Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background

Building on the previous phase of EU4Dialogue, the second phase of the project will continue to improve an enabling environment for people-to-people contacts across the divides with a view, in the long term, to support sustainable peace and prosperity in the South Caucasus and beyond. For this purpose, it will seek to enhance human security for conflict and post-conflict affected communities, preserve and create spaces for dialogue, confidence building and will encourage peace education.

Considering the wider regional context, the project retains the flexibility to operate in Moldova, Türkiye, and Ukraine in addition to Armenia, Azerbaijan and Georgia.

The project’s overall aim is to improve both local and regional environments for cooperation and long lasting, sustainable peace through enhanced human security for conflict /post conflict affected communities, supporting community led peace initiatives, confidence building, dialogue and peace education. For this purpose, the Project will strive to empower local civil society to become leaders in addressing the needs of their conflict affected communities, and to stimulate peacebuilding efforts across the conflict contexts.

Under the direct supervision of Partnership Advisor at UNDP Representation Office in Brussels and matrix supervision of the Crisis Prevention & Recovery  Team Leader at UNDP Country Office in Georgia, the Regional Project Coordinator will provide programmatic and operational oversight of the project implementation, including oversight of the grant schemes, monitoring of sub-grant implementation, analysis of regional trends, identification and facilitation of conflict-transformation initiatives. He/she will ensure the fulfillment of the overall monitoring and communication plans, analyze risks, report overall results and provide real time reporting on project implementation. 

Regional Project Coordinator will also focus on technical advisory functions in the capacity of the international expert/specialist. He/she will advise the project team in managing the delivery of the project results and ensure good coordination and collaboration with suppliers, beneficiaries and key stakeholders and partners. Furthermore, he/she will contribute to sharing experience and best practices on engagement with the civil society. 

Duties and Responsibilities

Perform overall project management-related duties:

  • Provide guidance, supervision, and support to the project team, including the technical advice both to the team and UNDP Country Offices 
  • Engage with all key stakeholders working in the field of peacebuilding, and establish close working relationships with them
  • Ensure overall planning of activities and resources
  • Ensuring timely delivery of overall project outcomes, results, and targets, as listed in the project document
  • Ensure proper quality control and conflict-sensitivity of activities
  • Ensure scrupulous financial management of project funds
  • Implement the results-based management approach, all the relevant UNDP rules, regulations, and guidelines
  • Lead overall reporting in all required formats
  • Ensure proper use of project equipment and project resources
  • Ensure coherent visibility and communication regarding the project, in line with UNDP and EU guidelines

Ensure effective coordination, including with donors, partners and stakeholders:

  • Coordinate activities with other EU-supported activities in the field of peacebuilding
  • Analyze risks and impact related to supported initiatives and identify lessons learned. Promote cohesive response strategies within EU4Dialogue and with other peacebuilding initiatives
  • Regularly inform UNDP and other relevant stakeholders about the project achievements, constraints, opportunities, and threats
  • Develop and oversee relevant strategic communication interventions to raise awareness of EU4Dialogue’swork in conflict transformation
  • Lead the identification of conflict-transformation opportunities, assess their feasibility, plan and execute their implementation
  • Manage the roster of key stakeholders engaged in peacebuilding across countries of implementation and identify potential implementing partners, manage relationships with them, and provide close monitoring and evaluation of their performance according to UNDP’s standard procedures
  • Promote networking and experience sharing between the project stakeholders

Facilitate cohesion and coordination between different components of projects:

  • Ensure smooth running of the project, helps in building an effective project team, promote teamwork and an environment that is conducive to delivering effective results
  • Provide advice to the project components, including roles and responsibilities of the respective staff, accountability and reporting ensuring that the work of the team is conducted efficiently, and high-quality outputs are delivered on time under the projects’ theory of change
  • Contribute to timely delivery of project outputs, results and targets, as listed in the project documents
  • Help in building the capacity of the project staff by identifying capacity needs and establishing training/learning programs

Provide Analytic and Strategic Advice:

  • Provide substantive advice to the UNDP and relevant stakeholders on the issues related to the actions’ focus, strategic priorities, and working modality
  • Analyze and monitor the emerging developments to gauge perceptions and understand the political, social, economic, and cultural dynamics in communities which are perceived to be at risk of a violent conflict, including provision of succinct reports/briefs
  • Proactively liaise with relevant partners and stakeholders to seek information, ideas, and gauge accurately the dynamics within civil society community for informed decision-making under the grant schemes
  • Advise the UNDP and relevant stakeholders on ongoing developments and critical issues.

Facilitate knowledge and capacity building, knowledge sharing:

  • Identify capacity building needs and opportunities. Ensure appropriate training, project workshops and other relevant activities are organized and implemented in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia. 
  • Ensure project reports capture results, lessons learned and good practices for possible wider application. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The RPC will work under the direct supervision of Partnership Advisor at UNDP Representation Office in Brussels and matrix supervision of the Crisis Prevention & Recovery Team Leader at UNDP Country Office in Georgia.

Regional Project Coordinator shall be responsible for establishing and maintaining the updated filing system on project implementation, including narrative and financial progress reports, analytical documents, programmatic and procurement contracts, status update on inventory, human resources, etc.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in International Development, Social Sciences, Economics, Public Administration, Business Administration, or other relevant development areas is required. Or
  • A first-level university degree (bachelor’s degree)in the areas stated above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Experience:

  • A minimum of 5 years (with master’s degree) or 7 years (with bachelor’s degree) of supervisory and team management working experience in the field of development, peacebuilding, or community mobilization with focus on civil society engagement in the governmental, non-governmental or multilateral organization in a multi-cultural setting
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages

Desired skills and competencies:

  • Demonstrated experience of conflict sensitive programming.
  • Experience in programming in support of civil society development/democratization processes. 
  • Experience in analyzing political, social, and economic developments 
  • Experience in UNDP and the UN system, including knowledge of its practices and procedures 
  • Previous experience with international organizations (specifically UN/UNDP and EU-funded projects) 

Languages:

  • Fluency in English is required. 
  • Working knowledge of Russian, both spoken and written, would be an asset.
