Who are we?  

Stichting Vluchteling (Netherlands Refugee Foundation) is an emergency relief organization that assists refugees worldwide. In case of acute need, the Refugee Foundation provides immediate assistance, such as shelter, medical care, clean water and sanitation. In the Netherlands, Stichting Vluchteling provides information to the Dutch public about the situation of refugees worldwide as  well as on international emergency aid. 

 

Position in the organization 

The Head of Programs reports to the director and is part of the management team. He/she leads the Programs and Advocacy Team and, together with the team, ensures effective humanitarian interventions for the most vulnerable or hard-to-reach refugees and internally displaced persons. The Head of Programs supports the director in achieving SV's strategic objectives, in particular in strengthening the operational character of the organization, implementing a new model for international partnerships and intensifying relationships with our local partners. He/she also supports the director in the representation of the organization externally. 

 

What does the function entail? 

  • Leading the Program and Advocacy team consisting of five regional program staff, three employees for the (mental) health care programmes in crisis situations, an employee for the Frontline project (humanitarian access) and an Advocacy Officer. The project controller works as an integrated member within the project team. 
  • Monitoring and analyzing relevant developments in the field of humanitarian aid in general and assistance to refugeesin particular. 
  • Under the director's ultimate responsibility, assessing project proposals based on the advice of program staff. 
  • Ensure effective monitoring and evaluation of projects carried out with SV funds or with funding from external donors such as the Dutch government, the Cooperating Aid Organisations (SHO, Samenwerkende HulpOrganisaties Nederland) and the European Union. 
  • Strengthening the operational character of the Refugee Foundation by further shaping the project for Chronic Diseases in crisis situations (together with Intersos) and the Frontline project (together with IRC). 
  • Co-shaping the advocacy of SV in close interaction with the advocacy staff member, the director and the communication team. 
  • Maintaining contacts with senior programme and policy staff of international partners such as Intersos  and IRC. Supporting the director in further developing these partnerships to increase the effectiveness and quality of the assistance provided. 
  • Responsible for compiling and implementing the annual program and advocacy plan. 
  • Ensuring an effective collaboration of the Program and Advocacy team with the Fundraising/Communication and HR/Finance departments. 
  • Closely monitor, and where necessary participate in, networks within the humanitarian sector such as the Dutch Relief  Alliance, the SHO and knowledge platform KUNO. 
  • Regular trips to projects and international meetings. 

 

What do we expect from you?

  • University degree in a relevant discipline.
  • At least 10 years of work experience in the humanitarian sector.
  • Extensive, multi-year field experience in relevant positions in multiple humanitarian crises.
  • Broad knowledge of the global refugee issues and situations.
  • Knowledge of and experience with the political systems in The Hague and Brussels
  • Excellent command of the Dutch and English languages, both oral and written.
  • Able to take on the spokesperson role for the organization.
  • Able to work under pressure and with short deadlines
  • Willing and able to work in the evening or weekend whenever the situation requires this. 
  • An optimistic, constructive, pragmatic, creative, decisive personality with natural prevalence.
