The Sanitation and Hygiene Fund is a public-private partnership committed to saving lives and improving the well being of people by improving access to sanitation, hygiene and menstrual health hygiene. The Fund will invest in country led programmes to accelerate progress and sustainable impact toward the achievement of SDG 6.2. 

The Fund will maximize the efficiency and effectiveness of international development assistance and national investment. Staff at the Fund manage grants, coordinate with partners,support countries, monitor and evaluate results, report on progress, manage donor relations and raise funds.

At the core of the new architecture is a country funding model designed to be an efficient and effective mechanism that can operate at scale and deliver impact and supported by a suite of policies that define how funding is to be invested.  The SHF uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and the long term sustainability of its programs.

Role of the Governance adviser

Governance of the SHF is through the Board and its Committees.  The SHF governance framework provides the structure through which the purpose, mission and objectives of the organisation are set, and the means of attaining those objectives and monitoring their performance are determined.  

The purpose of this role is to support the Board Chair via the Executive Director on the implementation of the new SHF Board.  The role will facilitate the governance activities of the SHF to ensure that the Board has the advice and resources it needs to perform its responsibilities, and that the records of its actions reflect that it has done so.

Functional Responsibilities

Support the establishment and ongoing operations of the SHF Board

  • Support the development and implementation of governance related, policies, processes and procedures that facilitate the board’s operations.

  • Oversee and/or coordinate the planning, preparation and logistics for Board and Committee meetings.

  • Provide substantive support to governance related meetings, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Liaise with ED to ensure smooth running of Board and Committees meetings to facilitate strategic decision making that furthers the organisation’s purpose and strategy based on quality information and documents.

  • Liaise with Board members to fulfil requests for information.

  • Maintaining a record of Board decisions and how they have been implemented; facilitating flow of information between Board, Executive Director and Secretariat.

  • Ensure the proper induction of Board members by preparing appropriate information and documentation as required.

  • Facilitate the planning, preparation and logistics of visits to donor countries by Board members if required.

Governance

  • Assist in governance policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

  • Maintain and update the governance framework, including monitoring compliance. 

  • Participate in the development, implementation and evaluation of assigned governance programmes/projects; monitors and analyzes implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant stakeholders; identifies and tracks follow-up actions.

  • Research, analyzes and presents information gathered from diverse sources.

  • Provide timely, high quality, strategic and operational governance advice and support.

Support to the Chair of the Board

  • Ensure the effective and efficient management of the Chair function, through governance relations, outreach, diplomacy, and communication.

  • Organize, coordinate and oversee Chair’s representational activities on behalf of the SHF Board.

  • Undertake any other activities as requested by the ED to support the Chair

Knowledge management and innovation

  • Contribute to the development and introduction of innovation to ensure SHF is continually incorporating best practice governance approaches.

Impact of Results
The effective and successful achievement of results by the Governance Advisor, will support the SHF to achieve its vision of addressing the sanitation, hygiene and menstrual health gap; raise, catalyse and invest resources to accelerate delivery of sustainable sanitation and hygiene services for people with the highest burden and lowest ability to respond.



Education/Experience/Language requirements

Education

  • A Master’s degree in public administration, economics, law, political sciences, social sciences or related field is required.  
  • A bachelor's degree with a combination of two additional years of relevant experience may be accepted  in lieu of the master's degree. 

Experience 

  • A minimum of seven years of progressively responsible professional experience is required in the areas of international development affairs, diplomacy, outreach, facilitation, analysis, or advice and reporting. 
  • A successful track record of interacting with high level officials and intergovernmental bodies working with complex and sensitive issues.
  • Experience of working with bilateral and multilateral development agencies, including an aptitude for, and knowledge of, current issues in development is desirable.
Language 

Full working knowledge of English is essential. Knowledge of another official UNOPS language, particularly French, is an asset

Contract type: Fixed Term Staff Contract

Contract duration: One year initially, renewable subject to satisfactory performance and funding availability.
