Senior Programme Analysis and Reporting Officer

Organizational Setting and Work Relationships
The Senior Programme Analysis and Reporting Officer normally reports to a more senior staff member. By leveraging Results Based Management information on programme performance, the incumbent will be responsible for formulating reports on programme implementation and impact. Reports are either ¿external¿ i.e. statutory reports such as UNHCR's programme budget document for the Executive Committee, regular updates on budget and funding situation for Standing Committee and other reporting documents for governance bodies, donors and other external stakeholders or ¿internal¿ corporate management information, for use by senior and executive management for informed decision making.
The incumbent designs reports on programmatic information leveraging the RBM solutions, BI and other technology as required and ensures corporate programmatic reports are comprehensive and accurate and regularly up kept and also benchmarks UNHCR impact reporting and analysis with that of other UN system agencies and organizations while liaising with other UN agencies to remain abreast of best reporting practice.
The Senior Programme Analysis and Reporting Officer will coordinate with the Regional Bureaux and/or office(s) within the Area of Responsibility (AoR), to ensure harmonized programmatic reporting approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will have contact with a network that includes staff in the AoR and Divisions with the overall objective of staying abreast of various impact reporting requirements and external programmatic approaches that operations have to participate and/or contribute to. S/he will work in line with the overall UNHCR directions requiring that programme management overall is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR) and the corporate positions on SDG.

Duties
- Coordinate the reporting activities on UNHCR¿s programme budget performance both externally to member states, donors and internally, to managers across the Organization.
- Draft the annual reporting instructions for HQ and Field Operations in coordination with other Services and Divisions
- Liaise with other UN system agencies and partners to improve reporting methodologies and impact assessments
- Ensure that reporting includes programmatic impact, is aligned to UN system best practice, is in line with Results Framework, and is accurate and comprehensive.
- Based on big data and cluster analysis and other statistical methods, identify trends and risks in programmatic implementation.
- Oversee the analysis of the seamless implementation of programmes and projects both from the financial and programmatic perspectives.
- Advise and support the development of management information systems meeting the reporting and analytical needs of different stakeholders.
- Contribute to global reports on financial results and the to the impact analysis of programmes.
- Design, upgrade and maintain reporting systems, dashboards, mechanisms, key metrics and impact analytics for senior management and external stakeholders, including UNHCR Governance, donors, member states and UN bodies.
- Monitor Key Performance Indicators and ensure their horizontal aggregation to track programme performance.
- Contribute to the preparation of vertically integrated reports on programme performance to address reporting needs of donors on specific countries or situations.
- Oversee the preparation of the UNHCR¿s programme budget and statutory programme budget implementation reports for the Executive Committee and other governance bodies.
- Provide updates on Global Strategic Priorities, budget and funding situation for the Standing Committee; unearmarked funding report; Global Appeal; Global Report; Financial Statements; UN regular budget reporting to the United Nations HQ. Entertain ad-hoc requests for reporting.
- Liaise regularly with and provide substantive inputs to stakeholders to facilitate results-based reporting.
- Contribute to the trainings and learning programmes on impact reporting line with UNHCR¿s organizational transformation needs
- Contribute to timely and quality response to recommendations of the Board of Auditors and other compliance bodies.
- Participate in UNHCR¿s response to UN system wide reporting initiatives and requirements such as UN Data Cube
- Liaise with key stakeholders within the Regional Bureaux and Divisions on programmatic and corporate reporting. Special attention will have to be given to the collaboration with the Division of External Relations.
- Perform other related duties as required.

Relevant Job Experience
Essential
Extensive UNHCR programme experience in both field operations and Bureaux. Extensive knowledge of development and participation in learning programmes and training. Proven experience in corporate and UN statutory reporting. Experience in strategy and policy development including protection and solutions. High level of proficiency, experience and knowledge in Field Operations, both at country and Bureau level, of protection and solutions strategies, strategic programmatic management knowledge, and knowledge on quality reporting and impact analysis. Proficiency with the theory and practice of RBM is essential. Hands on experience in change management possess, strong communication skills to liaise with both internal and external stakeholders and other actors. Ability to draft official reports or briefs for senior officials is essential.  Excellent level of coordination skills, proven ethical practices and high level of inter-personal and emotional intelligence.
