In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

The Country Office facilitates the smooth and safe implementation of its activities through reliable logistical and administrative support. As part of this team, the Transportation Clerk/Driver supports the effective functioning of the Country Office by ensuring the secure and timely transportation of personnel, visitors, and official materials across Ukraine.

Under the supervision of the Administrative and Travel Associate, the Transportation Clerk/Driver provides dependable and safe driving services with a high level of accuracy and assists the Administrative Unit with premises management.

The incumbent is expected to demonstrate a client-oriented approach, a strong sense of responsibility, courtesy, tact, and the ability to work effectively with individuals from diverse national and cultural backgrounds.

Duties and Responsibilities

1. Driving and Transportation Responsibilities
•    Timely and safe driving of UNDP soft skin and armored vehicles.
•    Ensure that all instructions regulating safe driving behavior and Rules of the Road are in hand and strictly followed.
•    Driving office vehicle for the transport of UNDP/UN employees, consultants, guests and visitors within the city and to the regions with possible over-nights trips in the region.
•    Driving the UNDP vehicle for delivery and collection of mails, documents, pouches, equipment and other administrative tasks upon the request of direct supervisor.
•    Meeting official personnel and visitors at the train station/airport and ensuring the delivery of client services related to field travel.

2. Vehicle Maintenance and Safety
•    Performing tasks related to the daily maintenance of the vehicle.
•    Ensuring that the assigned vehicle is clean and roadworthy.
•    Maintaining daily vehicle logs (mileage, fuel consumption, travel routes, signatures of passengers) and submitting logs to direct supervisor on a timely basis.
•    Ensuring that repair and maintenance services are done on armoured/soft vehicle in a timely manner. 
•    Ensure that the vehicle has valid insurance and a first aid kit.
•    Ensure that the vehicle has Personal Protection Equipment in a quantity sufficient for all the passengers and driver, trauma bag and satellite phone during the trips to the areas along the contract line and to the grey zone.
•    Assist in vehicle history records preparation, collecting all vehicle-related documentation (scan copies of invoices, receipts, acts, insurance certificates, etc.).

3. Provide Logistical and Field Support
•    Assist in the organization of logistical preparation of field trips, visiting missions, etc.
•    Provision of a full range of logistical support, including all necessary provisions for large VIP missions.
•    Assist in the preparation of Field Trip Reports to grant security clearance.
•    Loading/unloading of light cargo delivered by vehicle.

4. Provide Office and Administrative Support
•    Assist in reviewing records related to in-country missions and field trips.
•    Assist in vehicles history records preparation, collecting all vehicle related documentation (scan copies of invoices, receipt, acts, insurance certificates, etc.).
•    Assist in maintaining filing systems (electronic and hard copy) for administrative, logistics and vehicle-related documentation to ensure proper record keeping and easy retrieval.
•    Support preparation of basic administrative reports, logs and trackers related to transport, missions and office maintenance activities.
•    Provide assistance in drafting routine correspondence, memos and internal notes related to administrative and logistical matters.
•    Maintain up-to-date registers of assets, equipment and office supplies in coordination with the responsible focal points. Assist in general maintenance of the office premises.
•    Assist the UNDP/UNDSS Training Unit during IFAK/SSAFE training by acting as a driver. 
•    Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement
Under the overall supervision of the Administrative Analyst and direct supervision of the Administrative and Travel Associate, the Transportation Clerk/Driver will be responsible for maintaining and driving office armoured/soft vehicles.

Required Skills and Experience

Education:

  • Secondary Education with a valid Ukrainian driving license (categories B and C/C1 (valid for driving both soft skin and armoured vehicles up to 5,500 kg) is required. 
  • University degree (Bachelor’s degree) in Business Administration, Social Sciences or related field, will be given due consideration but is not a requirement.

Experience:

  •  Minimum 4 years (with secondary education) or 1 year (with bachelor’s degree) of professional driving experience is required. 

Required skills:

  • Knowledge of driving rules and regulations and skills in minor vehicle repair.
  • Knowledge of protocol and customs issues.
  • Safe driving record.
  • Experience in the usage of computers and office software packages (MS Word, Excel).

Desired skills in addition to the competencies covered in the Competencies section:

  • Experience of driving of armoured vehicles.
  • Previous experience of clerical office support. 
  • Experience of working with international organizations/projects.
  • Knowledge/Experience of/with protocol and customs matters.
  • Experience of driving in conflict-affected areas 
  • Experience in logistical support, including all necessary provisions for large VIP missions.
