1. Background information
Introduction
In 1951, Oxfam Great Britain came to India during the Bihar famine to launch its first full scale humanitarian response in a developing country. Over the past 66 years, Oxfam has supported civil society organizations across the length and breadth of the country. Oxfam is globally known for its expertise in WASH (Water Sanitation and Hygiene) and EFSVL (Emergency Food Security and Vulnerable Livelihood) in emergencies. OXFAM India is seen as one of the first responders to emergencies by Government and civil society in India. It has responded to some of the most catastrophic disasters in India, including the 2013-14 Uttarakhand floods, soon followed by the cyclone Phailin, Odisha floods, Kashmir Floods and Cyclone Hudhud. The Nepal earthquake and the South India floods in 2015 followed by similar trends in 2017 and 2019 South Asian floods which resulted in massive lives lost and economic losses were also responded to by Oxfam.
Protect, Secure, Preserve: COVID-19 Response 2020
The COVID-19 pandemic, which first hit China in December 2019 made its way to many countries across the globe, and hit India on 30th January 2020. Till 14th July 2020, India has reported 9,06,752 cases of COVID-19 and a total of 23,727 deaths due to COVID-19. With the outbreak of this pandemic, Oxfam India launched its Project PSP-Protect, Secure, Preserve- to support the most marginalized communities through distribution of food kits, hot cooked meals, safety kits and unconditional cash transfer. Oxfam India has also supported frontline workers, volunteers, police stations, hospitals and administrative offices through provision of PPE kits. Additionally, 60 Lakh people have been reached through awareness generation messages on COVID -19 by using various innovative communication mediums like mobile vans and Adhikarvani- a Public Addressing System which shares messages (both via audio and in written) with the communities on important COVID-19 messages of access to health services, measures for prevention and livelihood schemes of the state and central government. Oxfam India has directly supported 49,000 households across 82 districts in 15 states of India.
2. Scope & Objectives of the consultancy
Purpose of the Review
Oxfam India is committed to assessing and improving the quality of its humanitarian programs. As a contribution to meet this commitment, and create space for humanitarian teams to “step back” from their work and reflect on it, the organization makes use of reviews. These reviews are usually completed at an early stage of an operation, and lead to the production of succinct reports with recommendations for action and/or lessons identified. Though we were eager to conduct the review during the initial relief work, uncertainties coupled with various forms of restrictions (mobility, social distancing norms etc.) have resulted in the delay of the process.
As a part of the formulation of the preparation phase for the evaluation, Oxfam India has focused on the following parameters:
- Ensure the health and safety of staff, rights holders, and all relevant stakeholders
- Engage stakeholders to ensure the process is responsive to the context, transparent, participatory and inclusive
- Define objectives, scope, and key evaluation questions ensuring a gender and social inclusion perspective and exploration of the impacts of COVID-19
- Define the framework of analysis and key tools to be used
- Identify appropriate methods for gender-responsive remote data collection
