About Stefanus Alliance International

Stefanus Alliance International (SAI) is a Norwegian faith-based, independent assosiation founded in 1967. SAI's mission is to support people who are discriminated and persecuted for their faith, and to promote freedom of religion or belief (FoRB) as a basic human right for all. SAI works with local churches, organizations and individuals in Africa, Asia and the Middle East on thematic issues such as human rights, FoRB, advocacy and legal aid. We seek to put human rights on the agenda both nationally and internationally, thus mobilizing and challenging governments and civil society actors into action and activism.

Project background

SAI seeks consultantant(s) to conduct an end term evaluation of our project funded by the Norwegian Ministry of Foreign Affairs (NMFA). The project, titled "Empowering agents of change for Freedom of Religion or Belief", runs for the period 2018-2021, with an overall budget frame of NOK 24 000 000 (approximately 2 250 000 Euros). The consultant(s) is to document the main impacts and key outcomes achieved in the project this far. The project's planned impact is to empower civil society actors - an indirectly government actors - to increasingly respect, protect and promote freedom of religion or belief for all in the countries of intervention. The project is divided into three main parts:

NORFORB:
Is a network of ecumenical, church or church-related organizations in the Nordic countries who work with FoRB as a human right for all. The network is led by a consortium consisting of 4 member organizations coordinated by SAI. These are the Swedish Mission Council (SMC), the Danish Mission Council Development Department (DMCDD), FELM (Finnish faith-based NGO) and SAI, who all have their respective implementing partners, budgets and results frameworks. In 2018, NORFORB launched a joint learning platform, the Learning Platform, in which resources on human rights and FoRB are made easily available to the public. Resources are mainly developed by the consortium and are actively used in trainings and workshops by civil society actors. The intervention strategy includes that the educational resources are increasingly well known, regarded as relevant and of high quality. The consortium also seeks to enable synergies and collaboration between actors involved in different human rights/FoRB fora. 

Partners in Africa and Southeast Asia:
SAI and FELM have local partners in Africa, the Middle East and Southeast Asia who are implementing trainings to specific target groups. All implementing partners have their own budgets and results frameworks. The intervention strategy includes training (workshops and online courses) for individuals, covil society actors and duty bearers in human rights and FoRB, thematic awareness raising and capacity building. SAI's implementing partner in Southeast Asia is also enabling religious and belief communities in distress to report human rights and FoRB violations to the international community. Network building and subgrant support for civil society organizations, activists, lawyers and individuals also form part of the intervention strategy.

Access to Justice:
A database over different national mechanisms and tools to challenge FoRB violations is developed and utilized. SAI is the implementing partner, in close cooperation with lawyers from Eastern Europe, Central Asia and Africa who write articles for the database. SAI's partners also provide trainings (both onsite and online) for lawyers and civil society actors and enables lawyers to provide legal aid and counselling to victims of FoRB violations. 

We seek an inclusive and participatory process that involves engagement and interaction with SAI, with our partners and with our target groups.

Required experience, skills and qualifications

The consultant(s) will need the following experience, skills and qualifications:

  • Extensive experience in conducting reviews and evaluations, and a proven record in delivering professional results
  • Experience and knowledge on human rights/FoRB approaches and mechanisms for civil society actors/organizations
  • Experience working with donor-civil society organizations
  • Experience working in Africa, Asia and the MENA-region is desirable
  • Excellent writing, speaking and reading skills in English
