Organizational Context

THE APPOINTMENT IS LIMITED TO THE SPECIFIED PROJECT(S) ONLY AND DOES NOT CARRY ANY EXPECTATION OF RENEWAL. UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programmes, Partnerships and Field Coordination (PFC) strives for a coherent strategic and programmatic operational response to regional and country priorities to accelerate ISID through the integration and scale-up of UNIDO’s operations and forging and maintaining strategic partnerships with government, leading industry and development stakeholders and other organizations. The Directorate comprises the Department of Programme and Partnership Coordination (PFC/PPC) and the Department of Regional and Field Coordination (PFC/RFC). PFC/RFC coordinates regional and country-level activities towards United Nations system-wide coherence and maintains a dialogue with the relevant UNDG bodies on these matters to ensure that UNIDO’s ISID mandate is adequately reflected in the United Nations Sustainable Development Cooperation Framework (UNSDCF) and in the work of the United Nations Country Teams (UNCTs). These activities take place in close coordination with the UNIDO Liaison Office in New York (EPR/NYO) and the Office of Strategic Planning, Coordination and Quality Monitoring (ODG/SPQ) who address these issues at the strategic inter-agency level. The Directorate of Environment and Energy (EAE) aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment (EAE/ENV) and the Department of Energy (EAE/ENE). EAE/ENE assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. The National Programme Officer works under the overall guidance of the Director PFC/RCF, the direct supervision of the UNIDO Representative in India; and in close collaboration with the assigned project managers in EAE/ENE/ESI as well as the lead Government counterparts. The incumbent will be responsible for the execution of the specific project components within three ongoing technical cooperation projects, as described in the Project Context section. The National Programme Officer is expected to deliver: (a) preparation for and management and administration of the day to day activities of the assigned projects in accordance with specific project requirements; (b) monthly progress reporting to the assigned UNIDO project managers in EAE/ENE/ESI; (c) an enabling environment for the work of project management units which is catalytic to achieving results; (d) building relationships and consulting with project stakeholders; (e) in achieving results within a professional team.

PROJEC T CONTEXT GEF6 – Sustainable Cities, integrated approach pilot in India This project is one of the child projects under the GEF Sustainable Cities Integrated Approach Pilot (SC IAP) program. This program is led by the World Bank that has established the Global Platform for Sustainable Cities (GPSC) with an aim to ensure cooperation and exchange between all child projects and contributions towards the program goals. The project in India is aimed to integrate sustainability strategies into urban planning and management to create a favourable environment for investment in municipal infrastructure and service delivery, thus building the resilience of five pilot cities (Bhopal, Guntur, Jaipur, Mysore and Vijayawada). The general framework of the project is organized into four components: (i) sustainable urban planning and management; (ii) investment projects and technology demonstration; (iii) partnership and knowledge management platform and (iv) monitoring and evaluation. The project assists India to (i) increase scope and depth of integrated urban sustainability management; (ii) reduce cities’ greenhouse gas emissions through investment projects and technology demonstration in particular within the waste management sector; and (iii) promote sustainable cities practices through partnership approach. GEF5 - Organic waste streams for industrial renewable energy applications in India UNIDO in association with Ministry of New & Renewable Energy (MNRE) is currently implementing a Full Scale GEF Project for “Organic waste streams for industrial renewable energy applications in India (OWtE)”. The project focuses on using organic waste streams for industrial renewable energy (RE) applications in Small and Medium Enterprises (SMEs), in support of the energy policy priorities, with the overall aim of promoting application of innovative and adaptive technology in the target SME sectors to reduce their dependency on fossil fuels. The project aims to transform the market for using organic waste for SME industrial energy applications in India. It aims to do this through triggering investments in organic waste-to industrial energy projects, through market demonstration, development of appropriate financial instruments, development of technical specifications, capacity building and by strengthening the policy and regulatory environment. Setting up the market environment that allows and promotes the use and replication of such technologies is expected to lead to significant GHG emission reductions and help India in its transformation towards low carbon development. The Project focuses on industrial and commercial sectors having large potential for such systems. The Project is structured in five components, respectively: 1. Strengthening the policy and institutional framework 2. Demonstration of the most relevant financially feasible technologies in selected sectors 3. Scale up of technologies in organic waste to energy applications in industry 4. Capacity building of public and private sector stakeholders 5. Monitoring and evaluation and knowledge management GEF5 - Promoting business models for increasing penetration and scaling up of solar energy UNIDO in association with Ministry of New & Renewable Energy (MNRE) is currently implementing full scale GEF Project entitled “Promoting business models for increasing penetration & scaling up of solar energy in India”. This project focuses on developing business models for promoting industrial applications of solar thermal energy in selected industrial sectors and commercial establishments in line with the priorities outlined in the National Action Plan on Climate Change (NAPCC) and the National Solar Mission. The overall objective is to develop business models for promoting solar energy based heating/cooling and, where feasible, tri-generation projects (combining power, heating, cooling) through all kinds of solar thermal technologies in industries and commercial establishments with a view to reduce greenhouse gas (GHG) emissions otherwise produced from use of fossil fuel such as furnace oil. The Project focuses on industrial and commercial sectors having large potential for such systems. Over a period of 6 years, the Project aims at the deployment of an indicative number of 25 demonstration projects and an equal number of replicated projects with solar energy technology applications. The Project is structured in five components, respectively: 1. Strengthening of Policy and Institutional framework 2. Technology investment and application 3. Scaling up of solar technologies in industrial applications 4. Awareness raising and capacity building 5. Monitoring and evaluation and knowledge management.

Main Functions

As a team member, whether on a divisional, cross-functional or cross sectoral level, the incumbent shall carry out the following activities to achieve the results of the Divisions and the outcomes of the Energy and Field Departments: Programme Execution: - Administrative Execution Support: Under the project “GEF6 – Sustainable Cities, integrated approach pilot in India”, the NPO will assume responsibility for the provision of project execution services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the planning, coordinating and arranging of the daily project execution according to the project document and endorsed work plan, through: (a) Preparation of the necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.); (b) Daily management of the project roll-out, planning and coordination with all stakeholders; (c) Liaison with project participants and preparation for the execution of project activities; (d) Coordination of activities of consultants and subcontractors including providing support during field operations, reviewing technical outputs/reports, measurement/assessment of project achievements and cost control; (e) Design, supervision and delivery of activities of the project; (f) Promotion of project activities and production of the project’s promotional material; (g) Expedition of project execution activities and related contracts at the national level (h) Analyses and resolution of issues surfacing during the project execution; (i) Substantive contributions to country-initiatives with focus on the energy dimension. - Technical Execution Support Under the projects “GEF5 - Organic waste streams for industrial renewable energy applications in India” and “GEF5 - Promoting business models for increasing penetration and scaling up of solar energy”, NPO will lead and contribute to the execution of the technical work in particular pertaining to execution of pilot projects and their promotion for replication and scaling up through policy and financing advisory and capacity building. These will in particular focus on following technical components: “GEF5 : Organic waste streams for industrial renewable energy applications in India”  - Component 1: Strengthening the policy and institutional framework  - Component 4: Capacity building of public and private sector stakeholders “GEF5 : Promoting business models for increasing penetration and scaling up of solar energy”  - Component 3: Scaling up of solar technologies in industrial applications. Global Forum Function: As per approved project work plan, assists in the preparation for global forum activities conferences, seminars, expert group meetings, etc.) and in their running which are relevant to the projects covered. Prepares technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepares publications and other information dissemination aids and tools. Keeps abreast of technical and economic developments in India through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends. Plans and organizes Programme Steering Committee Meetings on semi-annual basis and/or as/when urgent, including drafting of agendas, preparation and circulation of meeting document; prepare and present status of project execution, budget expenditures, planned project and actual achievements, as well as impact or outcome of each executed project activity. Reporting: Manages and reports actual project progress compared to the planned project indicators as specified in the project document and in line with the procedures and guidelines by GEF and UNIDO. Maintains records of project handover note submitted deliverables, documents, files, equipment and materials that are part of the project.  Performs other related duties and assignments as required by the Chief and the Industrial Development Officer of the Division, and/or the UNIDO Representative.

Minimum Requirements

Education

Advanced university level degree in Engineering or Environmental Management, or another field relevant to UNIDO’s mandate.

Languages

Fluency in written and spoken both English and Hindi is required. Working knowledge of another official language(s) of the United Nations is desirable.

Computer Skills

Field of Expertise

A minimum of five years of relevant experience, including some at the international level, involving technical cooperation in India, is required. Experience in all phases of the Project Cycle is required. Experience in evaluating the needs,conditions and problems in developing countries is desirable
