Background

Over the past decades, Bangladesh made remarkable human development progress, despite frequent intensive and extensive disasters, impact of climate change and, more recently, the Rohingya refugee crisis. As one of the world's fastest growing economies, the country is an aspirant of LDC graduate and aims to become a developed nation by 2041. 
 
However, its development gains have not been distributed in an equitable way resulting in widening inequality despite making good progress women economic empowerment. Its economic reliance on foreign remittances and RMG have increasingly being exposed to 4th Industrial Revolution and more recently COVID-19. While urbanization and industrialization continue to offer an economic dividend, they have a compound negative impact on eco-system health. Besides, climate and disaster remain major fault-line in the economy and society. 
 
In addressing the challenges, the country was able to maintain a forward-facing policy environment. As a result, the reduction of poverty and inequality, and becoming a resilient nation remain the GoB's top priority. The country is also known for its accelerated implementation approach of Sustainable Development Goals (SDGs) through nationally driven policies and investments. 
 
In support of the country's ambition, UNDP has been a strong partner of the government in co-designing policy solutions, capacity building and promoting innovations. The expectation from UNDP to play an SDG integrator role is growing in the context of the post-UN reform.  
 
This job description is a direct response to these needs and UNDP’s improved business model. The design of UNDP’s new programme portfolio is intended to support progress towards sustainable development. It focuses on economic transformation, sustainable energy, social protection, environment and climate change, and governance issues such as anti-corruption, local government, justice and security sector reform, peace and reconciliation. The design of each of these programmes is based on the UN’s three core principles of human rights, gender equality and women’s empowerment, and environmental sustainability and is guided by the UNDP Strategic Plan (2018-2021). 
 
In this context, the Programme Management & Partnership Support Unit (PMPSU) is entrusted with the following elements of support to the CO’s programme:
 
Programme Agility 
•Pipeline Atlas consolidation & technical support for CO business development
•Results-based Management support to programmes M&E  
•Defining M&E framework, identifying indicators, advising evaluations, etc. 
•Coordination and quality assurance of CO results reporting 
•Technical risk management support
 
Programme Quality 
•Support to corporate planning – COBP, IWP, etc. 
•Collaboration with Programme and project teams on developing integrated development approaches 
•Legal Compliance with partner agreements / MOUs 
•Compliance with cost recovery and resource management practices.
 
 
Under the guidance and supervision of the PMPSU Head, the Monitoring and Evaluation Analyst (M&E Analyst) contributes to the effective implementation of the monitoring and evaluation policy, ensuring that, at the least, minimum monitoring and evaluation requirements for the Country Programme and projects are met, and participates in the results-based planning and monitoring of programmes and projects and conduct of thematic and crosscutting evaluations. 
 
The M&E Analyst works in close collaboration with the International RBM Analyst and the Gender Analyst to identify clear baselines and indicators for implementation of programme activities in the country.  They support the development of project and programme theories of change based on lessons learned, evidence and other Programming Quality Standards. S/he also works with Programme and Operations Teams in the CO, UNDP staff in Regional Centers and Headquarters, and Government officials and other partners to ensure that thematic, programme and project monitoring activities and evaluations are carried out according to schedules and that findings and recommendations are implemented. They summarize the key monitoring and evaluation findings for the use of programme managers for effective results-based management. The key results have an impact on the overall effectiveness and success of UNDP’s interventions and activities in achieving the country’s development and the 2030 Agenda.  Effective implementation of monitoring and evaluation policies and strategies enhance the effectiveness of UNDP programmes and improve national capacities to manage for results
 

Duties and Responsibilities

Summary of Key Functions:
•Planning of evidence and results based programming, monitoring and evaluation policies and strategies
•Support to effective management of results based monitoring and evaluation processes
•Facilitation of knowledge building and knowledge sharing
 
1. Ensures the planning of development programmes and corresponding implementation of monitoring and evaluation policies and strategies, focusing on achievement of the following results:
•Support the refinement, development (as relevant) and implementation of the Country Office M&E strategy and development of results-based outcome strategy papers
•Ensure completion and implementation of project and programme monitoring plans with clear sources of data and responsible parties
•Support project development and review processes through and prior to the development of the project document
•Support to the development of project concept notes and proposals for donor funding,
•Supports projects in the development of monitoring and evaluation tools and templates, including support on progress monitoring parameters vis-a-vis indicators and targets
•Inputs to the Country Office monitoring and evaluation work plan, analysis and proposals on topics, and projects/programme to be evaluated.
•Follows up on the updating of the Atlas Project Management Module
•Promotion of monitoring and evaluation standards, quality assurance/control and capacity development in the Country Office.
•Develops and implements monitoring tools for the SDGs
•Responsible for the implementation of Quality Assurance, against IEO’s criteria, of all project, programme and thematic evaluation TORs and reports.
 
2. Supports effective management of results-based monitoring and evaluation processes in the Country Office, focusing on achievement of the following results:
•Analysis of requirements and synthesis of proposals for the planning, preparation and management of specific thematic, country programme/project evaluations and other types of evaluations.
•Drafting/revision of Terms of Reference (TOR) for specific project/thematic/sectoral monitoring and evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
•Guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with assigned project/thematic/sectoral evaluations and/or desk reviews, consultants and/or members of the evaluation team. Analysis and synthesis of monitoring and evaluation reports and other data sources on the to assess on the effectiveness and impact of UNDP programme 
•Development of templates for project monitoring and assurance visits and support staff training on project assurance and monitoring visits;
•Drafting and reviewing management responses to the evaluations, and monitoring their implementation
•Support to the management and coordination of third-party monitoring and /or any other data collection interventions in the country office, generate lessons learned for management.
•Ensures integration of gender and LNOB components in project design, monitoring and evaluation.Contributes to the establishment of statistics database
 
3. Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
•Support the timeliness and quality of project and programme reporting with a focus on evidence based reporting and reporting against indicators;
•Supporting results-oriented monitoring and evaluation training efforts trainings for project and programme staff and national counterparts ;
•Identification and formulation of lessons learned from evaluations and studies to be integrated into broader EO knowledge management efforts and contribute to evidence based projects and programmes.
•Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
•Participates as appropriate in quality assurance oversight processes to contribute to the strategic positioning of the country office
•Contributes to the data collection and evidence-based for the completion of Results Oriented Annual Reports and other corporate reports.
•Maintains oversight and verification measures over Country offices’s reporting against UN Cooperation Framework, UNDP CPD and Strategic Plan IRRFs
•Inputs to and update of outreach/publicity material geared towards partners and donors.
•Contributes to the UNDAF/CPD annual reviews
•Professional growth through active learning.
Contribute towards the development and implementation of the Country Office Communication Strategy and Action Plan.

Required Skills and Experience

Education:Master's or Bachelor’s degree in social policy, public policy, politics, economics, development studies or a related area.
 
Experience:
•Master’s with 2 years or Bachelor’s with 4 years of relevant experience in working with quality assurance instruments and results based management models.
•Experience in programme management and multilateral development stakeholders
•Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advance knowledge of spreadsheet and database packages, 
•Experience in handling of web-based management systems and ERP financials, preferably PeopleSoft (Atlas).
 
Language Requirements:Fluency in English, 2nd UN language desirable.
