Background
Timor-Leste, as a developing nation in Southeast Asia, has made significant strides in promoting digital transformation across various sectors of governance. With the increasing global dependence on technology, digital governance has become crucial in fostering an inclusive, transparent, and effective public service delivery system. In line with this, the Government of Timor-Leste has recognized the need to accelerate the digitization of its public services and enhance digital literacy across its population, particularly in remote and underserved areas.
The Dalan Digital Project aims to strengthen the digital infrastructure and services in Timor-Leste, promoting digital citizenship and enhancing the government's capacity to deliver public services digitally. The project's overarching goal is to contribute to the creation of a more digitally empowered society, where citizens can access essential services through innovative, efficient, and secure digital platforms. In this regard, Dalan Digital will focus on promoting digital inclusion, improving the quality of public services, and enhancing transparency in government processes.
The project aligns with Timor-Leste’s national strategies, including the Timor Digital 2032 Vision, which sets a roadmap for leveraging digital technologies to foster economic development, social inclusion, and governance reforms. The Dalan Digital Project also complements ongoing initiatives under the Ministry of Transport and Communications, the Ministry of State Administration and the Ministry of Justice to bring public services closer to citizens and improve institutional capacity in the public sector.
In addition to fostering digital transformation within the government, Dalan Digital aims to strengthen public-private partnerships, foster collaboration with international development partners, and support the development of a digital ecosystem that empowers youth, women, and marginalized communities to fully participate in the digital economy.
By advancing digital literacy, creating digital public services, and establishing the necessary governance frameworks, the Dalan Digital Project will contribute to a more connected and transparent society, where citizens are empowered to actively engage with government and access services with ease.
Duties and Responsibilities
The Project Associate will provide administrative, operational, and logistical support to ensure the smooth implementation of the project activities in accordance with UNDP rules and procedures. The incumbent will work closely with the project team, government counterparts, service providers, and other stakeholders to support project planning, execution, monitoring, and reporting.
Key responsibilities include:
a) Formulation of Project Annual and Quarterly work plan
• Assist the Project team in the formulation of the annual and quarterly work plans with particular attention to human resource and procurement plans
b) Project Management and activities
• Support project management activities related to admin, finance, procurement and human resource management Support in organizing workshops, seminars, learning events, training, and other events, including arrangement for venues, logistics, transportation as well as documentation of events
• Support the field visits by the Project team and coordinate logistics
• Support learning events and any other responsibility given by the NPM and the Project Coordinator.
c) Operations support
• Ensure project related documents are properly documented and project assets are properly managed
• Assist in managing contracts with responsible parties and contractors, budget revisions and preparing quarterly financial reports
• Review and ensure all requests for payments, requisitions and required vouchers, all payments and receipts are compliance with the UNDP Rules and Regulations.
• Support project admin and finance ensure of submission of travel request and travel claims, or any other financial officer entitlement are duly processed and ensure timely correction actions on any financial or budget errors
• Support project admin and finance officer review and ensure all requests for payments, requisitions and required vouchers, all payments and receipts are compliance with the UNDP Rules and Regulations.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
• The staff member will report directly to the Chief Technical Advisor, who will provide overall supervision, guidance, and performance evaluation. S/he will work in close coordination with other members of the project team, as well as with relevant stakeholders and counterparts, to ensure effective implementation of activities and delivery of results in line with the project work plan.

Required Skills and Experience
Education:
Secondary education is required. Or
University degree (Bachelor’s degree) in Business Administration, Public Administration, Social Sciences, International Relations, or a related field will be given due consideration, but is not requirement.
Experience:
Minimum of 6 years (with secondary education) Or 3 years (with Bachelor degree’s) of relevant work experience in office management, administration, finance, or programme support or related field.
Required skills and Competencies:
• Experience with project management and operations
• Experience and knowledge of similar position with international, government or national organization
Desired skills in addition to the competencies covered in the Competencies section:
• Experience with international development organizations.
• Experience and Knowledge of UN/UNDP procedures and tools (e.g., Quantum).
• Experience in organizing workshops, seminars, learning events, training and other events including arrangement for venues, logistics, transportation and documentation of the events.
• Experience in filing system and assets management
• Knowledge of Human Resources and procurement system and process.
• Experience in process payments, requisition and reporting.
Required Language(s):
• Fluency in English and Tetum (both written and spoken)
• Working knowledge of Portuguese is highly desirable
