Background
Job Purpose and Organizational Context
UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government, and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programs. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.
BPPS’s Hubs on Nature, Climate, Energy and Waste, with the support of the Vertical Fund Programme Support, Oversight and Compliance Unit, works with governments, civil society, and private sector partners to integrate nature, climate, energy and waste related concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and oversee the implementation of the UN’s largest portfolio of in-country programming nature, climate change, energy and waste.
The UNDP Climate Hub is the arrowhead of UNDP’s commitment to the “Climate Promise” that aims to support programming countries designing and implementing pledges under the Paris Agreement, including ambitious National Determined Contributions, with climate change mitigation and adaptation interventions fully embedded in the national development planning and budgetary processes. The Climate Hub will build on UNDP’s existing over USD 4 billion country-level climate portfolio on Climate Change Policies and Strategies, Climate Change Adaptation, Climate Change Mitigation, Climate and Forests, covering over 142 countries, as well as on UNDP’s Nature portfolio, UNDP’s Sustainable Finance Hub, UNDP’s Digital offer and other relevant portfolios on youth, gender, health, climate security among others.
The UNDP Climate Hub is responsible for:
• Thought leadership on Climate and to be the custodian of UNDP policy positions on Climate;
• Strategy and vision formulation;
• Pipeline development in coordination with the other hubs and the Vertical Fund Programme Support, Oversight and Compliance Unit;
• Provision of integrated policy and programme support to Country Offices;
• Global engagement, advocacy in collaboration with BERA;
• Integration across thematic areas;
• Strategic Partnerships development and resource mobilization;
• Lead and Support global flagship initiatives and partnerships on Climate;
• Serve as focal point with relevant UN coordination mechanisms and Conventions (UN Framework Convention on Climate Change);

• Innovation.
As part of this umbrella initiative, the Government of Belgium has approved a contribution of 1.2 million euros to provide capacity building support on transparency to lusophone and francophone countries and foster south/ south exchanges. The project, “Enhancing climate transparency in developing countries – a contribution to the Climate Promise”, has as a primary objective to provide targeted countries with effective governance and enabling environment over time, to accelerate and scale NDC implementation, by providing streamlined support and capacity building on data and transparency. This will be delivered at the country and regional level with a focus on francophone and lusophone countries.
UNDP Climate Hub is seeking a Programme Analyst to provide comprehensive support for administrative and operational tasks to support the project “enhancing climate transparency” and overall portfolio under the climate transparency, including support to the effective delivery of vertical fund’s portfolio by providing support and oversight throughout the development, implementation, monitoring/evaluation and closure of projects.
The primary objective of the Programme Analyst is to provide professional and technical support in various administrative and operational tasks to facilitate the smooth execution of project activities and effective delivery of administrative and operational support to the overall climate transparency portfolio. The Programme Analyst will contribute to the achievement of project goals and outcomes by ensuring high quality administrative and operational support to the coordination of travel arrangements, procurement processes, financial management, and event organization.
Duties and Responsibilities
The Programme Analyst – Transparency will support the Project Manager, the Programme Coordination Analyst and the GEF VF team in delivering the related activities of the transparency portfolio while following UNDP financial and administrative rules and procedures. The primary objective of the Programme Analyst – Transparency is to provide support in various administrative and operational tasks to facilitate the smooth execution of climate transparency related project activities, including providing travel support to UNDP Climate Hub Transparency team and administrative support to the GEF VF oversight team. The Analyst will contribute to the achievement of project goals and outcomes by ensuring high quality administrative and operational support to the coordination of travel arrangements, procurement processes, budget/financial monitoring, and event organization. The incumbent will report to the Project Manager and Global Transparency Advisor and will work in close collaboration with other project staff and consultants and will support to the delivery of Climate Transparency related activities under the Climate Policy and Strategies Team, as part of the Climate Hub is also anticipated.
- Project Administration & Operations
- Proactively assist in the planning, organization and delivery of ECT project activities as defined in the ECT workplan and as dictated by the management team.
- Oversee the day-to-day operations of the ECT project; including procurement processes, travel and logistics, financial and administrative tasks, as requested.
- Provide support to the oversight process for the projects under vertical funds portfolio (including projects under development (pipeline) and under implementation).
- Work in close collaboration with the VF Program Support Oversight & Compliance Management and Programme Support Unit and the operations, programme, and projects’ staff in COs for issues related to project administration or portfolio management.
2. Finance, Budgeting & Resource Management
- Tracking, monitoring and reporting on the use of project and other allocated resources; providing financial authorizations; creation of requisitions; receipts; and communication with UNDP-HQ and COs on financial matters as required.
3. Procurement, Recruitment & Compliance
- Prepare, develop and institute processes to ensure proper preparation, clearance and archiving of all procurement, payments and travel documents, results and other deliverables and results for evaluation, audit and reporting purposes.
- Support the preparation of the projects’ recruitment and procurement plans; coordinate the selection process of technical experts to be hired by the Project according to the rules and procedures established by UNDP.
4. Reporting, Monitoring & Donor Coordination
- Coordinating reporting processes with the Programme Coordination Analyst to ensure on-time and complete donor reporting as dictated by the project oversight plan.
5. Knowledge Management, Communications & Data Support
- Assist in data collection and processing for communications, knowledge sharing and outreach purposes.
6. Travel & Logistics Support
- Support the ECT and GEF Transparency Project Teams with travel support.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
- The incumbent will work from home; and reports to the Project Manager and Global Transparency Advisor;
- The incumbent will be responsible for providing her/his own workstation (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection;
- Given the incumbent will be part of the global team, during this assignment, she/he is expected to be flexible with his/her availability for travelling outside his/her home country and participate to the online/in-person meetings taking place in different time zones.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in Social Sciences, International Relations, Political Science, Project Management, Public/Business Administration or related fields is required, or
- A first-level university degree (Bachelor’s degree) in the afore mentioned categories in combination with additional 2 years of qualifying professional experience will be considered in lieu of master´s degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project support, preferably in a humanitarian, development, peace, and/or climate change related field.
Desired skills:
• Demonstrated experience in organization and tracking of regional and global events (with climate related events), preferably for international organizations, with a focus on francophone & lusophone developing countries in Africa.
• Experience in partnerships and/or inter-agency cooperation;
• Demonstrated experience in using UNDP ERP systems (such as UnAll, Quantum) online platforms such as Teams, Sharepoint, etc.
• Experience working with international institutions, including UN agencies and partners.
• Ability to operate corporate and commercial software applications such as Microsoft Office, Outlook, and Excel.
Required language:
• Fluency in English is required.
• Knowledge of French and/or Portuguese will be considered an asset.
Travel:
Cost of other travel, as deemed necessary by UNDP while performing the outlined functions, shall be at UNDP’s expense and in accordance with the applicable UNDP travel policy.
