BACKGROUND
OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to:
- alleviate human suffering in disasters and emergencies
- advocate for the rights of people in need
- promote preparedness and prevention
- facilitate sustainable solutions.
In December 1991, the General Assembly adopted Resolution 46/182, designed to strengthen the United Nations' response to both complex emergencies and natural disasters. In addition, it aimed at improving the overall effectiveness of the UN's humanitarian operations in the field.
Afghanistan remains one of the most dangerous and most violent, crisis-ridden countries in the world, with a continued deepening and geographic spread of the conflict and natural disasters.
At the same time, Afghanistan is prone to earthquakes, flooding, drought, landslides, and avalanches. Over three decades of conflict, coupled with climate change, environmental degradation, and insufficient investment in disaster risk reduction strategies, have contributed to the increasing vulnerability of the Afghan people to cope with the sudden shock of natural disasters and increased risks posed to livelihoods. On average, each year, around 230,000 people are affected by natural disasters. Destruction of shelters, crops, food stocks, and damage to household and community assets such as water and sanitation infrastructure result in the need for emergency support to protect people from the different hazards.
The OCHA manages, among others, the Afghanistan Humanitarian Fund (AHF), which is a multi-donor country-based pooled fund managed by OCHA Afghanistan under the leadership of the Humanitarian Coordinator. It receives unearmarked contributions from donors into a single fund. The funds are used for ongoing humanitarian operations and to respond to new emergencies.
Position Purpose:
The incumbent reports to the Programme and Data Management Lead, under the overall supervision of the Head of the Humanitarian Financing Unit/AHF Fund Manager. The incumbent will provide support to the HFU in maintaining several monitoring tasks and responsibilities in terms of conducting field monitoring visits to do a physical verification for the partners' self-reported progress, reporting on project progress and findings, collecting data and analyzing the collected information, designing a survey questionnaire for the Remote Call Monitoring, and coordinating between the AHF partners and the Third Party Monitoring service contractor/s. Main duties will include developing monitoring plans, coordinating monitoring missions with OCHA field offices, relevant clusters, and respective implementing partners, traveling to project sites, preparing monitoring reports, analyzing and processing of collected information, sharing reports with clusters and IPs, uploading to the Grant Management System (GMS), and other responsibilities as required.
Key Duties and Accountabilities:
Within delegated authority, the incumbent will be responsible for the following duties
- Fund Management and Coordination
- Monitoring and Reporting
1.) Fund Management and Coordination
- Support and advise the Programme Lead on the overall management and administration of the Fund on issues related to monitoring.
- Manage and supervise Fund-related monitoring staff.
- Support the process of review, selection, and quality control of proposals during the allocation process- when needed.
- Serve as a focal point for all AHF partner project monitoring processes.
- Liaise with NGOs, UN partners, as well as clusters and OCHA field offices to follow up and coordinate on quarterly and monthly monitoring plans, as well as project progress.
- Conduct periodic field visits to promote the knowledge and support the appropriate use of the Fund in line with its Terms of Reference. Field visits should focus on key actors (i.e., OCHA field colleagues, recipient organizations, local governments, communities)
2.) Monitoring
- Facilitate necessary coordination and communication between the partners and Third-Party Monitoring (TPM)/Remote Call Monitoring (RCM) company
- Develop monthly monitoring visit schedules and share them with Regional Offices, Clusters, Third-Party Monitoring (TPM), and Remote Call Monitoring (RCM) as appropriate after the Head Monitoring approval.
- Conduct a Financial Spot Check and review of Narrative Reports
- Support Afghanistan Humanitarian Fund (AHF) in partner eligibility processes, including the review of Due Diligence/Internal Capacity Assessment.
- Any other task assigned by the supervisor and the Head of the Humanitarian Financing Unit
- Liaise and be the focal point for coordination with the Third-Party Monitoring as well as the Remote Call service providers.
- Monitor funded projects portfolio, based on the Operational Modalities, considering the level of risk associated with each implementing partner, project timeframes, reporting schedules, and other criteria as relevant.
- Strengthen AHF monitoring processes through knowledge sharing and the synthesis of lessons learned, in support of improved decision-making.
- Systematically provide information on project status to the Pooled Fund Manager, as well as to the Risk Management, Finance, and Programme leads, to support oversight, risk-informed decision-making, and timely follow-up on project implementation issues.
- Perform other duties as assigned by the Head of Humanitarian Finance / CBPF Manager.

QUALIFICATIONS
Education:
- An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences, or a related field.
- A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related areas is required.
- Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.
- Experience in program/project management, including monitoring and evaluation, is required.
- Experience in humanitarian financing (e.g., grant management, fundraising, or donor relations for humanitarian programmes) is desirable.
- Experience in a humanitarian context within the UN Common System or other comparable international organization is desirable.
Language:
- Fluency in oral and written English, Pashto, or Dari is required.
