The Field Security Associate (Security Information) will report to their Area Security Adviser (ASA) in their respective area of responsibility. There are multiple posts available in multiple duty stations within Sudan; however, the duty station may be subject to change, as the operational situation in the country evolves. The selected candidate may be required to travel to Chad and Darfur to support operations in these locations. The entire Sudan has been temporarily designated by the International Civil Service Commission as an "E" hardship and a non-family duty station.

Duties and Responsibilities

Under the overall guidance and supervision of the Chief Security Adviser (CSA) and the Field Security Coordination Officer (FSCO), the FSA assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the region of assignment, including close coordination with UNSMS partners, and information collection to further the planning of security advice and arrangements. 

The FSA will assist the Security Analysts in advising on the security arrangements for UNSMS personnel, operations and assets in their respective assigned regions.

1. Assists in security assessment:

  • Helps to assess the security situation at the duty station and ensure adequate gathering and verification of security information that may be required for a proper analysis of the situation.
  • Updates the personnel lists, reporting of security incidents, information gathering and verification, liaison with host government security organizations as appropriate, and general administrative assistance.
  • Assists in reporting security incidents affecting UN and INGO/IOs personnel, offices and assets.
  • Assists with maintenance of the warden system and keeps update of information related to UN offices and residences.

2- Actively supports security planning and documentation:

  • Assists in collecting and sharing information, participating in meetings with UNSMS and SLT partners.
  • Assists the FSCO and provides substantive inputs in forecasting the evolving security environment and the UN’s operational responses, including through analytical techniques and collaborative team research, planning and reporting.
  • Assists in preparation, processing and maintaining the security risk assessments and security planning and documentation, including personnel lists.
  • Supports the FSCO with the assessment of Security Risk Management (SRM) measures for the duty station.
  • Assists the FSCO in the preparation of security planning documents, security risk assessments, security risk management documents, risk management-based security solutions, and other related materials.
  • Actively assists the Security Information Operations Centre (SIOC), area security advisers and the Chief Security Adviser in the development of specific security risk assessments for UN programmes and activities, and drafts and coordinates timely dissemination of security threat information to the SIOC.
  • Assists the FSCO in drafting Residential Security Measures (RSM) and conducting Physical Security Assessments (PSA).
  • Assists the FSCO in monitoring compliance with the SRM measures established for the duty station.

3- Ensures management of security incidents:

  • Drafts incident reports, assessments, and regular reporting on UNDSS support to UNSMS activities.
  • Assists in reporting security incidents affecting UN staff, offices and assets and prepares security reporting and guidance as appropriate.

4-Ensures security and safety training:

  • Supports the CSA and FSCO/Training Officers in planning and dissemination of security and safety training to UNSMS personnel and ensures delivery of appropriate security awareness and preparedness, including through briefings and presentations. 
  • Provides security orientations, briefings, and presentations as required.

5- Provides general administrative assistance:

  • Provides general administrative assistance to the CSA and the UNDSS team.
  • Maintains routine and confidential files and documents.
  • Maintains contact details of security authorities and stakeholders.
  • Arranges appointments and calls as appropriate, takes meeting minutes and notes as required. 
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience

Education:

  • Secondary education is required. Or 
  • University degree in Political Science, Military Studies, Security Management, International Relations or a relevant related field will be given due consideration but is not a requirement.
  • Completion of specialized security training, e.g. on security risk management, Field Security Associate training etc. is desirable.

Experience:

  • A minimum of 6 years (with secondary education) or 3 years (with a bachelor`s degree) in a relevant field in security, conflict resolution, security risk or disaster or emergency management and preparedness or related field of work is required. 
  • Good knowledge/experience of security threats and risk analysis, security planning, and/or security information analysis is desirable.
  • Knowledge/experience in using applied analytics, business intelligence, information management and AI tools to inform analytical trends and advance security decisions and strategies is desirable.
  • Experience in substantive engagement and/or programmatic or operational coordination and liaison with host government authorities, NNGOs, INGOs, diplomatic entities and other international organizations in a conflict environment is desirable.
  • Proficiency in computer use (MS Word, Excel, Access, Power BI and PowerPoint) is required.
  • Possession of a valid local driver’s licence is required.
  • Prior experience in a similar role in an international NGO or the United Nations Security Management System (UNSMS) is desirable.

Language: 

Fluency in English and Arabic is required.
