Organizational Setting and Work Relationships


The position is located within the Division of Human Resources (DHR). The Division¿s mission statement indicates that DHR is a strategic, trusted and innovative business partner in enabling UNHCR to protect and respond to persons of concern by attracting, motivating, retaining and developing a talented, diverse and agile workforce, while nurturing a culture of excellence, respect and wellbeing for all.

The incumbent of this position supports the UNHCR¿s People Strategy and contributes to the implementation of the 2018 independent HR review which resulted  in the establishment of HR strategic priorities and the reconfiguration and transformation of the Division from a largely transactional model into a strategic business partner for field operations and senior management.

The Head of Recruitment Unit works under the direct supervision of the Chief of Affiliate Partnerships and Recruitment Section and  will provide direction and implementation for UNHCR's People Strategy especially in the area of staffing through strategic recruitment and risk mitigation. S/he will be responsible for managing and maintaining recruitment programmes including overall process of access to Group 2 and external applicants (Talent Pools and Job Openings) through the development of recruitment strategy for UNHCR which prioritizes the recruitment of talents to respond to the current and future needs of the Organization. The incumbent will also manage the day to day operations of the Unit and supervises a diverse team of international and local staff.
The incumbent will have direct working relationships with the other Units within the Section ¿ Affiliate Partnerships Unit and Risk and Oversight Unit - as well as with other relevant DHR Services and senior managers at Headquarters and in the Field and will also maintain contact and close cooperation with other UN agencies.

Duties
- Collaborate with the HR Strategic Workforce Planning Unit on the assessment of future staffing needs.
- Build relationships and engage with key stakeholders (i.e., Division, Bureaux, management - Representatives, Directors), to better understand client needs; understand the linkages with other HR functional areas and collaborate with DHR colleagues - Talent Development and Performance Section (TDPS), Assignments Management Section (AMS), Human Resources Staff Services (HRSS), Staff Health and Wellbeing Service and HR Policy Section.
- Contribute to the development of strategies related to all external recruitment programmes aiming at meeting the staffing plan of the Organization
- Ensure that UNHCR has sufficient and constantly available supply of suitable candidates for current and future staffing needs, including during emergencies, through the efficient management of the Talent Pool based recruitment system.
- Manage the external recruitment cycle, which includes review of job descriptions, shortlisting for suitability, assessment of candidates and, in respect of Temporary Appointments, matching against specific positions.
- Ensure the assessment of candidates is done through methodologies that are best practices in the industry including inter alia, the use of psychometric testing, assessment centres, and competency-based assessments.
- Together with the Unit responsible for outreach, assist in the development of search methods to attract diverse candidates for different professions, maintaining pipelines of suitable candidates and in collaboration with the HR partners and the Bureau contribute in the development of regional out an in reach strategy to support the professional progression of the talented internal candidates and to identify at regional level talented and diverse external candidates.
- Coordinate head hunting activities for hard to fill positions.
- Ensure the efficient implementation and management of the internship program.
- Leverage technology and virtual solutions to recruit and create a positive candidate experience.
- Identify, establish and maintain contacts with worldwide recruitment sources.
- Assist in the development of metrics to assess the achievement of recruitment, retention, placement and other outcomes and provides recommendations for improvement.
- Monitor various processes relating to post-recruitment of staff.
- Provide advice and guidance to staff members and hiring managers on recruitment procedures and eligibility criteria for all external recruitment.
- Participate in the preparation of the budget for the Unit in line with the overall APRS strategy. Maintain liaison with the support sections and divisions at headquarters, specifically with DHR, on matters related to planning and management of staffing resources.
- Participate in panel interviews on behalf of DHR.
- Enforce compliance with UN/UNHCR staff rules and regulations.
- Perform other related duties as required.


Minimum Qualifications

Education & Professional Work Experience

Years of Experience / Degree Level

For P4 - 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

Relevant Job Experience

Essential
Demonstrated recruitment work experience particularly in the sourcing, selection and recruitment of candidates. Demonstrated knowledge of human resources principles and best practices specifically in the field of recruitment and staffing. Relevant experience in leveraging technology (e-recruitment systems), robotics and artificial intelligence for talent acquisition.  Demonstrated recruitment work experience particularly in the sourcing, selection and recruitment of candidates using social media and outreach initiatives. Excellent written and oral communication skills, strong interpersonal skills and the ability to interact effectively and independently with staff and managers at all levels.

Desirable
Knowledge of and experience in Peoplesoft/ HR modules. Knowledge of UN Rules and Regulations. Completion of UNHCR learning programmes or specific training relevant to the functions of the position.
