The Global Green Growth Institute (GGGI), based in Seoul is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities that build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

GGGI established its country program in Myanmar in March 2017 and is hosted by the Environmental Conservation Department within the Ministry of Natural Resources and Environmental Conservation (MONREC) in Nay Pyi Taw. GGGI and Environmental Conservation Department are jointly implementing the GCF funded Green Cities Readiness Project in 4 cities over two years. The objective of the project is to support the achievement of national policy priorities for adaptation and mitigation to climate change and increase national capacities to manage investments that will assist the Government’s achievement of its INDC (and future NDC) commitments.

To enable a healthy financing environment for green projects and initiatives in Myanmar, well-established entities, fully operational, commercially viable funding institutions / facilities which are accessible, transparent, and accredited, covering the spectrum of financing needs must exist on the national scale. The selection process for the DAE candidate could be an accreditation pre-screen assessment of potential DAEs, or an open a call for expressions of interest to all potential DAEs–including those who may already be developing applications. Every institution submitting an expression of interest would be considered and a selection would be made based on pre-defined criteria designed to select the entity with the greatest potential for success. If one of the institutions already developing an application meets the necessary criteria, they will be selected to receive readiness support.

GGGI is supporting the NDA to facilitate this national search, looking to identify and select suitable Myanmar candidates for GCF accreditation. After the candidate DAE is selected, GGGI will support an assessment and provide the necessary technical assistance to develop and submit a successful application for accreditation to the GCF.

Position Summary

This consultancy will support this process of DAE nomination from within Myanmar. Under the overall guidance of the Country Representative, close supervision of the Project Lead and the GCF Accreditation Consultant, the Consultant will support the preparation of the nomination for a GCF Direct Access Entity for Myanmar. The objectives of the project are defined under the GCF Green Cities Readiness project that is being implemented by GGGI and Myanmar’s NDA, the Environment Conservation Department, Ministry of Natural Resources and Environmental Conservation.

Purpose of the Assignment

Support the establishing of criteria for identifying potential entities at national level for GCF direct access entity nomination, based on GCF Accreditation Self-Assessment Tool, including capacity criteria on gender, social inclusion and environmental and social responsibility.
Support the assessment of potential direct access entities (DAE), in particular by acting as a liaison between the Accreditation Consultant, GGGI and potential DAE nominees.
Engage with the potential DAEs (decision-makers in private companies and Government agencies) through consultation and awareness raising workshops, under supervision of the Project Lead and the Accreditation Consultant.
Collect and review relevant information from interested entities through the agreed selection process against GCF accreditation requirements, and their ability to deliver Myanmar’s national sustainable development priorities, and the pipeline being developed under this project. 
Support the selection of at least one entity that meets the eligibility requirements.
Provide support to the NDA (The Environmental Conservation Department) throughout the nomination process.

Deliverable 3: Support the assessment of possible Direct Access Entities. Support the collection and review of relevant information from interested candidate entities against GCF accreditation requirements. Support the development of recommendations and justification of potential entities that demonstrate alignment with eligibility requirements. Support the preparation of a gap assessment to ascertain their level of compliance with GCF's requirements and provide final recommendations and action plans for prioritized entities. Final payment will be given when nomination paperwork has been developed for at least one potential DAE.	4. Following feedback from NDA and GGGI on the long list of candidates, collect and review all required information from DAE applicants. 5. Support the DAE consultant to prepare the long list of candidate DAEs. 6. Under the supervision of the Accreditation consultant and Project Lead, provide support for the nominated candidate DAE to build individual and organizational capacity, and in the preparation and submission of the GCF accreditation form (in the form of advising them to develop appropriate policies that help them to become GCF compliant) Provide Letters of Nomination of DAEs developed for NDAs matching the criteria. All reports must be in English (United States usage), prepared in accordance with GGGI's formatting requirements, and submitted in electronic formats along with complete sets of raw data, research materials, and related information. Executive summary must be prepared in both English and Burmese.

If the consultant is required by GGGI to travel on official business to a location other than the consultant's duty station, such travel will be at the expense of GGGI in accordance with GGGI's travel policy and guidelines.

Qualifications/Experience/Expertise

A degree (bachelors minimum) in a relevant field, such as Economics, Business Administration, Sustainable Development or Finance.
Exceptional analytical and quantitative skills, alongside strong ability to analyze and synthesize large amounts of complex information;
Good knowledge of sustainable infrastructure and banking practices particularly in the areas of energy, municipal waste management, sanitation, transport or infrastructure.

Demonstrated experience in Green Cities Investment Plan Development

At least 5 years of experience working on international donor financing procedures in Myanmar or developing countries;
Some experience working with the banking experience in Myanmar.
Project delivery experience, including managing the delivery of results on time and on budget
Demonstrated experience in organizing and leading workshops, trainings and consultation meetings with stakeholders
Excellent written and spoken communications skills in Myanmar and English.
Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output
Proven experience in establishing and maintain working relations with government officials.
Demonstrated experience and success in the engagement of, and working with both the public and private sector
