Organizational Setting and Work Relationships


The Annual Review and Budget Analysis Service (ARBAS), within the Division of Strategic Planning and Results (DSPR) is tasked to guide the process of annual review, detailed planning and prioritization, budgeting and resource allocation across the Organization.

The Annual Planning and Resource Allocation Unit (APRA or Unit) coordinates and provides guidance to planning and results management in UNHCR, while ensuring adherence to progressive and enhanced delegation of planning, budgeting and resource allocation responsibilities to Regional Bureaux and Country Operations. The Unit acts as Secretariat and coordinates annual detailed planning in line with multi-year plans and the revised Resource Allocation Framework. 

The Unit provides reliable support and guidance to the Regional Bureaux, Country Operations and the Divisions in their strategic planning and resource allocation processes.

The Head of Unit will lead two coherent teams focusing on providing guidance on and coordination of the Annual Review process, guidance on implementation of Resource Allocation framework, and guidance on annual detailed planning. In line with multi-year plans the incumbent will coordinate efforts on the capacity-building in respect of the annual review preparation of global budget submissions and analysis. The budget and programme analysis would also incorporate guidance and tools that will strengthen linkages between programme reviews and resource allocation going forward under the revised Resource Allocation Framework.  It would also incorporate guidance on budgetary and programmatic linkages between UNHCR programming and external, inter-agency dimensions.

The incumbent ensures effective and efficient support with the Organization¿s Mandate, overall quality assurance, within the three lines of defence conceptual framework for effective control and risk management adopted by the UN system.

S/he will, further, cover the full spectrum of managerial oversight, manage performance and monitor the adherence of Country Operations to UNHCR¿s rules and regulations, monitoring, identifying and addressing any emerging issues and risks as appropriate.

Duties
- Support the supervisor in defining and articulating the vision and the strategic direction for the Service, its deliverables and accountabilities.
- Provide overall leadership, management and coordination to the teams responsible for annual planning and resource allocation.
- Coordinate and consolidate inputs on resource allocation, operational, administrative and staffing requirements in line with the organisational protection and solutions priorities and established policies, guidelines, procedures and standards.
- Oversee and coordinate the Field and HQ resource allocation processes as well as annual programme reviews
- Coordinate the timely update of the ERP system in line with the resource allocation processes
- Contribute to the development of data-driven budget and programme analysis and monitoring
- Provide secretariat function to the Resource Planning and Management Board
- Develop and coordinate timely and accurate budgetary analysis and insights for senior management using Power BI and other tools
- Coordinate and advise on the establishment of, or collaboration of, supplementary appeals and budgets
- Advise on strategic and programmatic decision-making and resource allocation in line with the Resource Allocation Framework
- Lead the development of innovative programming approaches, including on planning and monitoring and the sharing of experiences and lessons learned, including based on analytics and evaluations.
- Ensure linkages with evaluation, risk management and audit processes
- Perform other related duties as required.


Minimum Qualifications

Education & Professional Work Experience

Years of Experience / Degree Level

For P5 - 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Relevant Job Experience

Essential
Extensive experience in UN field operations and services. A high level of skill in management of broad programmes, strategic decision making and negotiating, as well as demonstrated ability to work under stress in frequently changing and highly charged situations. Demonstrated leadership qualities, integrity, tact, diplomacy, and good management and communication skills. Ability to manage for results: translate strategic aims into achievable plans. Excellent record of team management and leadership skills, proven ethical practices and high level of inter-personal and emotional intelligence skills.
Demonstrated proficiency, experience and knowledge in the areas of programme, field operations, and analysis.  Experience in system development and process re-engineering. 
Skilled in change management and possess strong communication skills to lead the required changes and to liaise and coordinate with external stakeholders and other inter-agency actors.

Desirable
Prior experience with UNHCR; familiarity with Power BI and other analytical tools including R and Python.
