Operational/office context information

The ongoing conflict has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have been affected by disease and environmental degradation. There is a relevant physical damage to infrastructure including roads, municipal services, water and sanitation and energy. In addition, the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, that are often interrelated.

UNOPS  is undertaking a World Bank-funded project (Yemen Emergency Electricity Access Project), which focuses on improving access to electricity in rural and peri-urban areas within Yemen. The project responds to the immediate developmental crisis by restoring electricity supply to critical services (hospitals, schools, water corporations). It will also build a more inclusive and sustainable solar market in Yemen through targeted financing to the private sector, expanding its reach to the poor and vulnerable while improving the quality of off-grid energy access products and services based on international experience.

To achieve the project’s objectives, UNOPS will engage solar microfinance institutions (MFIs), solar installers and suppliers, technical service providers, and other stakeholders. Specifically, the project is structured around the following three components:

Component 1: Financing for Off-grid Solar:

  •  Under Subcomponent 1.1, UNOPS is partnering with eligible microfinance institutions (MFIs), helping them set up financing windows for high-quality, small-scale solar solutions for rural and peri-urban households, and providing partial grants to make the systems affordable.

  • Under Subcomponent 1.2, UNOPS is contracting solar suppliers and installers to provide grant-financed solar systems to critical service facilities in rural and peri-urban areas. The scope of the subcomponent includes health clinics, schools, rural water corporations, rural electricity service providers, and other providers of critical services. Implementation will start with health clinics and schools.

Component 2: Implementation Support and Market Development: UNOPS is contracting service providers and NGOs to provide market-strengthening activities.

Component 3: Contingent Emergency Response Component: The emergency component that can be activated in the event of an eligible emergency situation.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Under the guidance and direct supervision of the Procurement Specialist who reports to the Project Manager, the Procurement Officer is responsible for the effective delivery of procurement services reflecting best practices in international public procurement, compliance with UNOPS procurement rules and regulations, appropriate risk management and obtaining the best value for money.  He/she analyzes and interprets the respective rules and regulations and provides solutions to a wide range of issues related to procurement. 


Maintaining the highest degree of personal and professional ethics, the Procurement Officer maintains a collaborative, client-focused, quality and results-oriented approach in the Business Unit.

1. Implements key aspects of operational procurement strategies focusing on achievement of the following results:


  • Full compliance of assigned procurement activities with UNOPS rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system. 

  • Implementation of, or support to, the different steps of the procurement processes, including Pre-Purchasing: Strategy and Planning; Requirements Definition; Sourcing; Purchasing: Solicitation; Management of Submissions; Evaluation; Review and Award; Post Purchasing: Contract finalization and issuance; Logistics; and Contract Management.


2. Provides technical support and guidance to procurement processes of the Business Unit, focusing on achievement of the following results:


  • Timely and duly prepared elements of procurement plans and monitoring of their implementation

  • Guidelines followed on embedding sustainability along the procurement process.

  • Organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation. 

  • Preparation of submissions to the Contract and Property Committees (CPCs). 

  • Monitoring of contractor performance and certification of completed work for compliance with contractual terms and payment.

  • Advice, remedial actions, or solutions to Project Managers on procurement issues.

  • Drafting of Long Term Agreements (LTAs) and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures. 

3.  Implementation  of sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Build on to the roster of suppliers and management of the roster. 

  • Utilization of-sourcing module in accordance with UNOPS Procurement Group’s goals and standards in this area. 

  1. Knowledge Building and Knowledge Sharing

  • Organize, facilitate and/or deliver training and learning initiatives to colleagues personnel on Procurement-related topics.

  • Contribute to Procurement knowledge networks and communities of practice by providing collaborative synthesis of lessons learnt and dissemination of best practices in human resources management.

  • Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

The key results directly affect the overall efficiency of the relevant business unit/s and project activities in procurement management, impacting the timely availability of effective goods and services for UNOPS’ programmes.  Timely, market-aware, and accountable delivery of goods and services, contribute to office performance, efficiency and client satisfaction, which promote the image and credibility of the team and office as an effective service provider in project services and management.  This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.

Education/Experience/Language requirements


  • A First level University Degree (Bachelor’s or equivalent) combined with two (2) years’ experience is required.

  • Knowledge of UN/ /UNOPS Procurement Rules and Regulations is a distinct advantage

  • Minimum two (2) years graduate-level experience in Procurement of Supply Chain Management.  

  • Relevant experience is defined as experience in Procurement or Supply Chain Management.

  • Experience in working with a range of stakeholders in developing countries is desired.

  • Experience in the usage of computers and office software packages (MS Office 2003/ G Suite/Google Docs/Sheet and/or newer versions).

  • Full working knowledge of Arabic and English is required.

  • Knowledge of another official UNOPS language is an asset.
