Türkiye, an upper-middle-income country with a population of approximately 86 million in 2026, has maintained steady economic growth over the past five years, demonstrating resilience despite global and domestic pressures. In this context, United Nations Development Programme (UNDP) Türkiye has launched the implementation of its 2026–2030 Country Programme Document (CPD), structured around four strategic pillars: Good Governance, Social Development, Competitive Economic Development, and Climate, Environmental Sustainability and Resilience. Delivering this ambitious programme requires clear, coherent and impactful communication to effectively position UNDP’s results and value proposition. 

The Country Office (CO) continues to strengthen its strategic partnership with the Government—including through increased government financing—while expanding collaboration with the European Union, international financial institutions (IFIs), and the private sector through both new and ongoing joint programmes. 

The CO manages a large and diverse portfolio, with annual delivery exceeding US$40 million, consistently ranking among the top five offices in the Regional Burreau for Europe and CIS (RBEC) region. UNDP continues to support Türkiye in hosting approximately 2.3 million Syrian refugees, with a strong focus on job creation, economic inclusion and resilience-building for both refugees and host communities, supported by significant EU funding. Beyond refugee response, UNDP contributes to enhancing Türkiye’s economic competitiveness through support to innovation, digital transformation and productivity growth, including targeted interventions that strengthen SMEs, promote inclusive value chains, and expand opportunities for women’s economic empowerment and rural development. Partnerships with the private sector are increasingly central to these efforts, enabling scalable solutions, access to markets, and sustainable impact. Following the ratification of the Paris Agreement in 2021, Türkiye has adopted an ambitious climate agenda, including a net-zero emissions target by 2053 and a broader green transformation, with a focus on climate resilience and disaster risk reduction. The hosting of COP31 in 2026 further underscores Türkiye’s leadership and the need for strong communication and advocacy to highlight results. 

Türkiye’s role as a geostrategic actor and emerging donor also shapes UNDP’s positioning. Development interventions are increasingly designed not only for domestic impact but also for regional and global replication. UNDP and Türkiye maintain a strong multi-level partnership spanning country, regional and global engagement. Türkiye hosts both the UNDP Istanbul Regional Hub (IRH) and the Istanbul International Center for Private Sector in Development (ICPSD), and contributes financially to UNDP’s core resources, regional programmes and ICPSD. 

This dynamic partnership landscape further underscores the importance of consistent, high-quality communication to amplify results, showcase innovation, and reinforce UNDP’s strategic positioning. Delivering this diversified portfolio requires proactive, results-oriented communications that support resource mobilization, donor visibility and compliance, and position UNDP Türkiye as a trusted partner. 

3.   Scope of Work
 

Strategic Communications and Advocacy

  • Led the development, implementation and review of the Country Office (CO) communications strategy, aligned with UNDP corporate priorities CPD, and resource mobilization objectives.
  • Serve as strategic communication adviser to senior management on policy, programme and partnership positioning.
  • Lead crisis communication and reputational risk management, including preparation of key messages, media lines and briefing materials.
  • Identify strategic communication opportunities (“elevation topics”) linked to key programme areas, including economic competitiveness, innovation and digital transformation, climate action, and resilience.
  • Conduct media and stakeholder analysis, including scanning of political, economic and social developments, and advise senior management on communication approaches, risks and mitigation strategies.

 Content Development, Media and Public Outreach 

  • Develop and disseminate high-quality communication and advocacy products, including press releases, feature stories, op-eds, multimedia assets, briefs, and background materials.
  • Promote media coverage of UNDP’s priority initiatives, including those related to refugee response, green transition, innovation, and inclusive economic development, etc.
  • Manage media relations and maintain a network of journalists and partners; respond to media inquiries and facilitate interviews.
  • Organize and support public events, campaigns and high-level engagements (e.g. roundtables, press briefings, major events including COP-related engagements), ensuring visibility of UNDP partners.
  • Ensure consistent messaging that highlights UNDP’s impact, partnerships and value proposition.

Digital Communications and Visuals

  • Lead the implementation of the CO’s digital communications strategy across web and social media platforms.
  • Manage website content in line with corporate standards, ensuring timely and engaging presentation of programme results.
  • Oversee development of video stories and interview based products showcasing results and partnerships.
  • Monitor analytics and performance of digital content and optimize outreach to key audiences.
  • Maintain digital assets, including photo and video libraries, ensuring accessibility and quality control.

Publications and Knowledge Products

  • Lead he development and implementation of the CO publications strategy in line with UNDP guidelines.
  • Coordinate the design, preparation, editing, translation and dissemination of publications, reports and communication materials.
  • Identify and develop compelling storylines that showcase programme results, innovation and lessons learned.
  • Lead the production of donor visibility materials and communication inputs for reports and briefings.               

Partnerships, Resource Mobilization and Visibility

  • Lead communication efforts that strengthen partnerships with government, bilateral donors, Vertical funds, the European Union, International Financial Institutions (IFIs), private sector and other stakeholders.
  • Contribute to positioning UNDP as a partner of choice by clearly communicating achievements, results, and the impact of UNDP work.
  • Collaborate with programme teams to package and communicate results for partners  engagement, visibility and resource mobilization.
  • Facilitate stakeholder engagement and dialogue through targeted communication and outreach activities.

Knowledge Management and Capacity Building

  • Capture, synthesize and disseminate best practices, success stories and lessons learned across programme areas.
  • Liaise with Regional and HQ Communications units to contribute to corporate campaigns global narratives and amplify visibility of country office work.
  • Contribute to knowledge sharing platforms and repositories.
  • Provide guidance and training to CO staff and project teams on communications tools.
  • Ensure effective internal and external communication and knowledge sharing.

Managament and Operational Support

  • Lead planning, coordination and implementation of communications workplan, including inputs to annual budgets.
  • Provide functional leadership to the communications team in portfolios, coordinating closely with programme teams and senior management.
  • Prepare Terms of Reference and support procurement processes related to communication services and products.
  • Manage vendors and service providers (e.g., designers, media, translators, etc) to ensure timely delivery of communication-related outputs.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

4.      Institutional Arrangement

Under the direct supervision of the Resident Representative and overall guidance of the Deputy Resident Representative, the Communications Analyst will support the design and implementation of integrated communications and advocacy efforts to enhance UNDP Türkiye’s visibility, strengthen strategic positioning, and support partnerships and resource mobilization in line with the corporate priorities.

6.     Minimum Qualifications of the Successful NPSA

Minimum Education requirements
  • Advanced university degree (master's degree or equivalent) in Communication, Journalism, International Relations, Public Administration, or related field, or 
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Minimum years of relevant work experience 
  • Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in public relations, advocacy, or communications is required.
Required skills 
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.). and advanced knowledge of web-based management systems such as ERP.
  • Experience in content management systems, social media and graphic design. 
  • Knowledge and experience in handling of web-based management systems.
  • Previous experience working in a multilateral or international organization. 
  • Proficiency in the use of content management systems, HTML coding, photo editing tools and other web publishing tools.
