| Overview of position |
UNDP and FAO in Libya are collaborating to develop opportunities for value addition within agro-food value chains to support incomes and livelihoods of communities and women in the South of Libya. The National Agro-food Processing Consultant will support the joint effort through its preliminary phases, beginning by assessing the agriculture production situation in villages in South of Libya, identifying potential market-oriented value addition activities that can be implemented by village associations, and designing a pilot project to initiate one such activity.
The National Agro-food Processing Consultant will work under the guidance and direction of an International Agro-food Processing Expert and will have the primary responsibility to collect data and carryout interviews in the field to support the analysis, decision-making and outputs of the International Expert.
Reporting lines: the consultant will work closely with the senior international consultant on value chain and will report to UNDP Project Manager with close coordination with the Head of Office, FAO Representation in Libya. |

| Role objectives |
- MAIN TASKS
1) Support a mapping of producer associations / cooperatives in villages (Mantikat) , including mapping of women’s associations in the South of LibyaThe mapping exercise of villages in South of Libya is intended to better understand a) what associations exist and what economic activities are they engaged in; b) mission / objectives of the associations; c) main agriculture products and production levels of the associations; d) constraints faced; e) existing capacity gaps through capacity assessment and f) ideas from the association members on what could be done differently, specifically opportunities for value addition of agriculture products. The National Consultant will conduct field data collection under the guidance of the International Expert, using tools and methods such as Key Informant interviews, focus group discussions, surveys or others, as well as collecting secondary data such as production, population and trade records. Data must be disaggregated by gender and age, with special attention to capturing the views of women. 2) Support the identification of market-oriented value addition opportunitiesThe National Consultant with help investigate opportunities for value addition of agro-food products produced by selected Mantikat mapped in Objective #1. Value addition can range from new post-harvest handling methods that upgrade the existing product (such as innovative packing, storage, grading, marketing, etc) to transformation into new products and/or commercialization of by-products.In close collaboration and in support of the International Expert, the National Consultant will,
- Collect data and information pertaining to specific value chain activities (i.e. date palm processing) and help conduct a rapid value chain assessment, namely prices and costs data, men and women value chain actors and linkages along the chain, and helping to identify gaps where interventions or upgrades can lead to improvements,
- Collect data and information on end-market demand for potential value-added products
- Conduct scoping, surveying or data collection as needed regarding the potential value addition activity
- Consult with local stakeholders as needed, including validating ideas and proposals.
- Provide inputs to a pilot project design to be formulated by the International Expert based on the above outputs.

5. REQUIRED SKILLS AND EXPERIENCE
EDUCATION:
University degree in food technology, agriculture, or post-harvest technology or other field combined with relevant experience (A bachelor’s degree with a minimum of seven years of experienced may be accepted).
EXPERIENCE:
Minimum of 5-7 years’ experience relevant to agro-food processing and value chain development;
Proven experience in community-based development and project formulation;
Preference for candidates familiar with the local context, village networks and/or knowledge of prior project activities in the region;
Fluency in Arabic, professional competency in written and spoke English are required.
DUTY STATION:
The Consultant will be home based, Libya, with the possibility to travel to the municipalities in West and South region, and Tunis, Tunisia for short missions (based on approval by supervisor).
