Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background

 The United Nations Development Programme (UNDP) is implementing the Strengthening Ethiopia’s Elections for Democratic Sustainability II (SEEDS2) project to support the National Electoral Board of Ethiopia (NEBE) in fulfilling its constitutional mandate to administer credible, inclusive, transparent, and peaceful elections and referendums. SEEDS2 provides comprehensive technical and institutional support to strengthen NEBE’s capacity to effectively manage Ethiopia’s electoral processes, including preparations related to the 7th General Elections

The SEEDS2 project builds on previous UNDP electoral assistance initiatives in Ethiopia and focuses on strengthening the institutional, operational, and technical capabilities of NEBE. The project aims to enhance electoral integrity by improving electoral systems, strengthening legal and regulatory frameworks, and supporting the development of professional election administration practices. Through targeted capacity-building initiatives, SEEDS2 assists NEBE in improving planning, operational management, and coordination mechanisms necessary for the successful organization of national elections. 

In addition, SEEDS2 supports NEBE in enhancing transparency, accountability, and stakeholder engagement throughout the electoral cycle. This includes strengthening communication with political parties, civil society organizations, media institutions, and the broader public. By promoting coordinated outreach and engagement activities, the project aims to foster greater public trust in electoral institutions and ensure that citizens remain informed and engaged throughout the election process. 

The project also provides operational and technical assistance for key electoral activities, including public events, communication campaigns, voter education initiatives, and stakeholder consultations. Through these activities, SEEDS2 helps strengthen NEBE’s institutional presence and its ability to effectively communicate with the public on electoral matters. The project further supports efforts to improve coordination across NEBE departments to ensure that outreach, civic education, and public information activities are delivered in a coherent and strategic manner. 

Overall, the SEEDS2 project contributes to strengthening Ethiopia’s democratic processes by enhancing the capacity of the National Electoral Board of Ethiopia to conduct professional, transparent, and inclusive elections. By supporting institutional development, voter education, public communication, and stakeholder engagement, SEEDS2 plays an important role in promoting citizen participation and building public confidence in Ethiopia’s electoral system, including in preparation for and implementation of the 7th General Elections and future electoral processes.

Scope of Work, Expected Roles and Responsibilities of the Incumbent 

Provision of reliable and secure driving services focusing on the following key activities: 

  • Apply defensive driving principles at all times and conditions
  • Check availability of fuel, water, and oils every day before start traveling
  • Ensures that the assigned vehicle is kept clean and ready to provide transport services
  • Provide satisfactory and punctual transport services to staff

Proper use of vehicle including daily maintenance and documentation focusing on the following key activities: 

  • Takes care of day-to-day maintenance services of the vehicle, check oil, water, battery, brakes, tires, etc
  • Perform minor repairs and arrange for other required repair services
  • Properly fill log sheets and make sure they are signed by users on daily basis
  • Timely inform the administration assistant when maintenance service is required
  • Make sure that all staff on board are UNSMS and/or allowed to be onboard by supervisor(s) for official purposes

Performs other duties as assigned by the office focusing on the following key activities

  • Assist programme and operations staff while receiving guests, arranging workshops, meetings and conducting procurements
  • Support programme and operations team in delivering and receiving messages to and from partners
  • Support the procurement team in making minor purchases and collects urgent purchases from local suppliers as requested

While on board and enroute, ensure UNSMS, UN properties and Assets Safety and Security focusing on the following key activities: 

  • Apply defensive driving principles at all times and conditions
  • Ensures that the steps, rules, and regulations are taken in case of reporting an accident
  • Timely reporting accidents to direct supervisor, field level UNDSS and local police/traffic
  • Collect and share facts to medical personnel and police officers, when necessary.
  • Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country missions, first aid kit, necessary spare parts.
  • Deal effectively and tactfully with officials and visitors that use his/her vehicle

Institutional Arrangement

Under the overall guidance of the SEEDS2 Chief Technical Advisor, the Driver contributes towards the effective delivery of the overall project activities. The incumbent works in close collaboration with programme and operations staff in the programme unit and the country office.

Required Skills and Experience

Education:

  • Secondary Education with a valid driver’s license.
  • Diploma in Auto Mechanics and related fields of study is an asset

Experience:

  • Minimum 2 years’ work experience (with high school diploma) in international development organizations is required. 
  • Valid 3rd grade driving license is required 
  • knowledge of driving rules and regulations and skills in driving and repairing different 4WD light vehicles highly desired.
  • Training/certificate on defensive driving is an asset 
  • computer literacy is highly desired 
  • At     least      two      years      of      driving      experience     with      UN      and Humanitarian/Development NGOs as a driver is an asset;
  • Diploma/certificate in auto mechanics is an asset 

Language:

  • Fluency in spoken and written English and the national language is a requirement.
