Background

Sustaining peace in and between countries is critical to the promotion of local economic development in the context of the Secretary General’s Sustaining Peace Agenda, Agenda 2030 and the Sustainable Development Goals. Sustaining peace is thus increasingly recognised as a rational and cost-effective strategy for countries to ensure long-term stability and development. The joint UNDP-DPPA programme on Building National Capacities for Peace (Joint Programme) has made a ground-breaking contribution in bridging the gap between development policy analysis, programming and political engagement in pursuit of stable societies, peace and sustainable development. In its new phase (2019-2023), the Joint Programme aims to further strengthen the analytical capacities of the UN system in support of Member States’ and national stakeholders efforts to advance policy and programmatic coherence and support strategies for sustaining peace and development. The deployment of Advisors (variously called Peace and Development Advisors, National Capacities Advisors or Policy Advisors, depending on the national context and needs) has been the primary instrument of the Joint Programme to provide capacity for Resident Coordinators and UN Country Teams to support national partners in with analysis, programming advice, strategy design, monitoring and other initiatives aimed at sustaining peace. There are currently 56 such positions across the globe supporting RCs and UNCTs. In an effort to ensure that Advisors are better equipped and empowered to deliver on their mandates while ensuring residual national capacity, the Joint Programme has established in a number of contexts small teams where a national officer reinforces the capacity of the Policy Advisor’s engagement in policy and analytical support to  the RC, DPPA,UNDP and UNCT in the area of prevention and sustaining peace. In this regard, RCO Eritrea is seeking a national officer under the designation Policy Analyst, Peace and Development to work under the guidance of the senior Policy Advisor.

Duties and Responsibilities

Under the direct supervision of the Policy Advisor, the main duties and responsibilities of the PA will include:

1. Support the analysis of the national context through research, collation of information and analysis with specific a focus on sustaining peace;  

  • Collate information and analyse policies relevant to the UN’s role and mandate in Eritrea and the sub-region, with specific focus on supporting and promoting national peace and  social cohesion under the banner of Sustaining Peace and Agenda 2030;
  • Support the Policy Advisor in undertaking political economy and relevant analysis, monitoring and reporting on issues related to peace and security, including through analysis of local sources;
  • Carry out and coordinate research on particular issues and thematic areas

2. Identifying entry-points and support capacity building of UN and national stakeholders in context-responsive approaches to programming in support of sustaining peace;

  • Support in enhancing context-responsive approaches in UN programming;
  • Assist the Policy Advisor in identifying areas of programmatic engagement with national stakeholders related to capacity building in areas agreed with the government;
  • Under the guidance of the Policy Advisor, support the exploration of entry points with key national counterparts including the Government and civil society such as youth and women national associations;
  • Undertake mappings and analysis with key actors at local and national level, using the exercise to inform the support provided by the Policy Advisor and UNCT throughout the duration of the assignment;
  • Support the Policy Advisor in their engagement with national and local stakeholders, focusing particularly on engaging with relevant actors at local level and academia, to help link local initiatives to national-level institutions and policies which support long-term peace.

3. Provide technical support for coordination, partnerships and M&E;

  • Support the coordination of existing partnerships between stakeholders (government, the international community, the UN system).
  • In close collaboration with the Policy Advisor and the Joint Programme Secretariat, support the monitoring and evaluation function, including collecting, processing and analyzing data in the framework the annual workplan;
  • Support knowledge management and sharing of good practices; ensure that stories and lessons learned are shared with the Joint Programme Secretariat; and respond to specific requests for information; and
  • Perform an array of duties that support UN coordination and effective Team programme implementation. These may include: assisting in organizing meetings and consultations, organizing and implementing consultation processes with national and international partners.

Required Skills and Experience

Education: Advanced university degree (Master’s Degree) in political science, sociology, international relations, international economics, law, public administration, or other related social sciences. In lieu of an Advanced degree, a Bachelor university degree with additional 2 years of experience.

Experience:

  • Minimum of 2 years of progressively responsible experience in conflict analysis, development and/or conflict prevention in a governmental, multilateral or civil society organization;
  • Extensive experience in analysis, research and sound drafting skills;
  • Experience in project/programme development, management
  • Experience in national and community-level conflict prevention and peacebuilding initiatives and programming;
  • In-depth knowledge of and extensive experience in Eritrea / sub-region, including in dialogue facilitation, training in areas such conflict prevention initiatives; and awareness and familiarity of key actors and stakeholders across the political, economic, and development spheres alongside knowledge of government, civil society, and other non-state actors.

Language Requirements: Fluent written and spoken English is required. A good grasp of the Tigrinya language will be an advantage.
