Organizational Setting

The FAO Representation in Egypt supports the Government of Egypt in developing key strategies to guide the sustainable development of agriculture and food security including sustainable development of the livestock sector. Through its Emergency Centre for Transboundary Animal Diseases (ECTAD), FAO Egypt has established longstanding partnership with the Government of Egypt for enhancing the capacity of the animal health system and to fight animal diseases including those transmissible to humans (zoonotic diseases). FAO Representation operates under the overall guidance of the Regional Office for the North East Africa (RNE), which supports regional policy dialogue on food security, agriculture and rural development issues, as well as capacity development and resource mobilization for food security, agriculture and rural development in the region.

The tasks envisaged for this consultancy are to be carried out through the Emergency Centre for Transboundary Animal Diseases (ECTAD), which is currently implementing a number of projects in various countries in Africa, Asia and Middle East. Within the ECTAD framework, the Animal Production and Health Division (NSA) is closely working with the Office of Emergencies and Resilience (OER) to support various aspects of the animal health and AMR programmes of FAO, including the USAID-funded Emerging Pandemic Threats (EPT-2) and Global Health Security Programme (GHSP) and the UK-funded (Fleming Fund) for AMR.

The position is located in the FAO Office in Cairo, Egypt.

Reporting Lines

The Consultant works under the overall guidance of the FAO Resident Representative for Egypt and will be directly reporting to ECTAD Team Leader. S/he works in close coordination and collaboration with the M&E Global Coordinator of ECTAD at the FAO HQ, and in close collaboration with the FAO Programme in the country and Regional teams.

Technical Focus

Development of M&E systems, identification of SMART indicators, creation of database for baselines and milestones, monitoring and measuring progress made towards achieving the targets through projects. Moreover, developing diversified M&E tools and reporting formats.

Tasks and responsibilities

The Consultant will take a leading role, implementing the following tasks:

  • Develop work plan for systematic monitoring and effective tracking of activities implemented under the different projects of the ECTAD unit.
  • Oversee and support M&E work of other ongoing projects in the FAO Representation.
  • Collect and assure the quality of information required for reporting on project and programme-level indicators.
  • Liaise with and backstop ECTAD and FAO Egypt technical officers concerning M&E information provision and validation.
  • Regularly collect, collate and analyse data and information as part of monitoring and evaluation of ECTAD projects.
  • Undertake case studies to monitor and generate data on the implementation and impact of ECTAD projects.
  • Retrieve the required supporting documentation (means of verification) for M&E information reported for the different projects.
  • Enter information in the prescribed formats.
  • Generate M&E and narrative reports in prescribed formats.
  • Upkeep archiving systems up to date and in line with prescribed standards.
  • Support M&E meetings and training activities as required.
  • Develop M&E project frameworks and monitoring plans (PMPs) for projects at national level.
  • Contribute to the development of project concept notes (CNs), proposals, and detail implementation plans (DIPs).
  • Contribute to the preparation of progress and final project reports.
  • Perform other duties as requested by the ECTAD Team Leader and FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree with postgraduate qualification in program monitoring, social sciences, statistics, research methods, anthropology and/or related fields.
  • At least 3 years of proven experience in M&E functions preferably in the agriculture/livestock domains or health related fields.
  • Proficiency in English and Arabic languages.
  • National of Egypt.

  • Excellent mastery of MS Excel and/or Access, statistical software packages such as SPSS, SAS, etc

  • Experience in project development, project report writing and data analysisdemonstrated ability to analyze problems, make appropriate recommendations, effective decisions,
  • Strong foundation in programme planning, implementation, management and evaluation
  • Skills in statistics, data audit and data collection and management.
  • Experience in international institutions and NGOs is an advantage.
