About this role

As International HR Officer (IHRO) you will be the main contact for country office HR support. You will provide excellent HR guidance and support to country office HR teams and international employees on the whole range of the employee lifecycle (tactical and operational) ensuring compliance to local labour law and internal policies and procedures. You will be the custodian of all international contracts and coordinate any hosting arrangements between country offices and affiliates of international staff.

Tasks and responsibilities

  • Working with the International HR Business Partner (IHRBP), provide support and advice to the 11 countries and 5 regions where Oxfam Novib is EA.
  • Focal point and management of the all hosting process for in country offices where Oxfam Novib is EA.
  • Issuing of contracts and amendments, collecting and synthesising HR data from country offices on a monthly basis
  • Provide training country office HR on HR systems and support the rollout of new systems to country offices.
  • Assist in recruiting of international staff: Ensure vacancies are correctly graded according to the pre-set standards; long listing, develops interview questionnaires ensuring compliance with safer recruitment principles; Carry out the reference checks as per the Oxfam ‘safer recruitment guidelines’, negotiate packages and coordinate the contracting process.
  • Be the first point of contact on queries from international staff, referring more complex queries to the IHRBP.
  • Provide gap filling support to EA country offices (i.e. covering a HR Manager role in country)
  • Coordinate surge capacity from Oxfam Novib where required for an emergency response in close collaboration with the country offices and the GHT.
  • Provide training on Oxfam Novib HR processes and procedures.
  • Guided by the IHRBP develop draft policies and HR processes.
  • Collaborate with Employee Relations specialist on contracting and labour law.
  • Support on Induction and onboarding of new HR staff in Oxfam Novib EA countries.

Requirements for the job

You:

  • have obtained a minimum qualification: HBO- HR
  • have at least 3 years’ experience in a generalist HR role;
  • stay up to date with labour law and changes in HR practices;
  • are fluent in English and French and ideally Portuguese and/or Arabic;
  • ideally have experience with Success Factors or other similar HR management software;
  • are willing and able to travel and work outside the Netherlands (provided circumstances allow for it safely);
  • have experience working in Africa or Asia;
  • possess multi-cultural awareness and sensitivity;
  • have good organisational planning skills;
  • have great attention to detail;
  • are customer oriented and pro-active;
  • have a fairly high level of written communication skills.

Oxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. This position is classified in scale 8. The gross salary range is between € 2.509,-- to € 3.859,-- on the basis of 36 hours per week. The position will be based in The Hague, The Netherlands.
