Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
- Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments

Background
The United Nations Development Programme (UNDP) is the UN's global development network, working in about 170 countries and territories. ln line with its 2026-2030 Country Programme, UNDP in Bosnia and Herzegovina (BIH) focuses on green, sustainable, and inclusive growth, on accountable and transparent governance and rule of law, as well as social cohesion. UNDP is fully committed to support BIH with regard to its Agenda 2030 commitments as well as the European Union (EU).
UNDP in BIH implements a portfolio of projects that engage and support a wide range of stakeholders, including institutional partners and socio-economic actors, strengthening their capacities for pursuing relevant socio-economic reforms, strengthening social cohesion, and implementing the SDG Framework in BIH.
In this context, UNDP implements several initiatives through its Effective Governance Sector, including and Gender Equality Accelerator Joint Programme - Pillar 3: Governance and Leadership (GEA Pillar 3), as a part of the overall GEA, a four-year initiative implemented by UN Women, UNICEF, UNDP, and UNFPA. GEA aims to create an environment where women and girls can thrive, contribute to growth, and actively participate in shaping their communities.
The overall GEA Programme is structured around three transformative impact areas:
- Eliminate violence against women and girls.
- Empower women economically.
- Elevate women in leadership and gender-responsive governance.
Under GEA JP Pillar 3 – Governance and Leadership, UNDP will work closely with authorities at all levels to strengthen governance systems and support the integration of gender equality into strategic and institutional planning processes. This includes technical assistance for the development and implementation of gender-responsive strategies and policies, strengthening coordination mechanisms, and building institutional capacities to mainstream gender across public administration.
Aligned with Bosnia and Herzegovina's (BiH) commitment to Agenda 2030 and the SDG Framework, the Project plans to support ten local governments (LGs), three cantons, and Brčko District BIH. The support will focus on localizing SDGs, preparing and operationalizing development strategies, and embedding gender-sensitive principles into planning, budgeting and audit processes.
Duties and Responsibilities
The incumbent’s duties are outlined below and are to be undertaken with due respect to UNDP regulations and rules and in accordance with UNDP internal control framework, under the direct guidance of the GEA Pillar 3 Project Manager and in close cooperation with the UNDP CO Gender and Inclusion Analyst-Gender Advisor.
a) Coordinate efforts toward strengthening the institutional frameworks and capacities for promoting gender equality and women’s leadership in decision-making processes.
- Serve as the focal point for coordinating activities aimed at empowering women and adolescent girls to engage in leadership and decision-making roles.
- Support the design and implementation of training programs for women aspirants, political candidates, and elected officials, focusing on leadership skills, ethics in governance, and legislative functions.
- Oversee the development and delivery of civic education programs targeted at increasing women’s participation in public life, including materials, training, and outreach efforts.
- Coordinate the preparation of policy recommendations and institutional guidelines to support women’s political participation, ensuring alignment with national and international standards for gender equality.
- Manage the logistical arrangements and monitoring of training sessions for local gender mechanisms, gender focal points, and other stakeholders, ensuring effective participation and implementation of best practices in inclusive governance.
- Collaborate with UN agencies and local partners to ensure that policies, strategies, and initiatives for gender equality are implemented efficiently and in line with international gender frameworks.
b) Coordinate technical support and capacity-building for audit institutions and parliamentary bodies in conducting and processing SDG-based audits.
- Assist in enhancing the technical capabilities of auditors, ensuring that auditors are trained in SDG-based audits with a specific focus on gender-responsive budgeting.
- Support the development and execution of a SDG-based audits, with particular attention to SDG 5, promoting gender-responsive budgeting within audits.
- Work with relevant stakeholders to create and institutionalize policies that integrate gender-responsive budgeting into audit practices, ensuring that policies are developed to institutionalize this approach.
- Facilitate workshops, training sessions, and collaborative events to improve understanding and implementation of gender-responsive budgeting practices across audit institutions.
- Ensure that outputs are aligned with the broader goal of advancing SDG 5 and promoting gender equality in the public financial management and audit sectors.
- Collaboration with national and international audit bodies, as well as other UN agencies, to strengthen auditing capacity and enhance SDG-related accountability frameworks.
- Provide advanced technical support to parliamentary groups, assisting them in overseeing the implementation of SDGs, with an emphasis on gender equality and women’s empowerment.
- Work with existing parliamentary bodies to integrate all pillars of sustainable development, including gender equality, and promote gender-transformative initiatives.
- Support the organization of parliamentary thematic sessions focused on SDG implementation and gender equality-related issues.
- Strengthen the capacities of parliamentarians to advocate for and lead gender-transformative initiatives within their legislative bodies.
c) Ensures coordination of activities with UN agencies and reporting activities.
- Ensure close coordination with relevant ministries, municipalities, CSOs, and other UN agencies to promote synergies across project components.
- Support data collection, monitoring, and evaluation to track progress, results, and beneficiary feedback.
- Preparing and maintaining project documentation, correspondence, and progress reports in compliance with UNDP procedures.
- Capturing and disseminating success stories and lessons learned to enhance project visibility and knowledge management.
- Providing operational support for procurement, contracting, and financial monitoring, ensuring adherence to UNDP standards.
d) Knowledge management and gender equality
- Capture and support wide dissemination and visibility of Project achievements, particularly with regard to success stories.
- Ensures that knowledge material and relevant documentation are maintained adequately.
- Facilitate and stimulate interaction and synergies between the project and other stakeholders working in the field of gender based violence, ensuring gender equality.
- Support the Project and Good Governance Sector in mainstreaming gender equality in the project implementation.
- Ensure that all project documents prepared are written using gender sensitive language.
- Mainstream gender equality and human-rights principles in all activities, ensuring gender-sensitive communication and reporting.
- Proactively draft reports to best capture interventions, lessons learned, and behavioral changes.

Required Skills and Experience
Education:
- Advanced university degree (Master’s Degree or equivalent) in public administration, economics, gender studies, law, political sciences, social sciences or related field is required, or
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying work experience, will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with a Master’s degree in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional administrative, project or gender-related experience at the national or international level.
Desirable Criteria:
- Demonstrated experience in implementing, and monitoring programs addressing GBV and domestic violence, with knowledge of legal frameworks and international best practices.
- Experience in organizing and monitoring training sessions for diverse audiences.
- Expertise in mainstreaming gender equality and social inclusion principles into project implementation and supporting programs targeting vulnerable groups, including GBV survivors.
- Experience in building and maintaining partnerships with government institutions, CSOs, UN agencies, and the private sector to foster collaboration and synergy.
- Experience in preparing narrative reports, success stories, and knowledge materials to boost project visibility.
- Excellent computer skills (especially Microsoft Office applications) and ability to use information technology as a tool and resource.
Required Language(s):
- Fluency in English and Bosnian/Croatian/Serbian is required.
