Background
UNDP supports the consolidation of democratic governance in Moldova through institutional development, transparency, and accountability, working closely with the Central Electoral Commission (CEC) and the Centre for Continuous Electoral Training (CICDE). Through the EDMITE project, UNDP strengthens democratic resilience by reinforcing electoral institutions against cyber operations, disinformation, and illicit political finance, in line with OSCE/ODIHR and Venice Commission recommendations and the 2024–2027 Strategic Plans of the CEC and CICDE.
Over recent years, UNDP has supported the modernization of key electoral digital systems, including upgrades to the real‑time turnout and results portal, deployment of the Electoral Complaints Module, maintenance of Electronic Subscription Lists for secure signature collection, stabilization of the Financial Control Module, and enhancements across multiple SAISE applications such as administration, observers, ballot generation, pre‑registration, and the new results‑visualization platform. UNDP also supported cybersecurity exercises, performance testing, and operational assistance on Election Day, ensuring system stability during large‑scale attacks.
The EDMITE project maintains and advances the full suite of CEC electoral IT systems, including State Automated Informational System “Elections” (SAISE), SAISE Admin, E‑Day, Procese Verbale (PV), Electoral Complaints Module (ECM), Electoral Subscription Lists (ESL), Financial Control Module (FCM), State Register of Voters (SRV), the observer application, the pre‑registration module, the ballot design and generation tool, the results‑visualization platform (www.pv.cec.md), the CECE II websites (35 subsites), the polling‑station accessibility data platform, and the online platform for political contestants’ activity reporting. Together, these systems form the digital backbone of electoral operations and require synchronized modernization, integration, and risk management.
To strengthen project management capacity and ensure effective coordination of Moldova’s electoral digital systems portfolio, UNDP will engage an IT Project Analyst for Electoral Systems. As part of the EDMITE team, the Analyst will support the end‑to‑end management of electoral digital systems, ensuring structured planning, implementation, monitoring, and quality assurance in line with UNDP’s project management standards. The Analyst will translate institutional needs into technical specifications, coordinate and supervise external development teams to guarantee coherent execution, guide development cycles, monitor deliverables, and ensure compliance with functional requirements.
To safeguard the robustness and reliability of electoral digital platforms, the Analyst will oversee the integration of independent Third‑Party Quality Assurance (QA) services, ensuring that load testing, stress testing, and performance validation are incorporated into project plans, systematically monitored, and reported within the overall assurance framework.
Throughout the process, the Analyst will ensure alignment with national cybersecurity policies led by STISC and the National Cybersecurity Agency. Through this support, the consultancy will reinforce the resilience, transparency, and long‑term sustainability of Moldova’s electoral digital infrastructure.
Duties and Responsibilities
Under the overall supervision of the EDMITE Project Manager, the IT Project Analyst will work as a member of the UNDP EDMITE team and will provide strategic, technical, and coordination support for the portfolio of electoral information systems used by the Central Electoral Commission (CEC).
The Analyst will serve as the principal technical focal point and systems integrator between UNDP, the CEC, technical units, vendors, and other relevant stakeholders, ensuring that electoral digital systems are planned, implemented, monitored, and maintained in line with institutional requirements, national standards, cybersecurity regulations, and UNDP quality expectations.
The incumbent will contribute to the modernization, redesign, integration, and operational sustainability of electoral digital systems and platforms, while ensuring coherence across interventions, reliability of technical solutions, sound coordination with service providers, and continuous institutional support to the CEC.
In particular, the IT Project Analyst will be responsible for the following:
Strategic planning, technical coordination, and implementation oversight:
- Lead and maintain integrated planning for the portfolio of electoral IT systems and services, including activities, milestones, risks, interdependencies, and resource requirements.
- Provide regular analytical updates and progress reports to UNDP and the CEC on achievements, implementation status, risks, incidents, mitigation measures, and recommended actions.
- Translate institutional and operational requirements into functional and technical specifications for digital products and system improvements.
- Coordinate closely with UNDP analysts and other project counterparts engaged in related electoral processes to ensure consistency, complementarity, and synergy across interventions.
- Maintain structured day-to-day coordination with the CEC technical units, management, UNDP Digital Development Analyst, and other designated focal points to support timely decision-making and effective communication.
- Liaise with third-party service providers and technical partners to ensure effective collaboration, coherent implementation, and proper integration of external solutions into the CEC digital ecosystem.
Vendor management, quality assurance, and compliance support:
- Provide technical support for procurement and vendor engagement processes, including preparation of terms of reference, technical specifications, evaluation criteria, and acceptance parameters.
- Support technical evaluations, clarifications, onboarding, and follow-up with vendors during implementation, as required.
- Monitor vendor performance and implementation progress against agreed plans, service levels, quality standards, and technical requirements.
- Review, validate, and provide recommendations on vendor deliverables, ensuring compliance with approved specifications, interoperability requirements, cybersecurity standards, and relevant national procedures.
- Facilitate and oversee independent third-party quality assurance processes to verify system reliability, transparency, compliance, and operational readiness.
- Ensure that defects, gaps, non-conformities, and security issues are identified, documented, tracked, and addressed in a timely and systematic manner.
Oversight of electoral systems modernization and operational reliability:
- Provide end-to-end technical and coordination oversight for the modernization, redesign, testing, deployment, stabilization, and maintenance of electoral information systems and digital platforms operated or supported by the CEC.
- Guide the integration of electoral systems into a more centralized, streamlined, and sustainable digital architecture.
- Ensure continuous oversight of system functionality, data integrity, security, operational performance, and sustainability across the electoral cycle.
- Monitor key performance and usability indicators to ensure systems remain reliable, transparent, scalable, and fit for operation under real conditions, including periods of high workload.
- Analyse change requests submitted by institutional stakeholders and provide recommendations on their prioritization, phasing, or rejection based on technical soundness, project scope, and compliance requirements.
- Flag risks, bottlenecks, and implementation issues to the Project Team and propose corrective or mitigating measures to ensure continuity and quality of delivery.
System integration, data architecture, and digital governance:
- Ensure that electoral subsystems operate within an integrated digital architecture supported by documented interfaces, harmonized data models, standardized formats, and traceable data flows.
- Support the establishment and maintenance of a centralized digital data repository for SAISE and related systems in order to strengthen transparency, interoperability, and evidence-based decision-making.
- Promote and monitor the application of data governance principles, including data quality, lineage, retention, versioning, access control, privacy, and auditability.
- Ensure traceability of system actions and data processing, including controlled reprocessing of records and preservation of complete audit trails.
- Review user access structures and role arrangements to ensure alignment with approved business processes, governance requirements, and relevant security standards.
- Ensure consistent coordination with STISC, the National Cybersecurity Agency, the Electronic Governance Center, and other relevant institutional actors in relation to system security, interoperability, and compliance.
Functional support to specific systems and public-facing digital platforms:
- Oversee technical implementation and functional reliability of the State Registry of Voters (SRV), including redesign, integration, testing, deployment, and stabilization, in line with legal, operational, and cybersecurity requirements.
- Supervise enhancement and audit follow-up for the State Automated Information System “Elections” (SAISE) and related components, ensuring that audit recommendations are translated into practical actions and tracked to completion.
- Support updates to internal procedures, bylaws, and technical documentation required for the sound functioning and governance of electoral systems.
- Oversee the development, enhancement, and maintenance of public-facing digital platforms, including CECE II websites and other transparency tools, ensuring accessibility, multilingual functionality, content consistency, secure administration, and integration with the broader CEC ecosystem.
- Support the development and maintenance of digital platforms related to polling station accessibility, political contestants’ activity reporting, transparency, and results visualization.
Testing, documentation, institutional strengthening, and knowledge transfer:
- Define and maintain acceptance criteria, test plans, user acceptance testing procedures, and quality control measures for relevant systems and subsystems.
- Ensure the preparation and maintenance of comprehensive technical and user documentation, including change logs, rollback procedures, configuration parameters, technical standards, and operational guidance.
- Support the institutional strengthening of the CEC through on-the-job guidance, structured knowledge transfer, development of standard operating procedures, and targeted technical trainings.
- Build the capacity of CEC staff to independently manage updates, configurations, operational decisions, access controls, and other system-related responsibilities in accordance with approved procedures.
- Contribute to strengthening operational resilience, change control, risk management, and sustainable technical capacity within the CEC Information Technology and Voter Lists Management Division.
Systems and platforms under the Analyst’s oversight:
- The Analyst will provide technical and coordination oversight across the portfolio of electoral information systems and digital platforms, including, but not limited to:
- Core systems: SAISE, SAISE Admin, E-Day module, PV platform, SRV, EVO;
- Operational subsystems: ECM, ESL, FCM, including its re-engineered version, pre-registration module, observer application, ballot design and ballot generation application, results visualization system;
- Web platforms and transparency tools: CECE II websites and district subsites, polling station accessibility platform, and online platform for political contestants’ activity reporting and transparency.
- This assignment focuses on continuous technical oversight, coordination, institutional support, and quality assurance rather than on isolated one-off deliverables. The position does not entail direct line management responsibility, but it requires close coordination across multiple technical contributors, institutions, and service providers to ensure secure, reliable, and coherent implementation of the electoral digital systems portfolio.
Facilitate knowledge sharing, institutional strengthening, and sustainable digital governance:
- Support the strengthening of institutional capacity of the CEC through on-the-job guidance, structured knowledge transfer, development of standard operating procedures, technical documentation, and targeted training activities related to the operation, administration, maintenance, and oversight of electoral digital systems.
- Promote integrated digital governance by supporting harmonized data models, traceable data flows, centralized data management, and sound rules on access control, privacy, retention, audit trails, and versioning.
- Ensure that technical and user documentation is maintained, including test plans, acceptance criteria, change logs, rollback procedures, and operational guidance.
- Contribute to the development of sustainable systems, processes, and capacities that enhance operational resilience, transparency, accountability, and long-term institutional ownership of electoral technologies and public-facing digital platforms.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation
Institutional Arrangement
The assignment will be carried out under the direct guidance and supervision of the UNDP EDMITE Project Manager, with day‑to‑day coordination ensured through the designated CEC focal point. As a UNDP‑employed member of the EDMITE team, the Analyst will work closely with CEC counterparts while maintaining independent responsibility for coordinating the full electoral IT portfolio, translating institutional needs into technical actions, and overseeing external development teams. The Analyst will be provided access to all information necessary for delivering the assignment and will be responsible for using his/her own working equipment (laptop, internet connection, phone, scanner/printer, and relevant software). All communication and documentation will be conducted in Romanian and English.

Education:

Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects.
Languages:
- Fluency in English and Romanian is required.
- Working knowledge of one or more additional languages relevant for Moldova, including Russian, Bulgarian, Gagauzian, Romani, Ukrainian or sign language is an asset.
Required Skills:
- Professional experience in IT Project Management in public or private sectors.
- Experience and knowledge of the Republic of Moldova’s ICT policies, regulatory framework and key sector-related stakeholders.
Desired Skills:
- Professional experience in the design and oversight of information system implementation, proven by personal involvement in at least 5 (five) information systems.
- Strong knowledge and experience of information systems architecture, backend‑web platforms, user administration, security standards, and accessibility requirements.
- Experience supporting public institutions or electoral bodies
- Previous professional experience in working with international organizations, including UN Agencies, USAID, World Bank, etc.
- Experience and knowledge of internationally recognized standards and best practices (e.g. OWASP, ITIL, ISO/IEC 270002, etc.)
Professional Certificates:
- Additional training or certification in project management is an advantage.
