Organizational Setting


The Inclusive Rural Transformation and Gender Equity Division (ESP) coordinates FAO's work on social protection, gender equality, decent rural employment, rural institutions and people's empowerment, and the right to food. It is responsible for working with member countries and other partners to reduce rural poverty through strengthening social protection systems, diversifying rural employment opportunities, reducing gender gaps and other social inequalities in agriculture, strengthening producer organizations, improving the rural poor's access to productive resources and rural services, and achieving the overall goal of realizing the human right to adequate food for all.

Reporting Lines


The Deputy Director reports to the Director of ESP.

Summary of Duties and Functions


Under the overall guidance of the Director, Inclusive Rural Transformation and Gender Equity Division (ESP) and as a member of the Management Team of the Economic and Social Development Stream (ES), the Deputy Director will:

·support the Director, ESP, in exercising overall management responsibility for the Division, including strategic vision, planning, budgeting and implementation of the Division’s programme of work;

·support the Director, ESP, in providing technical leadership to FAO’s policy analysis and in-country support for food security, poverty reduction and inclusive rural transformation;

·ensure effective linkages between the work and staff of the Division with other HQs units and decentralized offices on technical and managerial issues;

·identify and analyze opportunities for enhancing support to member countries in the areas of work of the Division, develop external partnerships to expand the scope of the Division’s work and mobilize extra-budgetary resources for approved programmes;

·support effective collaboration within and between teams in the Division, within and across organizational streams, across decentralized offices and with other partners inside and outside the Organization;

· seek to establish and strengthen partnerships with relevant agencies in support of the work of the Division;

·support resource mobilization and staff development consistent with the Division’s work plan and strategic vision and FAO’s Strategic Framework;

·enable a motivated and effective work force by ensuring the recruitment of highly qualified staff, mentoring, coaching and supporting career development and staff capacity development strategy;

·represent the Organization at external and interagency meetings as required;

·perform other duties as required.



Minimum Requirements


·Advanced University degree in Economics, Sociology, Rural Development or other related Social Sciences.

· Minimum twelve years of relevant experience [in the analysis of economic and social development issues for food security, poverty reduction and inclusive rural development, including a relevant publications record.]

·Demonstrated skills and experience in managing for results, supervising and networking, including relevant working experience in a developing country context.

·Excellent communications and analytical skills.

·Ability to lead and work effectively with a diverse team of people of different national and cultural backgrounds in an international setting.

·Working knowledge of English and a limited knowledge of one of the other FAO official languages (Arabic, Chinese, French, Russian or Spanish).
