The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of conflict, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Co-ordinator of OSCE Economic and Environmental Activities, the Project Management Officer implements and monitors activities under the ExB project number 1102038 “Strengthening Anti-Corruption Reform in Armenia” (2019-2022) aimed at assisting the Government of Armenia in fulfilling relevant OSCE commitments in good governance and anti-corruption, as well as aligning its national standards in public administration, civil service and corruption prevention with the UN Convention Against Corruption, the Istanbul Anti-Corruption Action Plan, and other international standards and best practices.

 

More specifically, you will be responsible for the following:

 

  1. Providing policy advice and recommendations to the Government of Armenia on the establishment and functioning of an Independent Anti-Corruption Investigative Agency;
  2. Conducting the overall programmatic management of the aforementioned project and providing direct management of all groups of senior level experts;
  3. Establishing and maintaining, as well as managing daily/weekly/monthly communication and co-ordination flows with senior representatives of all relevant government agencies in Armenia, including, but not limited to the Office of the Prime Minister and the Ministry of Justice;
  4. Co-ordinating proposals and recommendations produced by different teams of experts throughout the project implementation process and supporting the Office of Co-ordinator of OSCE Economic and Environmental Activities in assessing the results activities under the project and implements recommendations on their adjustments in the project work plan;
  5. Designing, co-ordinating and conducting fund-raising activities for the project;
  6. Maintaining working contacts with other relevant international organizations, sub-regional initiatives, NGOs, business associations, and with responsible officers in the Delegations to the OSCE and OSCE Partners for Co-operation in Vienna;
  7. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Second-level university degree in International Relations or Political Science, Economics or Legal Studies with a focus on economic issues;
  • A minimum 8 years of professional experience, with significant experience at the international level;
  • Work experience in project development and management with the focus on good economic governance and combating corruption, experience of working with extra-budgetary projects and different donors;
  • Understanding of and experience in security-related economic issues; good knowledge of the region, its political, economic and security issues;
  • Professional fluency in both English and Russian languages;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships with people of different national, cultural and professional backgrounds, whilst remaining impartial and objective;
  • Computer literate with practical experience in Microsoft applications.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 7,837 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
