FHI 360/Philippines (www.fhi360.org) is in search of candidates for HR OFFICER position to join the USAID-funded “TB Innovations and Health Systems Strengthening” project in the Philippines. The HR OFFICER will be based at the TB Innovations Office in Makati City and is expected to perform the following tasks:
Key Responsibilities
- Provide administrative support to the HR team in multiple areas (e.g HRIS, compensation, benefits, recruiting, timekeeping & payroll, and training & development) to include interview scheduling, payroll administration, orientation coordination, data tracking and analysis, administrative issues, and respond to standard employee inquiries;
- Follow the Global FHI 360’s recruitment, selection and hiring process and procedure to ensure that the recruitment, selection and hiring processes are performed in accordance with FHI 360 HR Policy requirement;
- Handle confidential HR and non-routine information and explains departmental policies when necessary;
- Review and ensure that all required documents for Staff Requisition Process are complete and ready for obtaining final approval. Coordinate and prepare necessary paperwork (i.e. Consultant Request, Approval of SOW, Contract) to hire consultants as per FHI 360 policy.
- Recommend improvements or changes in systems, processes, or procedures to management;
- Work with management and recruiting partners to ensure employment and sourcing systems are implemented that meet the demands of the project’s current and future skill needs.
- Arrange/update Group Insurance policy and staff insurance claims and forward to the insurance agency for claim;
- Perform other duties as assigned.
Education/Experience
- Bachelor’s degree or Master’s degree in Psychology, Human Resource Management or any related field;
- 5+ years of experience providing full range of HR management in an office setting;
- Advanced skills in MS Office Suite (Word, Outlook, Excel, PowerPoint, and Access) and HRIS /Payroll systems;
- Prior work experience in an international non-governmental organization (INGO).

- Able to communicate effectively and tactfully with all levels of staff, individuals from diverse cultures, and the public;
- Service minded well organized, strong negotiation and interpersonal skills;
- Good command of spoken and written English and host country language;
- Resourceful in gathering and providing information;
- Results oriented, flexible and problem-solving skills;
- Knowledge of USAID systems is desirable.
