Fishery Officer (International Marine Fisheries Management)

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The European Union (EU) has established the Cambodia Programme for Sustainable and Inclusive Growth in the Fisheries Sector (CAPFISH). The overall objective of the CAPFISH Programme is to support the Royal Government of Cambodia in the achievement of its long-term vision of social and economic development, food security and poverty reduction as initiated with the Deep Fisheries Reforms and laid down in the National Strategic Development Plan. The programme is structured in two components: one on aquaculture (i.e. CAPFISH-Aquaculture, adopted in 2016, EUR 30 million) and one on capture fisheries (i.e. CAPFISH-Capture Fisheries, adopted in 2019, EUR 92.7 million).

The stated objective of the capture fisheries component of the CAPFISH-Capture Fisheries programme is for Cambodia to have sustainable capture fisheries, contributing to food security and poverty reduction. The CAPFISH-Capture Fisheries programme comprises three interrelated pillars: 1. fisheries management and conservation; 2. post-harvest and trade; and 3. improvement and diversification of fisheries communities' livelihoods. The CAPFISH-Capture Fisheries programme functions through direct Budgetary Support to the Royal Government of Cambodia Fisheries Administration (FiA) and by Complementary Support provided through the FAO (fisheries management and conservation pillar), UNIDO (post-harvest and trade pillar) and NGOs and Civil Society Organisations (improvement and diversification of fisheries communities' livelihoods pillar).

This Complementary Support project (i.e. FAO-CAPFISH-Capture Fisheries) supports the fisheries conservation and management pillar within the CAPFISH-Capture Fisheries Programme. The specific outcome that the project will work to achieve within its timeframe and resources is improved capacity to strengthen fisheries management at the community, district/provincial, and national levels.

The Fishery Officer, under the overall guidance of the FAO Representative, reports directly to the Chief Technical Advisor (Team Leader) and works under the technical guidance of the Lead Technical Officer (LTO) at the Regional Office for Asia and the Pacific (RAP). He/She will work in collaboration with FAOKH relevant Units, the National Project Director (NPD), and the national team of the Project. The International Marine Fisheries Management Officer, together with the Project Implementation Unit (PIU) will be based in the Fisheries Administration and will work in close coordination and consultation with the DG FiA and the Fisheries Administration team.

Through the FAO CAPFISH Complementary Support project, the International Marine Fisheries Management Officer will provide technical assistance to the Fisheries Administration (both at national and subnational levels), the Senior National Team Leader and the CAPFISH-Capture Fisheries Programme teams on the issues relating to project implementation, including capacity building, institutional strengthening, planning and implementation of the FAO-CAPFISH-Capture Fisheries project. The Marine Fisheries Management Officer duties will include undertaking capacity assessments of Cambodia's marine and coastal fisheries information, research and fisheries management systems, and the use results for subsequent training and capacity building at national and sub-national levels to develop and implement coastal and marine fisheries management plans.

Comprehensive technical and policy expertise to support the planning, development and implementation of divisional programmes, projects, products and services in accordance with divisional objectives and FAO’s Strategic Objectives.

• Plans and leads components of multidisciplinary teams, leads and/or participates in Organization-wide, cross-divisional committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;

• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;

• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;

• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;

• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;

• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;

• Participates in resource mobilization activities in accordance with the FAO Corporate strategy.

• Prepares a workplan that aligns with (a) the overall work plan of the project, and (b) the workplan of marine fisheries activities under the budgetary support component of the CAPFISH programme;

• Prepares monthly progress reports against the workplan milestones and objectives, including gender specific onesto the project's CTA;

• Undertakes capacity assessments of the marine fisheries information, research and fisheries management systems, together with relevant project staff, both at the national and subnational levels, and use the results for subsequent training courses and work planning;

• Supports and advises the Fisheries Administration (FiA) in the relevant training and capacity building of staff and co-management groups at national and provincial levels to develop and implement gender-sensitive marine fisheries management plans, in line with the ecosystem approach to fisheries, including the monitoring and evaluation of management actions and tools;

• Advises and trains as appropriate provincial/cantonment project-sponsored staff in marine fisheries management principles, tools and activities;

• Coordinates the implementation of monitoring, control and surveillance plans activities relating to marine fisheries and participate in training workshops Together with the MCS experts;

• Advises on TORs and facilitates the recruitment of consultants relating to the project's marine fisheries activities, including the preliminary technical review and advice on clearance of reports;

• Supports the enhanced participation of the marine fisheries sector in cross-sectoral decision-making (e.g. EIA processes), identifying/developing technical advisory inputs as necessary;

• Produces marine fisheries training and technical manuals and policy briefs with FiA as appropriate;

• Participates with FiA staff in various marine fisheries initiatives as they arise to provide technical advice or mentoring;

• Initiates or undertakes other actions that may be required and appropriate to ensure the success of the marine

• Advanced university degree in marine fisheries management, marine biology, or other related fields;

• Seven years of relevant experience in capacity building in areas such as marine fisheries management, policy development or fisheries research;

• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

• Work experience in more than one location or area of work, particularly in field positions is desirable;

• Extent and relevant of experience with freshwater and marine fisheries in particular fisheries governance, fisheries habitats, IT, and fisheries research and experience working with local service providers;

• Familiarity with FAO and EU project procedures is an asset;

• Extent and relevant of experience in communicating effectively, both orally and in writing, complex and technical topics to diverse audiences;

• Demonstrated ability to build technical capacity of government counterparts and fisheries stakeholders;

• Experience working in Cambodia or in South-east Asia is considered an asset;

• Willingness and ability to travel to remote, rural locations, involving lengthy travel on rough roads and basic accommodations.
