Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background
UNDP, with support from The Coca-Cola Foundation (TCCF), is implementing the TCCF Plastics Circularity Project, which aims to strengthen the social, economic, and institutional foundations of Indonesia’s circular economy by empowering waste workers and improving community waste management systems across seven implementation sites: (1) Jabodetabek Metropolitan Area, (2) North Sumatera, (3) South Kalimantan, (4) Bali, (5) East Java, (6) South Sulawesi, and (7) Labuan Bajo.
This objective is pursued through five interconnected outputs that together support more inclusive and resilient circularity across the project’s target areas. These outputs focus on strengthening the capacity of waste workers, improving waste collection and recycling systems, expanding financial pathways for community-based waste enterprises, enhancing institutional and policy environments, and strengthening knowledge management and public outreach. Through these components, the project contributes to building local capacities that can be adapted, scaled, and replicated.
To ensure effective implementation and day-to-day management of the project, UNDP is establishing a Project Management Unit (PMU) within the Nature and Low Carbon Development (NLCD) Cluster, under which a Budget Management Associate is recruited based on this TOR.
Under the supervision of the National Project Manager, the Budget Management Associate will support the delivery of programme and project activities by entering and managing project data in UNDP’s corporate systems and by providing day-to-day technical and financial support to project implementation in accordance with UNDP rules and regulations.
In collaboration with the Project Assistant for Monitoring, Gender, Safeguard and Risk Management, the incumbent will also support project quality assurance and address relevant operational issues, including support to regular monitoring of project implementation.
The Budget Management Associate may supervise support staff. The Associate will work in close collaboration with the project team, operations units, and programme staff in the Country Office to resolve finance-related issues and ensure effective information exchange.
Duties and Responsibilities
The NPSA holder will work under supervision of the National Project Manager and on daily basis will be coordinated by NLCD. He/she will work full-time to carry out his/her responsibilities.
1. Provides effective support to management of the budget and financial management of the projects within the cluster assigned focusing on the achievement of the following results:
- Effective support to the Project Manager in putting together background information to assist in drafting project documents, work plans, budgets, proposals, etc.;
- Effective support to the management, accounting and administration of budgets for the CO programme in general and for specific projects;
- Timely creation of a project in Quantum, well prepared budget revisions and timely submission to Finance Resource Management Unit(FRMU), revised project award and project status, timely data collection to support project monitoring, including the delivery of project outputs against resources utilized; determination of unutilized funds, proper operational and financial close of projects.
- Provision of financial administrative support to regularly update the project management module in UNDP’s enterprise resource planning system (‘Quantum’). This data helps UNDP to report on its Country Programme Action Plan and contribution to the UN Partnership Development Framework (UNPDF) with Indonesia;
- Updated database of active development partners, donors and private sector actors in the field of waste management in Indonesia.
- Provision of finance related guidance to the executing agencies on routine implementation of projects.
- Presentation of information for audit of NIM projects, supports implementation of audit recommendations.
2. Provides effective accounting and administrative support to the portfolio in general and to specific projects within the cluster assigned focusing on achievement of the following results:
- Creation of requisitions in Quantum for development projects, register of goods receipt
- Timely and accurate support for the portfolio in general and to specific projects within the cluster assigned in creating voucher, issuing requisition, budget checking and receipting in Quantum.
- Effective and timely monitoring of the Accounts Receivables for UNDP projects and follow- up with partners on contributions
- Provision of administrative support for presentation of the project to the Project Appraisal Committee. Assistance with the finalization of the donor contribution agreement;
- Provision of financial administrative support for regular project board sessions to review progress against deliverables and targets;
- Provision of financial management support for regular project assurance monitoring (IPAR), active role in discussions to identify project operational and financial problems, development of solutions;
- Effective and timely Monitoring of Financial Report and the supporting document from implementing partner against agreed annual work plan.
3. Supports resource mobilization focusing on achievement of the following results:
- Structured documentation of all information and communication with donors related with financial, budget, relevant work plans
- Proper management and administration of budgets, regular monitoring for the mobilized resources within the assigned cluster and regular financial monitoring/spot check exercise to implementing partner and or responsible party
- Timely review of contributions agreement,and accurate account to record contribution
- Preparation of financial reports for donors according to donor’s requirements and schedule of reporting.
- Provision of advice and updated review on the overall budgetary and financial situation of development projects, including resource mobilization and expenditures status and performance vis-à-vis targets.
4. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
- Organization of trainings for the operations/ projects staff within the unit
- Synthesis and documentation of lessons learned and best practices in project support management
- Contributions to knowledge networks and communities of practice.

Required Skills and Experience
Education:
- Secondary Education is required OR
- A university degree (Bachelor’s degree) in Accounting Finance or Business, Public Administration, Economics, or other relevant fields would be given due consideration but it is not a requirement
- Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP), no UNDP Accountancy and Finance Test (AFT) is required.
- Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited. However, no UNDP Accountancy and Finance Test (AFT) is required.
- Candidate with no professional accountancy qualifications but with relevant experience must successfully undertake UNDP Accountancy and Finance Test (AFT) before shortlisting and must complete the UNDP Finance Training and Certification Programme (FTCP), if recruited.
Experience:
- Minimum 7 years (with High School degree) or 4 years (with Bachelor Degree) in the field of development for project management support.
- Relevant experience in administrative/ financial/ procurement/ asset management and project activities would be necessary.
Required skills:
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Desired Skills:
- Having experience in liaising and coordinating with government counterparts would be highly desirable
- Experience working with UNDP or other UN agencies and/or international organizations and/or major donor agencies will be an advantage.
- Experience in collecting, analyzing, and summarizing administration report.
- Advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
- Experience using budget/ travel management using UN/ UNDP rules and regulation would be highly desirable
Professional Certificates:
- A specialized certification in Accounting and Finance is desired
Required Language(s)
- Fluency in English and Bahasa Indonesia is required
