Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.
The International Commission on Missing Persons (ICMP) is the only international organization tasked exclusively to work on the issue of missing persons. It works with governments and other stakeholders, including families of the missing, to help them develop and maintain successful missing persons processes. To learn more about ICMP click here.
ICMP is implementing a multi-year project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights.
Position Background
ICMP is seeking a Legal Expert for a five month short term consultancy. No travel is required. The position is remote and no travel is required. Although there is flexilbility with actual working hours, the successful applicant will be required to often work similar hours to the Baghdad office (Sunday to Thursday, Arabian Standard Time).
Reporting directly to the Head of Program, and working closely with the Head of Legal Unit (HQ) and the Legal Officer in Iraq program, the incumbent will perform the following:
1. Finalize the Guides to families of the missing
- Provide substantive input and analysis to ICMP’s Guides to Families of the Missing in coordination with the ICMP Head of Iraq Program and Civil Society Initiatives Department
2. Legal analysis, research and drafting
- Provide legislative assistance to the Government of Iraq (IHCHR, etc.) in the form of comments to draft legislation, discussion papers and recommendations, specifically on the draft law on enforced disappearance
3. Training and capacity building
- Develop content and deliver training (face-to-face or remote) to civil society organizations and government actors on (i) mechanisms to report a missing person and (ii) rights of families to reparations
- Provide inputs to training needs assessment and identify potential training participants in close cooperation with the ICMP Center of Excellence and Learning
4. Identify and recruit a locally engaged lawyer in Baghdad
5. Other related duties as requested.
