Finance Assistant

ORGANIZATIONAL CONTEXT
The Finance Assistant is normally supervised by the Finance Officer or the National Finance (or Admin) Officer who defines work objectives and provides regular advice and guidance. The incumbent's workload and the assignments will remain under constant scrutiny and direction of the supervisor. The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues.
The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials and suppliers to exchange information.

FUNCTIONAL STATEMENT

Accountability
- Financial transactions and reconciliations are processed in line with relevant policies and procedures.

Responsibility
- Assist newly arriving or departing international staff members on opening/closing bank account; process their entitlement upon assignment.
- Compile and verify budget and accounting data by checking files, calculating expenditure and estimating projections.
- Issue PO and non-PO vouchers including monthly salaries of UNHCR national and international staff, daily subsistence allowance to staff going on official missions, cost of air-tickets, requisitions of goods and services based on agreements with the suppliers, office running common cost, rental and salary advances, lease agreements of UNHCR offices, etc.
- Process on-line bank transfers ensuring that bank accounts of staff and suppliers are complete.
- Liaise with other functional units who work closely with Finance Unit on relevant issues.
- If applicable, may be required to assist in the preparation of the VAT refund submissions and monitoring of the reimbursable amounts.
- Maintain efficient and timely archiving system of physical and electronic files to ensure that all documents are accounted for.
- May be assigned as the custodian of the office petty-cash.
- Draft routine correspondence.
- Perform any other related tasks as required.

Authority
- Verify that the financial transactions are correct and in accordance with UNHCR rules and procedures.
- Have access to confidential data and information.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- 1 year relevant experience with High School Diploma; or Bachelor or equivalent or higher
in Finance, Business Administration, Accounting or related field.
- Good Computer skills.
- Fluency in English and working knowledge of another relevant UN language or local language.

(In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.)

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Knowledge of MSRP PeopleSoft application or similar software.
- Good knowledge of UNHCR financial rules, regulations, procedures and processes.
- Completion of UNHCR learning programmes or specific training relevant to the functions of the position. Competencies as defined in Job Profile Working leve of English is strongly desired. 1. The shortlisted candidates will be required to sit a technical examination.

======================================================================================================== UNHCR operation in Ecuador is fundamentally driven to deliver protection and solutions to a variety of persons of UNHCR¿s concern such as asylum-seekers, refugees, and stateless in partnership and close collaboration with national authorities as well as non-governmental organizations and communities. Particular attention and specific multi-faceted protection and assistance is often provided within short timeframes and at times little resources in demanding operational environment. The wide palette of activities is principally coordinated from the national office in Quito as well as the field offices, including Quito (Solanda), Esmeraldas, Guayaquil, Ibarra, Tulcán and Lago Agrio.

Ecuador is a destination and transit country for persons in need of international protection. Over the past two decades Ecuador has been hosting more than 68,000 recognized refugees (mainly Colombians) and has become a main destination and transit country for Venezuelan refugees and migrants. Ecuador receives the second largest number of Venezuelans after Colombia. Over 2.2 million have arrived in Ecuador since 2016. While 70% of Venezuelans arriving in Ecuador are in transit to third countries, official estimates are that more than 350,000 are residing in Ecuador.

UNHCR seeks to recruit persons devoted to the purposes of the Office of the High Commissioner for Refugees who have commitment to humanitarian principles and functionally relevant work experience with different stakeholders.

The ideal candidate for the position of Finance Assistant shall have demonstrated strong analytical skills and proven advanced knowledge of worksheets such as Excel. A working level command of the English language, both written and oral (at least the equivalent of B2) is a must. The candidates should be able to demonstrate flexibility and adaptability i.e. analysing, adapting to, and working effectively in a variety of situations, often under demanding conditions, and coping with the unforeseen or unexpected. Strong team spirit as well as result-oriented work style are essential. A high level of organisation skills is also required.
