Organizational Setting


The Statistics Division (ESS) provides timely and reliable data on hunger, food and agriculture to facilitate the design and monitoring of evidence-based policy decisions by member countries, as well as serves as the foremost authoritative source of statistical standards and methods in agricultural and food statistics. The Division aims to build statistical capacity at national, regional and international institutions to enhance their ability to collect, analyse and disseminate agriculture and food statistics, including SDG indicators. ESS is composed of five thematic focus teams and three statistical infrastructure teams working on the domains of: Crops and livestock production statistics, agricultural trade statistics, food security and nutrition statistics, economic statistics, environmental statistics, social statistics, agriculture census and surveys, and methodological development. The Division is custodian of FAOSTAT, which contains the largest statistical database on food and agriculture in the world and is responsible for the compilation, international reporting and technical assistance of 8 Sustainable Development Indicators. It is also the host of the Global Strategy to improve agricultural and rural statistics (GSARS) project and the data production component of the 50x2030 Initiative.


Reporting Lines


Under the overall guidance and supervision of the Director, ESS, as a Member of the Economic and Social Development Stream Management Team, the Deputy Director assist with the day-to-day management of the Division. He/she will support the Director in providing strategic, managerial and technical leadership for the work of the Division.


Summary of Duties and Functions

                            · support the Director in the overall management responsibility for the Division, including strategic vision, planning and implementation of the Division’s programme of work, as well as the cost-effective use of financial and human resources, in contribution to FAO’s strategic framework and strategic objectives; and serving as Officer-in-Charge in the absence of the Director;

                            ·support the Director in managing the implementation of divisional outputs and ensure their timely and effectively delivery, including of project activities funded by extra-budgetary resources;

                            ·support the Director in providing overall technical guidance and quality assurance of all data processes leading to the compilation of data and statistics published by the Division as well as in the provision of capacity development support and technical assistance to member countries and to decentralized offices.

                            ·support the Director in coordinating the implementation of cross-divisional work and corporate projects;

                            · support the Director in the preparation of flagship publications and the strengthening of FAO statistical governance processes by acting as a focal point of the Division in the technical group of the Inter Departmental and Working Group on Statistics;

                            ·maintain a motivated and effective work force, by ensuring the recruitment of highly qualified staff, promoting communication both within and across teams, mentoring, coaching and supporting career development and by implementing effective approaches for performance management;

                            ·ensure high visibility to FAO’s work on statistics, further develop strategic partnerships with other Agencies and Institutions for collaborative work in the area of statistics and develop and negotiate effective working relationships and agreements with international and national partners

                            ·strengthen relationships with potential donors for the mobilisation of extra-budgetary resources in support of priority areas of work;

                            ·represent the Division in international and other external and internal meetings addressing statistics-related management issues.



                            Minimum Requirements

                            ·Advanced university degree (Ph.D or equivalent is preferred but not required) in statistics or economics or closely related fields

                            ·Minimum 12 years of relevant experience, in the production of official statistics, the development of statistical methods and data based analytical products and the provision of technical assistance and statistical capacity development activities, in national and/or international organizations.

                            ·Experience in leadership positions, supervising large teams in the production and methodological development of official statistics in national and/or international organizations.

                            ·A strong relevant publication record.

                            ·Demonstrated skills and experience in managing for results and in providing budgetary oversight for programme delivery.

                            ·Experience in providing advice on policy, strategy or programmes for development of statistics at global, regional and country levels.

                            ·Analytical skills and ability to express and synthesize ideas clearly and concisely, both orally and in writing, and demonstrated communication skills; experience in managing, preparing and editing publications and reports;

                            ·Demonstrated skills and experience in managing staff and in working effectively with diverse teams of people of different national and cultural backgrounds in an international setting

                            ·Experience in resource mobilization, including coordinating project proposals for funding and interacting with donors and funding agencies;

                            ·Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish.
