UNDP’s Support to Marine Plastic Litter Reduction and Waste Management
Marine debris remains a major environmental challenge in Indonesia, affecting marine ecosystems, public health, fisheries, tourism, and the broader economy. To address this issue, the Government of Indonesia issued Presidential Regulation No. 83/2018 on the National Action Plan on Marine Debris (RAN PSL), targeting a 70% reduction in marine debris by 2025 through coordinated actions across 22 ministries and agencies under the National Coordination Team on Marine Debris (TKN PSL).
Building on the progress of the National Action Plan and recognizing the need for stronger waste governance beyond 2025, the Government of Indonesia is currently discussing the revision and potential integration of Presidential Regulation No. 83/2018 on Marine Debris Management and Presidential Regulation No. 97/2017 on the National Policy and Strategy for Household Waste Management (Jakstranas). This effort aims to strengthen a more integrated waste management framework that addresses waste reduction, handling, and leakage prevention from source to sea. The national commitment is further reinforced through the National Medium-Term Development Plan (RPJMN) 2025–2029, which targets 100% waste management coverage and zero plastic leakage by 2029.
UNDP Indonesia, through the Marine Plastic Litter Reduction Acceleration Secretariat Project, supports the Government of Indonesia in implementing the National Action Plan on Marine Debris by
strengthening coordination under TKN PSL, improving monitoring and reporting systems, and supporting policy development including updated regulatory frameworks for waste management beyond 2025. In addition, UNDP promotes innovative river waste management approaches, recognizing that rivers are a major pathway for land-based waste entering the ocean. These efforts aim to strengthen data systems, enhance stakeholder collaboration, and accelerate progress toward Indonesia’s marine plastic reduction and sustainable waste management targets.
Duties and Responsibilities
The Technical Associate will report directly to the National Project Manager of the Marine Plastic Litter Reduction Acceleration Secretariat and work in close coordination with relevant government counterparts, key stakeholders, and donor. The Technical Associate will work closely with the UNDP Country Office (CO) programme and operations teams, as well as project partners, to ensure technical quality assurance, compliance with UNDP rules and regulations, and the effective achievement of project results.
Provide technical support to ensure effective coordination, focusing on the achievement of the following results:
- Assist in coordinating technical input from team members and consultants to support effective delivery of project outputs.
- Support the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan.
- Provision of project inputs, mobilize goods and services, including preparing ToRs for expert consultants, meetings and workshops.
- Effective support for the preparation and compilation of inputs to ensure quality of project deliverables
- Support troubleshooting of implementation issues by providing technical analysis and recommended solutions.
- Effective support in preparing high-quality progress reports and supporting documentation.
- Effective coordination and preparation of inputs for engagement with the Project Board on matters that require their attention, including issues related to deviations from approved work plans and tolerance levels (e.g., deviations in targets and/or budget);
- Effective support on monitoring project performance, and the preparation of high quality and results oriented progress reports.
- Active contribution to integrating gender considerations into project activities, including data collection, analysis, and reporting.
Support for planning, monitoring, and reporting, and implementation of the project focusing on the achievement of the following results.
- Effective monitoring of progress against the approved work plan and contribution to identifying any deviations;
- Regular monitoring of project activities to ensure alignment with annual targets and SOPs;
- Effective contribution to the preparation of quarterly progress reports, ensuring accuracy and completeness.
- Provision of technical inputs and data for internal and external reporting requirements;
- Support Project Manager in preparation on the project board meetings especially on collection of background materials, progress updates, and proper documentation;
- Effective liaison with relevant UNDP units (e.g., MPO) by providing technical inputs for review, reporting, and evaluation processes;
- Effective support to the application of gender equality principles in Results-Based Management, including gender marker inputs in systems such as QUANTUM;
- Contribution to the documentation of lessons learned, best practices, and knowledge materials;
- Effective support knowledge management related to river debris removal technologies, circular economy approaches, and sustainable financing mechanisms;
- Effective collaboration with research institutions by providing technical inputs for baselines, KPI methodologies, and data validation.
Support to build a strategic partnership and the implementation of resource mobilization, focusing on the achievement of the following results:
- Timely preparation of technical briefs and background documents to support stakeholder engagements.
- Provision of technical support in maintaining communication with government counterparts, development partners, private sector, civil society, and other stakeholders.
- Effective coordination of inputs for integrated action plans related to riverine plastic waste management.
- Contribution of technical input to ensure alignment of project interventions with local planning and budgeting frameworks.
- Implementation of capacity-building activities for stakeholders, including preparation of training materials and technical content.
- Provision of technical inputs to policy discussions and technical dialogues on waste management, circular economy, and related initiatives.
- Support the identification of potential areas for resource mobilization by preparing technical information and background analysis.
- Provision of technical input to the communication team CO to support visibility and stakeholder awareness.
To provide technical support for the Performance-Based Approach (PBP), focusing on the achievement of the following results:
- Provision of technical advice and ensuring effective implementation of validation methodologies for assessing riverine plastic waste collection and processing performance.
- Provision of technical input to the development and refinement of KPIs and performance parameters.
- Provision of technical reviews on the studies on debris clean-up technologies and waste processing approaches.
- Effective coordination of technical interactions with Independent Assessors by preparing data, documentation, and reviewing inputs;
- Effective verification of field-level implementation activities, including debris interception and waste handling practices.
- Ensuring compliance with UNDP Social and Environmental Standards (SES);
- Timely review and documentation of technical reports from implementing partners and CSOs;
- Provision of technical input to assess technical capacity gaps of partners and support related capacity-building initiatives.
To facilitate knowledge building and management for and from the project implementation, focusing on the achievement of the following results:
- Identification of lessons learned and best practices from project implementation and related initiatives.
- Organizing training and capacity-building activities for project staff and stakeholders;
- Effective preparation of knowledge products, including documentation of case studies, lessons learned, and technical summaries;
- Contribution to internal knowledge sharing within the project and with relevant stakeholders;
- Provision of inputs to gender-related knowledge products, including gender analysis and mainstreaming efforts.

Required Skills and Experience
Education:
- Secondary education is required. Or
- A university degree (bachelor´s degree) in Environmental Engineering, Environmental Science, Waste Management, Marine Science, Natural Resource Management will be given due consideration, but it is not a requirement.
Experience:
- Minimum 7 years (with secondary education) or 4 years (with bachelor’s degree) of relevant work experience in the field of environmental and/or natural resource management, waste management, marine debris management, circular economy initiatives, or related fields.
Required Skills:
- Experience in using computers and office software packages (MS Word, Excel, etc).
- Demonstrated ability to work effectively with a wide range of stakeholders.
- Experience in project management
Desired Skills:
- Strong professional knowledge and experience in environmental issues, particularly marine debris, waste management, and circular economy.
- Proven experience in implementing environmental or waste management projects, including coordination with multiple stakeholders such as government institutions, local authorities, private sector, cross-ministerial bodies, and international organizations in multi-cultural environments.
- Experience dealing with Integration of Sustainable Waste Management (ISWM) or participatory planning processes
- Experience in project management and monitoring progress of the work plan
- Experience in dealing with Performance-Based Approach (PBP) mechanism
