Project Overview and Role:
Palladium implements the USAID-funded Health Policy Plus (HP+) Project. HP+ strengthens health systems through evidence-informed policies, sustainable health financing, improved governance, and leadership and advocacy toward Sustainable Development Goals. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems. Its efforts emphasize voluntary, rights-based health programs, and strengthening in-country partners' capacity in policy, advocacy, governance, and finance. To date, HP+ has worked in 46 countries, helped mobilize US$1 billion in additional investments in health services, collaborated with more than 1,140 partner organizations, and contributed to the development, adoption, or strengthening of more than 115 policies, operational s trategies, and legal and regulatory frameworks.
The emergence of the global COVID-19 pandemic has posed new challenges for already strained health systems around the world. With USAID support, the HP + project is making efforts in Honduras, Guatemala, and El Salvador to help governments and stakeholders respond more efficiently and effectively to COVID-19.
The Ministry of Health (MINSAL) has requested HP+ to assist the Department of Health Surveillance (DVS) to carry out several trainings related to COVID surveillance. These include- but may not be limited to- trainings for:
* health care providers and others to fill out paper surveillance forms;
* data entrants to enter COVID-19 data into the surveillance information system (Sistema de Vigilancia Epidemiologica en Salud [VIGEPES]);
* data entrants to register deaths from COVID-19 in the system for morbidity and mortality (Sistema de MorbiMortalidad en Linea [SIMMOW]);
* health care providers (and others) in surveillance case definitions;
* rapid response teams in MINSAL’s guidelines for carrying out their work
This position has both administrative and pedagogical components as the trainer will assist with the organization, design, and delivery of the trainings. The trainer will report principally to the HP+ Surveillance Technical Advisor. He/she will report to the HP+ Country Coordinator as necessary.
The responsibilities below illustrative. They are subject to further input from MINSAL/DVS and may change as the needs of the project evolve
* Execute tasks for the successful organization of training courses being offered by HP+. This may include registering participants; preparing electronic and hardcopy materials; maintaining attendance records; issues certificates and so forth.
* Prepare training materials as assigned (e.g. PowerPoint presentations; exercises; quizzes; and screenshots). These will be approved by the Surveillance Technical Advisor.
* Deliver portions of virtual and classroom-based training. These will be carried out in conjunction with the Surveillance Technical Advisor.
* Provide hands-on assistance during in-person training sessions and assist with classroom management.
* May carry out on-the-job training initiatives, such as going on-site to answer questions or to provide intensive, hands-on training to selected staff who have been identified as needing additional support.
* Collaborate with selected data entrants for the SIMMOW and VIGEPES systems in the preparation and delivery of the trainings for those systems.
* Work closely with local HP + team technical staff in implementing activities.
* Develop and maintain excellent working relationships with DVS Staff.
* Weekly plan of activities.
* Deliverables related to training sessions (e.g. preparation of materials; teaching) to be defined.
* Bachelor’s degree is preferred.
* Verifiable experience in the delivery of training sessions and the preparation of materials such as PowerPoints, exercises, quizzes and take-home materials (e.g. i.e. brief reference sheets).
* Experience conducting remote training sessions is highly desired.
* Conducting trainings on public health topics is highly desired. Conducting training on health care topics might substitute.
* Working knowledge of disease surveillance either through education or experience, including the concepts/activities of case definitions, case investigations, contact tracing and disease reporting.
* Experience in training others in the use of information systems is desired. Experience in use of VIGEPES and SIMMOW is a plus.
* Experience in providing on-the-job/informal training.
* High level of proficiency in PowerPoint is required. Intermediate proficiency in Microsoft Excel and Word is required.
* Demonstrated ability to work government staff, preferably MINSAL.
* Excellent communication and facilitation skills.
* Ability to work alone and with multidisciplinary teams.
* This position will require remote work (from home). Therefore, high-speed Internet that allows for effective participation in voice and video calls and delivery of virtual training is required.
* Ability to travel to other locations to conduct training or otherwise support staff involved in COVID-19 surveillance. This may require brief overnight stays, as deemed permissible and safe by the project.
* Some work outside normal business hours, including that necessary for travel, is expected.
