Senior Strategic & Operational Intelligence Analyst

ORGANIZATIONAL CONTEXT

The central tasks of Intelligence analysis are to help the IGO deal more effectively with uncertainty, to provide timely warning of threats and to support operational activity by analysing incidents. Intelligence analysis is divided into operational and strategic analysis. However, the basic skills required are similar.

Operational analysis aims to achieve a specific case-related outcome and usually has an immediate benefit, whereas strategic analysis is intended to inform higher level decision making and the benefits are realized over the longer term. It is usually aimed at managers and policy-makers rather than individual investigators. The aim is to provide early warning of threats and to support senior decision- makers in setting priorities to prepare their organizations to be able to deal with emerging phenomena. This might mean allocating resources to different areas of concern, increased investigative training, or taking steps to close a loophole in a process.

Strategic intelligence analysis might not only contribute to a more elaborated risk management, but also allow the IGO to initiate specific proactive investigations.

Under the direct supervision of the Head of the Investigation Service, the Senior Strategic Operational Intelligence Analyst will be responsible for coordinating and providing intelligence analysis support to the operational activities of the Inspector General's Office.

The incumbent will work closely with both the Inspection and Investigation Services and provide technical advice and analytical support to the senior management decision making process, risk management process and to policy making.

FUNCTIONAL STATEMENT

Accountability

- Analytical reports, forecasts and assessments are produced in a proactive and timely manner.
- Proactive investigations are conducted and findings are reported to the Head of Investigation Service without delay.
- Early warnings of risks are provided, their potential impact is analysed and timely advice is provided to senior management.

Responsibility

- Provide Strategic and Operational intelligence analysis and advice to both the Inspector General's Office Headquarters level and to the field locations in Nairobi and Bangkok.
- Plan, lead and coordinate research/analysis in the preparation of position papers and reports on emerging trends and risks in the area of misconduct, in order to support and enhance the effectiveness of UNHCR's operational management, policy- and decision-making.
- Draft, review and update investigation related policies.
- Conduct proactive investigation missions.
- Analyse investigation reports, MIRs, inspection reports and recurrent findings received from the various inspection and investigation missions including risk and vulnerability assessments from other sources in order to assess and analyse risk profiles of operations.
- Conduct investigations into allegations of misconduct.
- Provide guidance and support to the IGO on information collection, analysis, reporting and dissemination.
- Regularly prepare statistics and analytical assessments, regarding threats and critical incidents.  Analyse the impact that such threats and incidents will have on operations in the short, medium and long term.
- Lead and coordinate the "Lessons Identified and Lessons Learned" review process within the IGO, in order to provide early warning of risks and support senior decision makers in setting priorities in their area.
- Conduct research and analysis on specific threat factors and provide periodic forecasts and predictive analysis in support of the IGO's activities.
- Supervise the Intake Unit of the Investigation Service.

Authority

- Have full access to any UNHCR document, data repository site and property related to investigations and inspections.
- Define, prioritize and implement collection, synthesis and analysis of data, to facilitate strategic planning and decision making.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Advance University degree in Operations Research Analyst, or Certified Intelligence Analyst.
- A minimum of 15 years of previous job experience in operational research analysis or intelligence analysis at the strategic level, of which, a minimum of 10 years should be in an international capacity.
- Proven strong managerial and leadership skills.
- Strong understanding of Investigative techniques, concepts and frameworks.
- Excellent knowledge of English. Fluency in another relevant UN language is highly desirable.
- Detailed knowledge of intelligence analytical software and platforms that have data integration capabilities.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Understanding of the complexities of working with an international organization with multiple geographical operational sites.
- Outstanding interpersonal and self-motivational skills.
- Proven project management and excellent organization skills.
- Completed the United Nations Security Analysis Practice and Process (SAPP) course.
- Significant managerial experience as a member of the senior management team or similar in their previous employment.
