The United Nations’ Sustainable Development Goals (SDGs) assume a substantial role for public sector business and its ability to make a major contribution towards their achievement.  The 2030 Agenda for Sustainable Development gives business a significant role to play in efforts to achieve the SDGs, based on their ability to invest and innovate in a sustainable way. Achieving the SDGs requires collective action, shared responsibility and financing from multiple sources, especially of the public sector financial institutions.

To achieve the ambitious plan of sustaining all the strategic interventions of Egypt’s WFP CO, the public-sector contribution should improve and strengthens long-term partnerships with financial institutions, companies, foundations and high-net worth individuals. This includes leveraging the capacities of this segment to build long lasting partnerships that goes beyond resources but expands to leaving a mark to future development visions of the country.

STANDARD MINIMUM QUALIFICATIONS

Education:   Bachelor degree in social science, Business Administration, or any other related functional area is desirable.

Experience: Four to five or more years of progressively responsible work experience in the fieldwork, data collection, working with NGOs, UN and or various development interventions.

Languages: Excellent spoken and written English and Arabic.

ORGANIZATIONAL CONTEXT

These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office.
At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)
  1. Commit to WFP values, and mainstream monitoring and evaluation standards in the field, including but not limited to: transparency, participation and accountability.
  2. Develop monthly monitoring field visits’ plans for all Field Monitor Assistants (FMAs) located in various governorates and incorporate the different monitoring observations and results and share it with the programme team to take corrective action;
  3. Ensure daily tracking of all FMAs mission visits and follow-up on daily mission reports;
  4. Develop database(s) incorporating all WFP operational and monitoring sites and provide regular updates on monitoring coverage of WFP sites in coordination with the various programme units.
  5. Coordinate field monitoring activities, and processes to make sure that WFP resources are efficiently and effectively utilized;

  1. Maintain a constant and open line of communication with CO units (and when requested by the head of unit) with external partners;
  2. Conduct and verify the sample required for field visits, and the data collection process.
  3. Develop and update new tools and questionnaires for monitoring and evaluation, and make sure that they are aligned with WFP’s M&E corporate plan and log frame, and include the needed tools for achieving the targets.
  4. Design the tool for data collection on WFP’s internal system and maintain quality control by regularly following up on the work progress;
  5. Support in the data collection process and conduct basic data analysis, and report writing when needed.
  6. Keep track of M&E data basis, compile, and refine the data in regular basis, also keeping the archive of all the field-monitoring documents.
  7. Support the M&E unit in any other needed tasks.

• Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
• Has experience utilizing WFP monitoring and evaluation systems and standards.
