Background

Due to a long period of neglect and under-investment, urban infrastructure in BiH, public and residential buildings, energy systems and utilities, waste management, and transport, are now in need of expansion and modernization. From a global environmental standpoint, this situation contributes to a steady increase in greenhouse gases (GHG) emissions, primarily associated with energy use in public facilities. Public facilities are also the largest energy users and GHG emission sources in municipalities in BiH. Modernization, upgrade and expansion of municipal buildings, infrastructure, and services in BiH will improve the quality of urban life and achieve a range of important local and global environmental and sustainable development benefits.
 
To achieve abovementioned, Project “Catalyzing Environmental Finance for Low-carbon Urban Development” (UrbanLED) strives to leverage investment for transformational shift towards low-carbon urban development (LCUD) in Bosnia and Herzegovina thereby promoting safer, cleaner, and healthier cities and reducing urban GHG emissions. To enable this transformational shift, the Project facilitates implementation of technically and economically feasible low-carbon solutions in key urban sectors and promote their wider uptake by municipalities and private sector via dedicated financial mechanisms established within the national environmental finance frameworks. The Project also accelerates the implementation of a policy and regulatory framework supportive to low-carbon investment in cities. First, it supports key environmental finance institutions (i.e. entities' environmental funds) to establish innovative financial mechanisms for LCUD (Component 1). Under Component 2 and 3, the Project provide support at the local level in cooperation with relevant public authorities to help build their capacities to identify, carry out and monitor low-carbon projects in key urban GHG emitting sectors, public facilities, and utilities (Component 2) and waste management and logistics/transport (Component 3). Finally, under Component 4, at the entity/sub-national level the Project provide technical support to relevant public authorities to design and adopt policies and regulations to enable the scale-up low-carbon investment. In addition, national awareness raising, and an advocacy campaign is designed to secure public support and promote behavioural changes towards low-carbon urban living.
 
The Project has been financed by Global Environment Facility (GEF) and is directly implemented by UNDP Bosnia and Herzegovina Country Office.
Under the direct supervision of the Climate Change Mitigation Programme Manager and overall supervision of the Sector Leader, the Project Officer will manage implementation of the „Catalyzing Environmental Finance for Law-Carbon Urban Development“ (LCUD). Project Officer will be in charge for day-to-day implementation of project's activities in BiH and collaboration with key local partners (MoFTER, Environmental ministries in FBiH and RS and Environmental Funds in FBiH and RS) in delivery of project's and other planned outputs. In addition, the Project Officer will also be responsible for providing overall direction, development and oversight of work-plans, operational management, supervision of employees within the project, financial management, partnership collaboration and coordination, monitoring, evaluation and regular reporting on activities in accordance with the relevant project document. Moreover, the Project Officer is expected to support the Sector to obtain additional resource mobilization of environmental related projects. 
 

Duties and Responsibilities

1.Coordinate the overall implementation of the Urban LED Project Activities
 
  • Promote overall integration of the project into the country's activities, policies, and plans
  • Prepare annual work plans with indicative scheduling of identified main outputs and activities as guidance documents for the formulation and review of annual work plans
  • Provide guidance and reviews of technical specifications of project outputs and activities
  • Supervise personnel and subcontractors engaged in delivering aspects of the project's work plans
  • Organize and coordinate project activities such as workshops, studies and publications, subcontracts, equipment, and administrative support
  • Encourage shared learning with national partners
  • Provide secretariat service to the Project Board (PB) including coordinating the PB meetings, ensuring that all PB representatives receive relevant information ahead of meetings; presenting the Project's progress to the PB; taking notes during as well as circulating notes after the PB meetings
  • Ensure close coordination between other relevant projects and programmes; both in-country and those led by the partners and other organizations
  • Facilitate coordination and other support from consultants hired for the Project, and for any relevant missions directly related to the Project
  • Ensure that the Urban LED Project produces the outcomes at the required standards and within the specified cost and time limits
 
 
2.Providing technical advice and support to the implementation of the Project activities
 
  • In consultation with the partners prepare TORs for consultants and comment on their reports
  • Co-develop relevant policy briefs, lessons learned documents, communication materials, website updates, and other relevant publications
  • Provide advice related to the GEF processes
 
3.Monitoring, evaluation and reporting of the overall Project deliverables
 
  • Carry out regular follow-up and monitoring of implementation activities
  • Carry out regular monitoring and reporting on risk and mitigation measures
  • Ensure timely preparation and submission of required reports, including technical and financial reports to relevant parties as well as bi-annual progress and expenditure reports, per the requirements of the donors
  • Provide regular updates on the Project’s progress to key stakeholders according to the communication plan
 
4.Knowledge management and gender equality
 
  • Coordinate wide dissemination and visibility of project achievements
  • Coordinate dissemination of information and knowledge management within the team for effective project implementation
  • Coordinate activities to ensure that project key results achieved, knowledge tools and products have been mainstreamed within the project field work, as well as within other relevant UNDP interventions and support their popularization and application beyond UNDP scope of work
  • Coordinate the transfer of projects deliverables, documents, files, equipment, and materials to national beneficiaries
  • Ensures gender is effectively mainstreamed throughout the project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail
  • Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products

Required Skills and Experience

Academic Qualifications/Education
  • Master’s degree in environmental sciences, engineering, or related studies;
  • BA degree with additional two years of experience may be accepted in lieu of MA
Experience
  • At least three years with MA (or five years with BA) of professional experience in  project design, including demonstrated capacity to actively explore new, innovative implementation and financing mechanisms to achieve the project objective;
  • Excellent understanding of environmental issues in BiH (waste, wastewater, emission to air and air pollution of the energy and industry sector);
  • Experience in dealing with government, NGOs and Donors
Languages Requirements
  • Fluency in English and languages of people of BiH
Other Requirements
  • Good understanding of post-war and post-socialist transition context, poverty, and local development support strategies
