Project: Development of the Climate Change Adaptation Roadmap on the Component of Domestic Water Use (Programación Tentativa)
The NDC Partnership (NDCP) provides financial support to the Ministry of the Environment (MINAM) for updating the Nationally Determined Contributions (NDC) on mitigation and adaptation. Within this framework, MINAM has the support of the Global Green Growth Institute (GGGI) in climate change mitigation and adaptation activities (ACC) at national level.
The purpose of this support is to deepen and update the current information for the subsequent generation of reporting protocols for the corresponding sectors, as well as the operation of a digital platform between Peru and the United Nations Framework Convention on Climate Change (UNFCCC).
Peru, after the ratification of the Paris Agreement in July 2016, through Supreme Decree N° 058-2016-RE, assumes the commitment to communicate its Nationally Determined Contributions (NDCs) to the UNFCCC, as well as communicate the progress in fulfilling them, when appropriate periodically. According to the Supreme Resolution N° 005-2016-MINAM, the Multisectoral Working Group is in charge of guiding the implementation of the NDCs (GTM-NDC) and the development of a roadmap for promoting enabling conditions that allow the performance of the NDCs, made up of mitigation and adaptation measures in the short and medium-term. The roadmap or Programación Tentativa is a technical document that contains the technical and political information that will guide the monitoring and reporting of progress in the implementation of the NDCs by each of the government sectors[1].
Due to the importance of the development and use of the NDCs roadmaps, this consultancy seeks to develop the Climate Change Adaptation Roadmap on the Component of Domestic Water Use. This specific roadmap is in charge of the General Directorate of Environmental Affairs (DGAA) by the Ministry of Housing, Construction and Sanitation (MVCS), and the General Directorate of Climate Change and Desertification (DGCCD) of MINAM.

Specific objectives
- Development of the Climate Change Adaptation Roadmap on the Component of Domestic Water Use, following the content of the roadmap proposed by MINAM.
- Systematization of information referred to each part and section of the roadmap.
- Update, analysis, and justification of the information used in the domestic water use sector for the roadmap elaboration
- Socialization of the Climate Change Adaptation Roadmap on the Component of Domestic Water Use
Activities
The proposed activities follow the content of the roadmap which is detailed in the Annex 1: Content of the Climate Change Adaptation Roadmap on the Component of Domestic Water Use, as well as technical aspects that should be taken into account to develop the final document.
1. Develop and present a work plan and establish a strategy to carry out the intersectoral coordination with the different organizations involved to complete the content of the roadmap
- A detailed work plan must be prepared, including a schedule of activities for the development of the consultancy as well as product delivery and product presentation.
- The work plan must include the systematization, analysis, and development of the Activities 2, 3,4, 5, and 6, listed below in this document.
- The consultant must present an intersectoral coordination strategy to obtain the necessary inputs for the roadmap. Focal points of each institution involved will be provided by the MINAM and MVCS. MINAM and MVCS will define specific sectors and institutions.
- The consultant must propose the best information and sources systematization tool for the development of the road
2. Develop the first part of the document of the Climate Change Adaptation Roadmap on the Component of Domestic Water Us
- The MVCS and MINAM will provide all specific information related to the sector that must be analyzed and included in the document of the roadmap. The content structure supplied by the DGCCD of MINAM must be followed, as shown in the Annex 1 of this document.
- Guidelines for the development of this roadmap should be considered through joint work between the DGAA of the MVCS, which operates as the sectoral authority on climate change matters, and the DGCCD of MINAM, which has the functions as a national authority
- The preparation of the first part of the document must contain: I. Executive Summary, II. Introduction, III. Objective, IV. Institutional framework and progress in incorporating Climate Change Adaptation Roadmap on the Component of Domestic Water Use, as well as SECTION I: PROCESS FOR IDENTIFICATION OF ALTERNATIVES, PRODUCTS, AND MEASURES BASED ON EVIDENCE, following the specific content detailed in Annex 1.
Considerations for the development of the SECTION I of the roadmap:
- Carry out an analysis of climate change problems in water availability, determining the fundamental cause(s), problem tree, and associated means.
- Review the conceptual model, which must analyze climate change impacts on water availability and its effects on domestic water, as well as its relationship with prioritized adaptation measures at the sectoral level. The conceptual model must be adequately substantiated and must consider the criteria for the identification and update of vulnerability for the provision of sanitation services. Likewise, the methodology and results obtained in the formulation of the Mitigation and Adaptation Plan to Climate Change (instrument created by Legislative Decree N 1280, Framework Law for the Management and Provision of Sanitation Services) must be taken as an analysis input. Therefore, hazards assessment by water service provider companies (EPS) must be considered.
- Incorporate all the current information, measures, and indicators on the products to be proposed following the content shown in Annex 1.
- Justify the updating of the baseline, goals, and enabling conditions of the products and adaptation measures, and considerations for their definition in the roadmap document.
- PreciseProvide detail on the requirements needed for the concordance with the conceptual model and the problem analysis, as well as implementation evaluation timing and sources of financing (it can be public, private, or international).
- Identify and establish recommendations for the implementation of products and measures aimed at evaluating the enabling conditions identified in them.
3. Develop the second part of the Climate Change Adaptation Roadmap on the Component of Domestic Water Use
- Continue with the preparation of the document after the formal approval of the first part of the roadmap. Like the first one, this second part will continue to be developed in coordination with MINAM and MVCS, as previously mentioned.
- The preparation of the second part must contain the SECTION II: GENERAL SECTION BY SPECIFIC RESULTS, following the structure detailed in Annex 1 and considering the items listed below.
Considerations for the preparation of Section II of the Climate Change Adaptation Roadmap on the Component of Domestic Water Use:
- Include a mapping of actors and institutional arrangements among the actors involved in the implementation of the products and measures proposed in the roadmap's document. It must include the identification (if necessary) and the creation of agreements, existing agreements, technical groups, or other intra-institutional collaboration mechanisms that contribute to the implementation of the products and measures.
4. Develop the third part of the document of the roadmap of the Climate Change Adaptation Roadmap on the Component of Domestic Water Use
- Continue with the preparation of the document after the formal approval of the second part of the roadmap. Like the previous parts, the third will continue to be developed in coordination with MINAM and MVCS, as previously mentioned.
- The preparation of the SECTION III: COMPONENT OF DOMESTIC WATER USE, must contain the information detailed in Annex 1 and must consider the items listed below.
Considerations for the development of the third Section of the roadmap in the component of domestic water use:
- Include the process of identifying alternatives, products, and measures based on evidence, following the specific content detailed in Annex 1.
- The consultant must review and incorporate the products, measurements, and enabling conditions evaluated at the sectoral level, based on a prior analysis carried out by the MVCS. This must also include operational clarifications that allow effective monitoring of the indicators related to the prioritized measures on the domestic water use component.
- Include an analysis of the products and adaptation measures contribution to the GHG mitigation measures, that will be part of the proposed roadmap. Besides, the contribution of these products must be analyzed through a qualitative analysis presenting the appropriate technical support.
- For products and measures proposed as part of the roadmap, consider cross-cutting approaches such as gender, interculturality, and cross-generational aspects. Include contributions and comments from the Ministry of Women and Vulnerable Populations (MIMP) and the Ministry of Culture (MINCU).
- Articulate the co-benefits of the products and measures of the roadmap with the Sustainable Development Goals (SDG) and the recommendations of the Organization for Economic Cooperation and Development (OECD) contemplated in the document 'Evaluation of environmental performance Peru - highlights and recommendations,' published in 2016.
- Consider updating (if applicable) the co-benefits that are detailed in the National Report that will be provided by MVCS, about the products and adaptation measures of the NDC Water components and their alignment with SDGs.
5. Develop the final part of the roadmap and present the final version of the document
- Continue with the development of the document after the formal approval of the third part of the roadmap; the last part of the document will continue to be developed in coordination with MINAM and MVCS, as previously mentioned.
- Present a final document of the Climate Change Adaptation Roadmap on the Component of Domestic Water Use once the content of the previous parts of the roadmap are approved.
- The last part of the document must contain: SECTION IV: ECONOMIC EVALUATION OF PRIORITIZED MEASURES, V. Conclusions, VI. Glossary of terms, and VII. Bibliography, as detailed in Annex 1. It must consider the items listed below.
Considerations for the elaboration of the final sections of the roadmap:
- Develop the final document taking as an input the product of the consultancy in charge of preparing SECTION IV: ECONOMIC EVALUATION OF THE PRIORITIZED MEASURES OF THE ROADMAP. The consultant hired for this consultancy must coordinate with the professional in charge of the development of the SECTION IV, to ensure consistency between the products and to provide the required technical support.
6. Carry out the presentation and socialization of the content of the Climate Change Adaptation roadmap on the component of domestic water
- Hold a first workshop to present the development of activities 1, 2, and 3 of the scope of work of this consultancy to the institutions designated by MINAM and MVCS.
- Hold a second workshop to present the final version of the roadmap established by MINAM and MVCS.

** The payment is made once the conformity of the product is granted by the DGCCD and GGGI by e-mail.
The consultancy will last 120 calendar days. The review of the deliverables by MINAM and the MVCS will be carried out within a maximum period of five (05) calendar days after the presentation of the products. Once supervisors address the observations, they will approve the product in its new and final version within (02) calendar days.
Coordination and Compliance
- MINAM and MVCS will provide all the information that is available within the framework of the development of the roadmap as well as the contact information of focal points of the institutions involved.
- The coordination for the execution of the consultancy will be lead by GGGI in coordination with the DGCCD of MINAM and the DGAA of the MVCS.
- Any of the representatives of the sector responsible for the implementation of their NDC, and GGGI at any stage of the development of the service, can request meetings and information from the consultant, which may raise questions, queries, or changes activities development.
- The consultant will not receive payment for his/her services until any doubt or problem that arises is resolved. The time needed to address the requested changes does not imply the extension of the contract term.
- It is the responsibility of the consultant to respect the dates detailed in these terms of reference while performs the service.
- For the development of this consultancy, there must be coordination with the consultant in charge of developing the Section IV of the climate change adaptation roadmap in the domestic water component, corresponding to the economic evaluation of prioritized measures.
Meetings and Workshops
- Once the consultancy begins, periodic meetings will be established between all the parties
- After each meeting, the consultant will prepare in detail a minute and will send it to all the participants via email.
- Workshops will be coordinated between the consultant, MINAM, MVCS, and GGGI. They will be held through a virtual modality and will use a platform agreed between all the parties.
- Due to the current situation in the face of the COVID-19 pandemic, all meetings and workshops will be held virtually in coordination with specialists from MINAM, MVCS, and GGGI.
Deliverables
- All deliverables that are generated in the development of the service must be included in a digital repository with the sources of primary and secondary, empirical, technical, and scientific information used. Likewise, it must have appropriate means of verification including records of participants in meetings and/or workshops, minutes, notes, photos, or other documents as evidence of information.
- Deliverables are presented by email to specialists assigned by MINAM, MVCS, and GGGI on the corresponding dates. Each product that has the final approval must be delivered to the formal channel established by MINAM and MVCS.
Qualifications/Experience/Expertise
The professional must present her or himself as an individual (not as part of a company or a legal person), and shall comply with the following requirements:
- Academic training: professional with a degree in Sanitary Engineering, Environmental Engineering or related.
- General experience: minimum experience of 5 years in the public and/or private sector, either working in them or giving assistance and/or developing environmental management and/or natural resource management consultancies within the framework of the implementation of public policies.
- Specific experience:Minimum experience of 3 years in processes related to the sanitary sector, and/or water resources management and/or, risk analysis and/or vulnerability to hazards associated with climate change projects.
- Training: The consultant should have at least one specialization course in public management, environmental management, climate change, risk management, water resource management, ecosystem management, and/or related, with a minimum of 12 training hours.
- Accreditation: given the current situation due to the COVID-19 pandemic, it could not be easy to access certain documents and certifications. It is therefore required for the consultant to make a reasonable effort to include digital copies of relevant documents that prove her or his experience. These documents could be professional titles, previous contracts, orders of service, fee invoices/receipts, among others, demonstrating the qualification and experience required for the activities in these Terms of Reference.
