Background
Timor-Leste, as a developing nation in Southeast Asia, has made significant strides in promoting digital transformation across various sectors of governance. With the increasing global dependence on technology, digital governance has become crucial in fostering an inclusive, transparent, and effective public service delivery system. In line with this, the Government of Timor-Leste has recognized the need to accelerate the digitization of its public services and enhance digital literacy across its population, particularly in remote and underserved areas.
The Dalan Digital Project aims to strengthen the digital infrastructure and services in Timor-Leste, promoting digital citizenship and enhancing the government's capacity to deliver public services digitally. The project's overarching goal is to contribute to the creation of a more digitally empowered society, where citizens can access essential services through innovative, efficient, and secure digital platforms. In this regard, Dalan Digital will focus on promoting digital inclusion, improving the quality of public services, and enhancing transparency in government processes.
The project aligns with Timor-Leste’s national strategies, including the Timor Digital 2032 Vision, which sets a roadmap for leveraging digital technologies to foster economic development, social inclusion, and governance reforms. The Dalan Digital Project also complements ongoing initiatives under the Ministry of Transport and Communications, the Ministry of State Administration and the Ministry of Justice to bring public services closer to citizens and improve institutional capacity in the public sector.
In addition to fostering digital transformation within the government, Dalan Digital aims to strengthen public-private partnerships, foster collaboration with international development partners, and support the development of a digital ecosystem that empowers youth, women, and marginalized communities to fully participate in the digital economy.
By advancing digital literacy, creating digital public services, and establishing the necessary governance frameworks, the Dalan Digital Project will contribute to a more connected and transparent society, where citizens are empowered to actively engage with government and access services with ease.
Duties and Responsibilities
The National Project Campaign Developer/Videographer/Graphic Design Associate will be responsible for leading the design, planning, and implementation of communication activities under the Dalan ba Digital initiative. The role aims to enhance public awareness and engagement on key themes such as digital transformation, digital and financial literacy, gender equality, and inclusive governance. The staff member will work closely with program teams, institutional partners, and community stakeholders to ensure broad outreach, visibility, and impact of the campaign.
Key responsibilities include:
a) Develop and Implement Strategic Communication Plans
- Lead the development and execution of communication strategies aligned with the objectives of the Dalan ba Digital programme.
- Ensure communication plans respond to national priorities and reach a wide range of audiences, including youth, women, and rural communities.
b) Create and Manage Multimedia Campaign Content
- Produce high-quality communication materials such as short videos, infographics, social media posts, articles, and digital toolkits.
- Tailor content to various platforms and languages (Tetum and Portuguese), ensuring accessibility and engagement.
c) Promote Digital Literacy
- Design and lead awareness campaigns focused on enhancing public understanding of digital tools, financial inclusion, and responsible online behavior
- Develop specific content to raise awareness of digital tools, online safety, personal financial management, and digital inclusion.
- Support the integration of digital literacy into broader campaign messaging and outreach activities.
- Collaborate with relevant stakeholders to ensure content accuracy and relevance to national context.
d) Coordinate Public Outreach and Events
- Support the organization of workshops, trainings, podcast sessions, and community-based events to disseminate campaign messages.
- Ensure visibility and engagement through local and national media, institutional channels, and online platforms.
e) Integrate Gender and Social Inclusion in Communications
- Apply gender-responsive and inclusive approaches across all campaign components.
- Ensure that all materials are representative and sensitive to the needs of different groups, especially vulnerable and marginalized populations.
f) Maintain Partnerships and Institutional Engagement
- Coordinate with government counterparts, civil society, media, and other partners to support the joint development and dissemination of communication materials.
- Represent the campaign in working groups, stakeholder meetings, and relevant coordination platforms.
g) Monitor, Evaluate, and Report on Communication Activities
- Track outreach, media coverage, and audience engagement across platforms.
- Support the preparation of periodic communication reports, lessons learned, and campaign impact summaries.
h) Support knowledge building and knowledge sharing
- Participate in training on internal procedures for the project staff and provide support to the organization of training and other capacity building activities as needed.
- Make sound contributions to knowledge networks and communities of practice.

Required Skills and Experience
Education:
Secondary education is required. OR
A University degree (Bachelor’s degree) in Communications, Graphic Designer, Media Studies, Marketing or a related field will be given due consideration, but not a requirement.
Experience:
Minimum of 6 years(with high school degree) or 3 years (with Bachelor’s degree) of relevance experience in graphic design, visual communication, public campaigns, or creative content production is required.
Required skills:
- Proficient in graphic design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign) or Canva
- Experience developing and producing visual assets for campaigns across digital and print platforms
- Proven Ability to conceptualize creative ideas and translate them into high-quality visuals
- Familiarity with social media formats and visual storytelling techniques
- Strong organizational and time management skills to meet tight deadlines
Desired skills in addition to the competencies covered in the Competencies section:
- Experience working on development-related campaigns (e.g., gender equality, youth empowerment, environment)
- Basic skills in video editing and motion graphics (e.g., Adobe Premiere Pro, After Effects)

Required Language(s):
- Fluency in English and Tetum (both written and spoken) is required
