programme management, operations, development projects, or related areas

Required skills:

  • Experience supporting programme implementation and operations in development contexts.  
  • Experience with financial, procurement, and administrative processes. 
  • Proficiency in using UNDP corporate systems (e.g. Quantum) or similar ERP systems.
