Background

The conflict in Syria has entered its 10th year and the humanitarian situation in Syria continues to deteriorate. Over half of the country’s population has fled their homes: 5.6 million people have sought refuge in the region and beyond, and 6.5 million people are internally displaced. 11.7 million people are in need for some form of assistance. Poverty rate is estimated at 83%, while the unemployment rate exceeds 52%.In 2020, with no end to the conflict in sight, humanitarian needs are expected to continue to grow in scale, severity, and complex.The Humanitarian Response Plan (HRP) is published annually with a significant contribution from the Early Recovery Sector (ERL) led by UNDP, which has been bridging Humanitarian assistance and Development by strengthening Resilience of the affected population in Syria. In lieu of United Nations Development Assistance Framework, a Strategic Framework (SF) 2016-2017 for Syria defines types of support which UN agencies can offer to increase the resilience of Syrians as well as the capacity of communities to withstand shocks building of the Government.

The UNDP Country Programme Document (CPD) 2016-2017 for Syria describes three pillars of UNDP Syria for 2016-2017 as follows:1. Livelihood and Socio-Economic Recovery, 2. Restoration of Basic Infrastructure, and 3. Enhancement of Social Cohesion. In 2017, UNDP aims to build on success achieved in previous years and expand its operations across the country to reach more beneficiaries and support the resilience of most vulnerable groups of population.

The Information Management Officer bridges tasks required by UNDP Syria programmes, the Early Recovery Sector in accordance with the HRP framework, as well as the monitoring and evaluation of the UNSF.

The IMO further plays a vital role in collecting, analyzing, and presenting information that supports the ERL sector, UNDP colleagues and other stakeholders to make informed and evidence-based decisions on early recovery and livelihoods emergency response and preparedness. The IMO ensures timely project development/implementation support by carrying out the tasks detailed under the Duties and Responsibilities section of the Terms of Reference.

Duties and Responsibilities

Coordination & Data Management:

  • Work with UNDP Programme colleagues and ERL Sector partners to facilitate humanitarian information exchange and the development of relevant data bases
  • Provide IM services for key decision-making including; data collection, collation, analysis and information dissemination
  • Develop, maintain and update IM data bases and products to ensure updated resources are readily available and are consistent, accurate and comparable. Maintain data collection and monitoring tools, most important of which is the IMRP (Internal Monitoring and Reporting Platform) to keep track of activities implemented by the programme partners

Data and Analysis Assessment:

  • Organize, design and carry out the evaluation and analysis of datasets using current statistical techniques; participate in the development and revision of data standards
  • Support Programme colleagues in the development and management of indicators
  • Support assessment and needs analysis activities, including humanitarian needs overviews, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments
  • manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).

Web Management:

  • Manage content on UNDP website and other platforms as needed in coordination with the Communication team, providing overall quality control for the platform and ensuring content is current, comprehensive and follows relevant metadata standards

Mapping & Visualization:

  • Develop interactive reports and represent large, complex sets of data through visual representation.
  • Ensure that data is valid, prepared and cleaned for the visualization process.
  • Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information.

Capacity Development and Knowledge Management:

  • Develop the capacities of staff and stakeholders at all levels for better assessment methodologies, from data collection, information management and data analysis.
  • Attend relevant workshops and seminars to update knowledge and expertise and share relevant information with staff
  • Any other tasks assigned by direct supervisor.

Required Skills and Experience

Education:

Master’s Degree or equivalent) in Information Technology, Computer Science, or related field with combination of 1 year of qualifying experience.

OR

First level University degree (Bachelor’s Degree or equivalent) with 2 years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Extensive experience in, web design, database programming or related field is required;
  • Strong knowledge of Excel is essential, MS Access or other databases.
  • Knowledge and practical experience of relational database technologies and query;
  • Knowledge of statistics and visualization applications like Tableau, Microsoft Power BI or Qlikview;
  • Good knowledge of GIS principles;
  • Strong presentation and training skills and techniques;
  • Knowledge of system thinking and design thinking principals and methods is an advantage;
  • Working experience with UN, donors, Government, or NGOs would be an asset.
  • Experience in web design and programming.

Language Requirements:

Fluency in both English and Arabic is essential
