In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data-driven including in its programme support efforts.
 
To these ends, UNDP is seeking to recruit a Programme Manager for Phase II of the ACP-EU Development Minerals Programme.
 
The demand for Development Minerals is increasing rapidly. This demand is driven by urbanization, infrastructure developments, clean energy production and industrialisation in the African, Caribbean and Pacific Group of States (ACP). 
 
Development Minerals are mined, processed, manufactured and used domestically in industries such as construction, manufacturing, infrastructure and agriculture. These type of minerals have a different risk profile in contrast to the remainder of the mining sector, particularly to large-scale high-value mining. For instance, their production and use in the domestic market means that they are not subject to international commodity price fluctuations. The sector is also dominated by artisanal, small and medium scale domestic businesses, with a large proportion of informal operators. 
 
Even though the Development Minerals sector is more employment-generating and poverty-reducing, it has a long history of policy neglect. In response to this, Phase I of the ACP-EU Development Minerals Programme, implemented between 2015 and 2019, successfully brought the sector to the forefront of the development agenda. The Programme is financed by the European Commission and UNDP and is implemented by UNDP at the request of the ACP Group of States. 
 
Based on the lessons learned from Phase I of the Programme and the consensus that emerged under the Mosi-oa-Tunya Declaration, Phase II will continue to provide training and capacity development support to Artisanal and Small-Scale Enterprises (ASMEs), their associations, the public institutions that support and regulate them and the social stakeholders impacted by minerals development. The aim is to achieve better livelihoods for ASMEs through higher employment and incomes. These objectives are met by: 1) Improving the business environment and formalising the operations of ASMEs; 2) Enhancing their entrepreneurial skills and improving access to finance, technologies and markets; 3) Strengthening social and environmental safeguards in mining and quarrying; 4) Supporting women-owned and/or women-run ASMEs; and 5) Facilitating inter-ACP knowledge exchange on Development Minerals. 
 
The Programme contributes to the achievements of the ACP’s Framework of Action on the Development of the Mineral Resources Sector; the ACP-EU Joint Cooperation Framework for Private Sector Development; the Africa Mining Vision (AMV); the Sustainable Development Goals; the African Union’s Agenda 2063; and to UNDP’s Strategic Plan 2018-2021. 
 

Duties and Responsibilities

The Programme Manager will work under the direct supervision of UNDP’s Senior Advisor on Extractive Industries and in close collaboration with the Management of the UNDP’s Representation Office in Brussels. S/he will ensure the Programme is successfully implemented in accordance with its Programme document and the contribution agreement with the European Commission.
 
The Programme Manager will: 1) manage the ACP-EU Development Minerals Programme: Phase II; 2) provide policy advice and technical assistance on minerals development; 3) strengthen existing and build new partnerships—with the EU and the ACP Secretariat in the first instance; and with governments, bilateral and multilateral organisations, the private sector, academia, research and training institutions, and civil society organisations; 4) assure the quality of Programme activities and outputs; 5) prepare and implement a Programme communication and visibility strategy; and 6) provide financial oversight, budgeting and reporting.
 
1)Programme Management
  • Conduct day-to-day management of the Programme;
  • Manage operational and reputational risks and take appropriate actions to address them;
  • Supervise and guide the work of the Programme team and ensure fluid communication within the team, despite their multiple locations;
  • Ensure timely and quality delivery of Programme outputs and reports in accordance with the Special and General Conditions of the Contribution Agreement signed with the EU and the Financial and Administrative Framework Agreement between the EU and the UN;
  • Prepare annual budgets and ensure that financial management and oversight are in place in accordance with UNDP’s rules and regulations;
  • Prepare annual work plans and ensure their tracking and monitoring on a regular basis;
  • Coordinate the mid-term progress monitoring and evaluation of the Programme; 
  • Organize the Steering Committee and Technical Committee meetings and ensure follow-up and communication of the decisions to partners; and
  • Work closely with the UNDP Representation Office in Brussels to provide regular programme updates and coordinate with the other Office units and projects.
 
2)Policy advice and technical assistance
  • Coordinate with UNDP’s different practice areas to ensure substantive coherence and operational synergies across the organisation;
  • Provide advice and technical guidance on the Development Minerals sector, and more broadly how the extractive industry can contribute to the Sustainable Development Goals;
  • Scan the priorities and strategies of the ACP Group of States and the EU in the extractives field and engage with their relevant departments to identify areas for policy dialogue and collaboration;
  • Share UNDP, EU, ACP strategies, policies and priorities in this sector with UNDP country offices, partners and UN agencies; and
  • Ensure coordination and organization of conferences, workshops, trainings. 
 
3)Partnerships, outreach and communication
  • Represent the Programme externally at conferences, meetings, consultations and outreach events;
  • Manage relations with the EC and the ACP Secretariat’s main counterparts, and by extension, with representatives (embassies) from ACP countries based in Brussels;
  • Work closely with UNDP Country Offices in Programme countries;
  • Provide oversight of the Programme’s subcontractors; 
  • Ensure the delivery of the communications and visibility strategy, making use of a variety of technologies and information platforms; and
  • Mobilise additional resources to complement the Programme budget.
 
4)Other duties and expected results
  • The Programme is successfully implemented in accordance with its Programme document and the contribution agreement with the EU;
  • The capacities of key stakeholders in the Development Minerals sector is enhanced, including that of public stakeholders such as regulatory agencies and local governments; private stakeholders such as small-scale mining enterprises and their associations; and social stakeholders such as civil society organizations and community groups; 
  • Steps are taken in selected countries to improve the management and operations of the Development Minerals sector; and
  • Additional resources are mobilised.

Required Skills and Experience

Education:
  • Master’s Degree in mining, geology, public policy, development studies, economics, business administration or a related field.
Experience:
  • 10 years of relevant professional experience, including programme management;
  • Experience in the fields of sustainable development, natural resource management, economics or in a related field is a requirement;
  • Field experience is desirable; 
  • Excellent networking and partnership building skills in a complex institutional setting; 
  • Excellent communication skills with ability to express ideas clearly, concisely and effectively— both orally and in writing, and
  • Experience with the workings of the UN, European Union institutions and the Secretariat of the ACP Group of States is an asset.
Language Requirements:
  • Proficiency in English;
  • Working knowledge of French is highly desirable;
  • Knowledge of other UN languages is an asset.
