IDLO IN INDONESIA

The partnership between IDLO and Indonesia dates back to 2006. Over more than a decade, IDLO has worked with and supported the development of effective, accountable and inclusive justice sector institutions, and has partnered with civil society organizations and academia to enhance access to justice and the rule of law. Further building on the results achieved to date, its worldwide networks and the relationship with national counterparts, IDLO anticipates further building its programming in Indonesia, including through providing technical support to enhance the effectiveness, accountability and transparency of the Indonesian Public Prosecution Service. 

THE POSITION

The Department of Programs is the central management and coordinating function for program delivery and capacity development.  It is responsible for the implementation of IDLO’s global program portfolio for field and non-field locations in line with organizational strategy.

Under the direct supervision of the Finance and Administration Manager, Indonesia and liaising with the HQ Regional Program Accountant as well as with colleagues in the HQ Department of Programs, the Finance Associate will be responsible for the following main duties:

A)  Financial Management:

  • Provide financial support to the Program team and ensure process integrity;
  • Ensure internal control procedures are followed for all cash disbursement, receipts and transfers, including being responsible for managing the petty cash;
  • Support the Finance and Administration Manager to maintain an overall accounting system for the Jakarta Office in line with IDLO guidance and procedures, including but not limited to processing invoices and payments, monthly financial close, balance sheet reconciliation, maintaining bank accounts and financial records, ensure timely reimbursement of travel expenses to IDLO employees and/or experts etc.;
  • Support the Finance and Administration Manager with Implementation Partners where relevant including, conducting cost estimates and budget proposals; conducting organizational assessments and regular spot checks assessing risks and quality of implementing partner’s internal processes; monitoring and reviewing financial reports of the subprojects;
  • Support in audit-related exercises, including audits for the implementing partners.

B)  Administration:

  • Support the coordination of work and information flow between Offices (HQ/Country Office) and support functions including, coordinating the processing of payments, travel requests, etc.;
  • Coordinate and assist in administering the logistics, communication and contracts with various service providers, such as travel agents, hotels, office suppliers, etc. as necessary;
  • Support the maintenance of a sound filing system of all financial documentation;
  • Other relevant duties as requested by the supervisor. 

IDEAL CANDIDATE PROFILE

Education and Work Experience

  • Undergraduate degree in business, finance or related field is required;
  • Minimum of 3-4 years of experience in the field of accounting and financial management preferably within international organizations or private /public organization with donor-funded programs;
  • Demonstrated experience of financial process management and reporting skills.

Languages

  • Full proficiency in both oral and writing in English and Bahasa Indonesia, are required.

Specific knowledge, skills and competencies

  • Significant experience with accounting system management;
  • Substantive knowledge of budgeting for development cooperation;
  • Knowledge of financial administrative procedures of an international development agency is an additional asset;
  • Experience in working with an international/interdisciplinary team;
  • Competency with financial data systems and spreadsheet processes;
  • Ability to manage multiple projects simultaneously in a fast-paced deadline-driven environment;
  • Proven ability to develop and foster productive working relationships across a globally based organization;
  • Sound knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software;
  • Organized, flexible, and detail-oriented and a team-player;
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate;

TERMS AND CONDITIONS

IDLO shall offer the selected candidate an affiliate contract initially for 12 months, with the possibility of extension, subject to performance and availability of funding.
