Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background
Following the displacement of Armenians from Nagorno–Karabakh, UNDP, with the financial support of the Government of Japan, is implementing The Project for Promoting Resilient Agricultural Management for Displaced Persons from Nagorno–Karabakh and Host Communities. The project aims to strengthen resilient agricultural livelihoods, enhance food security, and promote social and economic integration of displaced persons and host communities.
In line with UNDP’s partnership and resource mobilization strategy, and to further strengthen cooperation with Japanese stakeholders, there is a need for dedicated analytical and coordination support to enhance strategic partnerships and coordination with Japanese partners, including with the Embassy of Japan in Armenia, development agencies and private sector actors.
To this end, UNDP seeks to engage a Partnership and Programme Analyst to support the implementation of partnership development, programme support, and strategic communications for the project.
Duties and Responsibilities
Partnership Development and Coordination
- Assist in the identification, mapping, and analysis of potential partners relevant to resilient agriculture and livelihoods, including government institutions, development agencies, private sector actors, academia, and civil society.
- Contribute to building and maintaining strategic partnerships, with a particular focus on Japanese partners and other development stakeholders.
- Contribute to preparing partnership briefs, concept notes, and engagement materials to support collaboration and resource mobilization efforts.
- Facilitate coordination and communication with partners, including organizing meetings, workshops, and field visits.
Programme Implementation
- Provide technical and analytical contributions to the implementation of project activities related to agriculture and livelihoods.
- Contribute to the preparation of work plans, progress reports, and monitoring inputs, ensuring alignment with donor and UNDP requirements.
- Assist in assessing value chains, input systems, and production practices to inform partnership and programming decisions.
- Compile and synthesize data, lessons learned, and best practices related to resilient agricultural management.
- Assist in monitoring project outputs
Communications, Visibility, and Knowledge Products
- Contribute to the development of communication and visibility materials highlighting project results, partnerships, and donor contributions.
- Contribute to drafting success stories, case studies, briefs, and presentations showcasing agricultural innovations and impact.
- Support documentation and dissemination of lessons learned and good practices for internal and external audiences
Coordination, Stakeholder Engagement and Reporting
- Liaise with UNDP programme, communications, and partnerships teams to ensure coherence across technical, partnership, and communication efforts.
- Support engagement with national and local stakeholders, including ministries, agricultural institutions, and community representatives.
- Contribute to the organization of events, missions, and donor visits related to agriculture and partnerships.
- Contribute to analytical inputs for donor reports, briefing notes, and presentations
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Under the overall guidance of UNDP Socioeconomic Portfolio Manager and direct supervision of Programme Manager – Sustainable Communities Programme, in close cooperation with project team, the incumbent will support the implementation of partnership development, programme support and strategic communications for the project

Required Skills and Experience
Education:
- Advanced university degree (Master’s or equivalent) in International Relations, Development Studies, Economics, Communications, Public Policy, or a related field
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- A minimum of 2 years (with master’s degree) or 4 years (with Bachelor’s degree) of relevant professional experience at the national or international level in partnership management, donor relations, international development, or strategic communications
Required Skills:
- Experience in partnerships and project management or strategic communications, including reporting, resource mobilization.
- Excellent written, oral communication and analytical skills, including the ability to prepare concept notes, outcome reports, and other written materials.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
Desired Skills:
- Proven experience in working for Japanese ODA related organizations such as Ministry of Foreign Affairs, JICA, and ODA implementing firms
- Experience in working, liaising, and collaborating with Government counterparts, UN agencies, NGOs, civil society organizations, and public international organizations;
- Experience in peacebuilding and conflict prevention or displacement related programming.
- Prior experience with UN/UNDP project implementation
- Field experience in developing countries would be an asset
- Working experience related to Caucasus and Central Asia would be an asset
Languages:
- Fluency in English and Japanese languages is required.
