Background

The United Nations Development Program (UNDP) has been working in Haiti since June 28, 1973, demonstrating a long-standing commitment to the country and fostering confidence among stakeholders. UNDP supports the Government of Haiti in its long-term approach to sustainable development by strengthening the capacity of national institutions, the local private sector, and communities. This effort aims to better prepare the country's future and build a resilient, self-sufficient nation.

As part of its Governance and Rule of Law portfolio, UNDP supports the Republic of Haiti in holding the general and local elections in 2026, with the aim of restoring the constitutional order and political stability. Indeed, following an electoral Need Assessment Mission, the Projet d’Appui au Processus Electoral en Haïti (PAPEH) was launched on 1st April 2005 for a two-year duration. That project aims, among others, to reinforce the Conseil Electoral Provisoire (CEP) capacities, enabling that Institution to conduct the long-awaited elections. The country held the last election in 2016; since then, Haiti has been in a political transition while being impacted by gang activities

The Project Management Unit ensures the implementation of the agreed work plan with the CEP, which involves substantive procurement activities. To support these efforts, the project is actively recruiting a procurement officer to contribute to achieving its objectives and strengthen project execution.

Position Purpose

The Procurement Specialist will work under the strategic guidance and direct supervision of the Chief Technical Advisor of the PAPEH and will be responsible for implementing the project’s procurement activities and obligations.

The Procurement Specialist will ensure efficiency and integrity in the project’s procurement management and provide solutions to a range of complex electoral-related  procurement issues. He will promote a collaborative, client-focused, quality, strategic, and results-oriented approach to all tasks and will work in close collaboration with country office Operations, Programme, and other project teams, as well as with the CEP, to successfully deliver procurement services, address complex procurement issues, and provide advisory support.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

1.)  Elaborate and manage implementation of innovative and sustainable procurement strategies and policies that are in alignment with principles of fairness, integrity and transparency to achieve best value for money:

  • Ensure full compliance of procurement activities with UNDP rules, regulations, policies, and strategic priorities through effective internal controls and properly used client–oriented procurement management system. 
  • Discuss procurement strategies and plans within the projects and with the country office procurement unit and the Conseil Electoral Provisoire to ensure mutual alignment. 
  • Conceptualize, elaborate and implement strategic procurement in the project including sourcing strategy, supplier selection and evaluation, quality contract management, contract administration, contractor appraisal, cost reduction strategies, customer relationship management, e-procurement, and performance measurement

2.)  Efficiently manage procurement processes for the project:

  • Ensure timely and proper preparation of procurement plans for the project, including establishment of the deadlines and monitoring of their implementation.
  • Establish and manage implementation of proper monitoring systems, mechanisms and controls for procurement processes that cover RFQ, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations. 
  • Review and certify submission of documents to internal procurement review committees (CAP, RACP and ACP). 
  • Ensure management of procurement contracts and perform delegated responsibilities in e-procurement for Purchase Orders approval. 
  • Elaborate and implement internal control system, which ensures purchase orders are duly prepared, dispatched, and corrected on a timely basis when there are errors or other problems

3.) Elaborate, introduce and implement strategic sourcing strategies and e-procurement tools to find best values in the marketplace and align the purchasing strategy to the project goals:

  • Develop and manage rosters of suppliers. 
  • Elaborate supplier selection and evaluation, and quality and performance measurement mechanisms.
  • Review and provide input on the Term of Reference for establishment of Long-Term Agreements/Framework Agreements for more efficient category management. 
  • Ensure proper management and implementation of e-procurement system in the project

4.)  Facilitate procurement knowledge building and knowledge sharing within the project. 

  • Organize procurement training for the project staff. 
  • Organize procurement training for vendors on e-procurement modules.
  • Organize procurement training, as required, for CEP staff.
  • Synthesize lessons learned and best practices in procurement.
  • Make sound contributions to knowledge networks and communities of practice.
  • If required, participate in Operations Management Team (OMT) to share information on cross-cutting areas and collaboration opportunities to achieve greater economies of scale.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Advanced university degree (Master's degree or equivalent) in Business Administration, Public Administration, Economics, Finance, or related field is required. OR 
  • A first-level university degree (Bachelor’s degree) in the above-mentionned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • CIPS level 4 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage. 

Experience:

  • Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of relevant experience at the national or international level in public sector procurement management is required.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems such as ERP is required.
  • Advanced knowledge of spreadsheet and database packages is desired
  • Previous experience with UN agencies or international organization in the same field is highly desirable.
  • Experience/Knowledge of UNDP procurement principles/ processes  would be desirable.
  • Experience of working in a country in crisis is an asset. 
  • Experience in facilitating procurement trainings is an asset. Experience in e-procurement systems is an asset.

Language: 

  • Fluency in written and spoken French is required. 
  • Working knowledge in English is an asset.
  • Working knowledge of creole is an asset.
