In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

UNDP’s Support to Marine Plastic Litter Reduction and Waste Management

Marine debris remains a major environmental challenge in Indonesia, affecting marine ecosystems, public health, fisheries, tourism, and the broader economy. To address this issue, the Government of Indonesia issued Presidential Regulation No. 83/2018 on the National Action Plan on Marine Debris (RAN PSL), targeting a 70% reduction in marine debris by 2025 through coordinated actions across 22 ministries and agencies under the National Coordination Team on Marine Debris (TKN PSL).

Building on the progress of the National Action Plan and recognizing the need for stronger waste governance beyond 2025, the Government of Indonesia is currently discussing the revision and potential integration of Presidential Regulation No. 83/2018 on Marine Debris Management and Presidential Regulation No. 97/2017 on the National Policy and Strategy for Household Waste Management (Jakstranas). This effort aims to strengthen a more integrated waste management framework that addresses waste reduction, handling, and leakage prevention from source to sea. The national commitment is further reinforced through the National Medium-Term Development Plan (RPJMN) 2025–2029, which targets 100% waste management coverage and zero plastic leakage by 2029.

UNDP Indonesia, through the Marine Plastic Litter Reduction Acceleration Secretariat Project, supports the Government of Indonesia in implementing the National Action Plan on Marine Debris by strengthening coordination under TKN PSL, improving monitoring and reporting systems, and supporting policy development including updated regulatory frameworks for waste management beyond 2025. In addition, UNDP promotes innovative river waste management approaches, recognizing that rivers are a major pathway for land-based waste entering the ocean. These efforts aim to strengthen data systems, enhance stakeholder collaboration, and accelerate progress toward Indonesia’s marine plastic reduction and sustainable waste management targets.

Duties and Responsibilities

3.1.    To ensure effective community engagement, partnership building, and stakeholder coordination at field level, focusing on the achievement of the following results:
•    Effective support the implementation of community outreach, public awareness, and stakeholder engagement activities related to marine debris and waste management.
•    Effective support in the dissemination of information and campaign materials, ensuring contextual relevance at project locations.
•    Establishment and maintenance of strong working relationships with local governments, civil society organizations (CSOs)/community-based organizations (CBOs), and other local stakeholders to support project implementation and promote awareness on marine debris and waste management issues.
•    Effective coordination with CSOs engaged in project implementation, particularly those implementing Performance-Based Payment (PBP) mechanisms, to ensure alignment with agreed work plans and technical requirements.
•    Effective facilitation process for the community consultations, awareness events, and coordination meetings to strengthen stakeholder participation and local ownership.
•    Promotion of inclusive, gender-responsive, and culturally appropriate approaches in all engagement activities.
 

3.2.    To ensure effective coordination and oversight of field implementation, focusing on the achievement of the following results:
•     Regular liaison with local stakeholders to monitor progress and identify implementation challenges.
•    Effective daily field coordination support across project sites to ensure timely and smooth implementation of activities.
•    Effective participation in field missions, site visits, and coordination meetings, documenting key findings and follow-up actions.
•    Effective logistical and operational arrangements for workshops, consultations, and stakeholder engagement activities.
•    Effective coordination related to PBP implementation, including documentation tracking and compliance with agreed procedures.


3.3.    To ensure effective field-level monitoring, documentation, and reporting, focusing on the achievement of the following results:
•    Timely collection and compilation of field-level data related to community engagement and project implementation activities.
•    Accurate documentation of lessons learned, good practices, and operational challenges from implementation sites.
•    Provision of inputs to progress reports, briefing notes, and other reporting requirements based on field findings.
•    Organized and updated records of stakeholder engagement activities and field interventions.

3.4.    To ensure knowledge sharing and local capacity strengthening, focusing on the achievement of the following results:
•    Effective information exchange among CSOs, CBOs, local governments, and other stakeholders to enhance collaboration and awareness.
•    Implementation of capacity-building initiatives to strengthen local ownership and sustainability of project interventions.
•    Effective contribution to the development of simple knowledge products and field stories highlighting community-level impact.


3.5.    Ensures adherence to UNDP principles on ethics, inclusion, and gender equality, focusing on the achievement of the following results:
•    Human rights and gender equality are prioritized as ethical principles in all actions and activities.
•    Activities are designed and implemented in accordance with the UNDP Social and Environmental Standards.
•    Diversity based on ethnicity, age, sexual orientation, disability, religion, class, and gender is respected in all implementations, including data collection and reporting.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Institutional Arrangement

The Community and Field Assistant will report directly to the National Project Manager of the Marine Plastic Litter Reduction Acceleration Secretariat and work in close coordination with the Coordinating Ministry of Food Affairs. The incumbent will support field-level coordination, community engagement activities, and the implementation of project interventions, ensuring alignment with project objectives and compliance with UNDP rules and regulations. The Community and Field Asssistant will work closely with local stakeholders, partners, and the UNDP Country Office (CO) programme and operations teams to facilitate smooth project implementation and ensure timely reporting from the field.

Required Skills and Experience

Education:

•Secondary education is required. Or
•A university degree(Bachelor’s degree) in Environmental Studies, Social Sciences, Development Studies, Biology, Communication, or other related fields, or other related field would be desirable, but it is not a requirement.
Min. years of relevant    Minimum 5 years (with secondary education) or 2 years (with bachelor’s degree) of relevant experience in community engagement, stakeholder coordination, field implementation, or other relevant project support areas.

Required skills    
-Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP
-Desired skills in addition to the competencies covered in the Competencies section    •    Experience in capacity building, advocacy, and knowledge management within environmental, marine debris, or waste management programmes.
-Solid experience work with a multidisciplinary and multicultural team
-Demonstrated experience in environmental or waste management project implementation, including coordination with national and sub-national government institutions, line ministries, community-based organizations (CBOs), and other key stakeholders.
-Experience in community-based behaviour change programmes related to marine debris or waste management is highly desirable.
-Prior experience working with UNDP or other UN agencies and/or international organizations and/or major donor agencies is an advantage.

Required Language(s)    

Fluency in English in both writing and speaking is required.
