Information Management Specialist to UNDP in Yemen

 

Introduction

 

The Swedish Civil Contingencies Agency (MSB) is looking for an Information Management Specialist for supporting UNDP and the Emergency Mine Action Project in Yemen.

Job Purpose and organizational Context:
Yemen has suffered numerous conflicts since the Second World War, each conflict leaving its own ERW legacy. The current conflict since 2015 in Yemen has become a forgotten war along with the forgotten crises in its wake. Current belligerents are the Government and the Revolutionary Council and in the voids of governance while the fighting continues, numerous insurgents have increased their footprint. The population are caught in the middle and the human suffering across the country is staggering with widespread hunger, lack of medical support, spread of disease and a general collapse of the economy.

As a result, UNDP has developed the multi-faceted Yemen Resilience Programme of which national support to the mine action sector is one pillar. The major counter-parts for UNDP are the NMAC (National Mine Action Centre) and YEMAC (Yemeni Executive Mine Action Centre). The former is responsible for policy and direction and the latter for the implementation and co-ordination of mine action activities in country.

To address the growing threat from contamination, develop emergency responses and meet long-term goals for Yemen, the UNDP mine action project is scaling-up capacity to meet the needs and is now recruiting a information management specialist to be based in Aden. Under guidance from the CTA, the incumbent will work closely with project’s counterparts (YEMAC) and the wider mine action sector to co-ordinate, enhance and develop the information management processes of the Mine Action sectors partners.

The IM Specialist leads the information management system in support of explosive hazard management and risk education activities in Yemen. The incumbent will support the delivery of the overall objectives of the Emergency Mine Action Project’s operations.

 

Duties

 

Provide specialist advise to YEMAC and the wider mine action sector on Information Management by Ensure effective and accurate management of the mine action sectors and External information management systems. Provide support with Project and grant management and Provide training and guidance to IM systems users, and other relevant mine action partners and Develop IM systems training packages and supervise all IM training to ensure consistency.

You will be:
•Supervision of IM staff and overall responsibility for the design, implementation and maintenance of an information management systems and archives.
•Conduct an assessment of the IM needs of the mine action sector in Yemen, with a special focus on YEMAC and Develop activities of national organisations to meet their IM needs as identified in the assessment.
•Coordinate the installation of the IM system, developing the database and making sure that the overall system is operational and meets the operational needs of the programme. Coordinate and control the distribution of all IM and GIS functionalities with external mine action stake holders and establish an update mechanism.
•Ensure the successful implementation of the standard working procedures for information management, Prepare lists, reports and spreadsheets depicting mined area information so project management, operational management and programme officers are provided with updated and disseminated operational information as required.
•Ensure information outputs from the IM system are accurate and reflective of the overall programme performance from the field and the internal information management system continuously facilitates recording of all relevant data related to survey, clearance and risk education activities and the Quality Management of these.
•Serving as the focal point for survey and mapping data from mine action operators. Develop reporting tools on available dangerous areas, casualty and clearance data. Perform Quality Assurance on data relating to minefields, dangerous areas, and victim surveys and Analyze and search for data trends that can be used to inform planning criteria and the development of priorities.
•Liaison with relevant partners and stakeholders including national and regional mine action authorities, NGO’s, commercial contractors, the mine action sub-cluster, UN agencies and local authorities on the level of Governorate and municipality.

 

Qualifications

 

Experience

 

•5 years (Masters Degree) or 7 years (Bachelor degree) relevant experience in Information Technology, Statistics or any other related field.

•Relevant experience is defined as experience in Information Management, Computer Science, Statistics or any other relevant field
•Experience in MS Office (MS Office including MS. Access, MS. Excel and/or newer versions) is required
•Experience working in the Middle East is required
•Experience in GIS is desired
•Experience in SQL is desired
•Experiece in ArcGIS and VBA is desired
•Experience in working in Mine Action organisation is desired

 

Education

 

• Advanced University Degree (Master degree or equivalent) in Information Technology, Computer Science, Statistics or any other related field, or
• First level University Degree (Bachelor degree or equivalent) in Information Technology, Statistics or any other related field

 

Languages

 

•Fluency in English (speaking, reading, and writing) is required.
•Fluency in Arabic (speaking, reading, and writing) is an advantage.
•Knowledge of another UN official language is an advantage

 

Other requriements

 

•Experience in handling of web based management systems.
•Experience of working with a United Nations field mission or experience of living and working in transitional societies is highly desirable
•Knowledge of the UN system and UNDP procedures is an asset
•Ability to work independently and as part of a team.

Good communication, both orally and in writing, and to have good pedagogical ability is also necessary.

 

Contractual conditions

 

Deployment date: November-January as it fits.
Duty Station: Aden, Yemen with travel throughout Yemen.
Duration: 12 months, with opportunity to extend for additional time.
Rest and Recuperation (R & R): at Present: 9days every 28 days. Some current flexibility due to COVID-19 Pandemic.
Citizenship: Swedish
